Key Responsibilities

Land and Public Realm Governance Develop and maintain the City Operations Land and Public Realm Vesting Framework, including review criteria, evidence requirements, stage gates, approval routes and decision records. Establish consistent standards for determining public purpose, operational need, affordability, maintainability and ownership responsibility. Ensure proposed land is not assumed to be a City Operations liability solely because it is externally accessible or shown as public realm in a masterplan. Provide formal recommendations and executive decision papers on acceptance, conditional acceptance, redesign, alternative ownership or rejection.

Public Purpose and Beneficiary Assessment Assess whether proposed land is genuinely public in purpose, access, use and benefit. Determine whether the primary beneficiaries are the wider city and community or an adjacent private development, hotel, resort, residential community, venue, attraction or commercial asset. Challenge public designations that do not align with the intended user base, access arrangements or operational reality. Recommend that land primarily benefiting private assets remains owned, funded or maintained by the benefiting party while protecting any agreed public-access obligations.

Land Area and Functional Need Review Review the scale, location, configuration, boundaries and intended use of parks and other proposed public realm. Assess whether land area is proportionate to forecast demand, public value and demonstrated operational need. Challenge oversized, duplicated, fragmented, inaccessible, residual or low-utilisation public spaces. Identify opportunities to consolidate public realm into fewer, better-performing spaces that provide stronger public value at lower lifecycle cost. Ensure proposed spaces have a clear function, target user, operating concept and measurable benefit.

Parks, Open Space and Public Realm Review Lead City Operations reviews of public parks, neighbourhood and destination parks, landscaped open areas, urban plazas, civic spaces, pedestrian areas, public squares, green corridors, recreational open spaces and publicly accessible landscaped land. Assess intended use, forecast demand, opening hours, accessibility, safety, security, thermal comfort, amenities, seasonal use, event potential and long-term renewal needs. Review landscape intensity, irrigation demand, water use, cleaning, waste, pest control, security patrol, staffing, supervision and maintenance access implications. Challenge over-designed or maintenance-intensive solutions where simpler alternatives can maintain quality, accessibility and guest experience.

Whole-Life Cost and Affordability Establish a consistent methodology for assessing the whole-life cost of proposed land and public realm. Prepare or assure annual and long-term cost forecasts covering landscape maintenance, irrigation, water, cleaning, waste, security, pest control, amenities, furniture, play equipment, lighting within public spaces, staffing, technology and periodic renewal. Compare forecast public value and utilisation with the operating and renewal liability proposed for City Operations. Identify avoidable cost drivers and recommend redesign, scope reduction, funding contributions or alternative management arrangements where costs are disproportionate. Maintain clear cost assumptions to support City Operations budget, workforce and service planning.

Operational Suitability and Maintainability Assess whether proposed parks and public spaces can be safely, practically and efficiently operated. Review access for cleaning, waste collection, landscape maintenance, security patrols, servicing and emergency response. Identify isolated, concealed, inaccessible or difficult-to-supervise areas and unclear public/private boundaries. As the business continues to expand its production capacity and market presence, Westeel is seeking an experienced and commercially driven General Manager to lead the company through its next stage of growth. Position Objective The General Manager will have overall responsibility for the performance of Westeel, including sales, estimation, engineering, procurement, production, project execution, quality, financial performance, workforce productivity, and business development. The successful candidate must be capable of running the company as a complete business—not simply managing factory operations. Sales & Business Development Lead the commercial growth of Westeel across Saudi Arabia and regional markets. Develop strong relationships with EPC contractors, industrial companies, developers, consultants, government entities, and major private-sector clients. Build and manage a structured sales pipeline. Ensure the sales team actively develops new customers rather than depending solely on existing relationships or incoming inquiries. Review major quotations, commercial proposals, and contract negotiations. Ensure projects are selected based on profitability, capacity, strategic value, and commercial risk. Support development of long-term framework agreements and strategic customer relationships. Estimation & Commercial Control Ensure accurate estimation of steel tonnage, material cost, fabrication hours, engineering cost, transport, erection, subcontracting, overhead, and project risk. Establish strong tender review and bid approval procedures. Ensure quotations reflect realistic production and procurement costs. Prevent uncontrolled discounts, scope gaps, and commercially weak commitments. Engineering & PEBOversee structural steel and PEB engineering functions. Ensure designs are optimized for safety, constructability, fabrication efficiency, and steel weight. Promote value engineering and economical structural solutions. Ensure engineering deliverables are completed according to project schedules. Strengthen coordination between engineering, estimation, procurement, production, and site teams. Develop measurable productivity benchmarks for each production activity. Drive continuous improvement and increasing automation within the factory. Ensure machinery and equipment are properly utilized, maintained, and upgraded when commercially justified. Procurement & Supply Chain Develop reliable sources for structural steel plates, coils, beams, channels, angles, consumables, paint systems, fasteners, and other required materials. Ensure clear responsibility between factory, project management, logistics, and erection teams. Maintain strong relationships with clients throughout project execution. Ensure variations and additional works are properly documented and commercially recovered. Quality, HSE & Compliance Maintain a strong quality-management culture throughout the organization. Reduce NCRs, customer complaints, rejected material, repair welding, and rework. Maintain proper welding qualifications, inspection records, material certificates, traceability, and quality documentation. Ensure strong HSE standards across factory and project sites. Ensure company operations comply with regulatory, contractual, and internal governance requirements. People & Organization Build a competent and accountable management team. Alongside acquisitions, you will assess strategic alliances, joint ventures, and major commercial partnerships using the same disciplined investment framework. Reporting to the CFO, you will also contribute to long-term strategy, capital allocation, and financing initiatives. This is a highly hands-on role where you will build financial models, develop pipelines, conduct diligence, and prepare recommendations for senior leadership. You will work in a fully remote, flexible environment with significant autonomy and exposure to strategic decision-making. The role is ideal for an experienced corporate development professional who combines strong analytical discipline with sound commercial judgment and a low-ego, execution-oriented approach.

Accountabilities

Build and manage a disciplined pipeline of acquisition opportunities aligned with strategic priorities through market mapping, competitive analysis, direct outreach, and relationships with bankers, brokers, founders, and industry advisers. Establish and apply a consistent screening and scoring methodology covering strategic fit, financial returns, technology and product considerations, integration complexity, and counterparty risk. Prepare concise opportunity assessments that clearly articulate transaction costs, expected returns, key assumptions, risks, and potential outcomes. Develop detailed valuation, transaction, scenario, and sensitivity models for prospective acquisitions, including synergy and financing analyses. Coordinate financial, legal, technology, operational, and other cross-functional due diligence activities. Lead diligence on target leadership and principals, including appropriate reference, background, litigation, and reputation reviews, and translate findings into recommendations for deal structure and risk mitigation. Support transaction structuring and negotiations, including recommendations relating to retention arrangements, earnouts, indemnification, and escrow, in collaboration with legal advisers. Prepare clear and rigorous materials for executive and board-level investment decisions, anticipating key questions and providing evidence-based recommendations. Track completed transactions against their original investment thesis, reporting integration costs, realized synergies, and performance variances to support organizational learning. Build transaction budgets covering purchase consideration, advisory and diligence costs, financing expenses, and working capital requirements. Develop integration budgets and incorporate acquisition-related impacts into forecasts and annual operating plans in partnership with the finance team. Lead post-close integration planning, including 100-day plans, cross-functional workstreams, financial reporting integration, systems transitions, and escalation of blockers. Identify and evaluate strategic alliances, joint ventures, and major commercial agreements as alternatives or complements to acquisitions. Assess partnership economics, governance structures, contribution and exit terms, pricing, exclusivity, and minimum commitments. Maintain acquisition and partnership pipelines with consistent documentation of evaluated and declined opportunities and the rationale behind decisions. Partner with senior leadership on the company’s 3-to-5-year growth strategy, including market landscapes, competitive analysis, and decisions around organic investment, acquisitions, and partnerships. Support debt and equity financing initiatives, including financial modeling, use-of-proceeds analysis, lender and investor materials, data room preparation, and coordination with advisers and counsel. Build the infrastructure of a scalable corporate development function, including playbooks, templates, screening criteria, deal processes, and pipeline systems. Experience preparing and presenting recommendations to executive teams, boards, investment committees, or similarly senior audiences, with the confidence to defend analysis under challenge. Working knowledge of software and/or recurring-revenue business models and the key metrics used to assess their performance. Experience with post-merger integration, whether leading integration workstreams or supporting broader integration programs. Experience evaluating or structuring strategic alliances, joint ventures, and major commercial agreements. Exposure to debt or equity financing processes, such as private placements, secondary transactions, or credit facilities. Experience contributing to multi-year strategic planning, including market analysis, competitive intelligence, and growth strategy. Strong commercial judgment and the ability to objectively decline opportunities when the financial case, strategic fit, or counterparty risk does not justify proceeding. Calm and composed under pressure, particularly when navigating difficult negotiations, unexpected diligence findings, or challenging counterparties. Low-ego and detail-oriented, with a willingness to take ownership of both high-level strategic work and repetitive operational tasks. Persistent and disciplined throughout lengthy, complex transaction processes, with a strong commitment to accuracy and quality. Excellent communication skills, with the ability to present complex information concisely, clearly, and with the key conclusion upfront. Strong interpersonal and collaboration skills, with the ability to work effectively with stakeholders across all levels of an organization.
