Acwa Operations, with its focus on power and water assets, plays a crucial role in the successful operation and maintenance of these facilities.<br>REPORTS TO: Operations Manager<br>JOB PURPOSE:Responsible for overall plant operation activities in shift. Ensure that all the activities in the plant are performed in a safe and efficient manner in accordance with the approved Standard Operating Procedures, quality standards, time schedules, and other operating requirements. Responsible for safe startup/shut down of the plant as per the Standard Operating Procedures.<br>ROLES & RESPONSIBILITIESComply with safety rules and regulations. Be fully aware of the safety hazards in the plant. Familiar with plant O&M agreements, P&IDs, SOPs, Work instructions, Operation and control logics, emergency operation procedures, as well as regulatory requirements and any other related documents. Ensure that the plant is operated to the established standards with minimum risk to men, machine and materials, comply with safety and environmental standards. Coordinate with all other departments all activities that are related to plant operations during the shift and comply with safety rules and regulations. Have a complete understanding of the permit to work system applied to the plant. Issue and cancel permits to work per authorization. Coordinate activities involving plant chemistry with the Chemist. Follow preset operational schedules to fulfill the targeted production availability safely and efficiently. Coordinate all activities or changes in plant status with operations manager. Make quick, on the spot decisions to correct abnormalities or disturbances. Take corrective actions during a state of emergency. Supervise the startup checklist, interlock checks, protection tests, non routine activities like preservation, acid cleaning etc. Upon authorization, issue work permits for maintenance section involved. Have a complete understanding of the permit to work system procedure applied to the plant. Issue and cancel permits to work per authorization. Normalize the equipment after release and perform necessary testing to check the equipment or system after maintenance. Monitor the overall status of the plant and summarize activities in the log book. Fill daily plant status reports and relay all activities that occurred during his shift. Maintain staff evaluation records, vacation schedules etc. prepare evaluation forms for personnel requirement. Prepare incident / accident reports and other reports required by the departments and submit to the concerned authorities within stipulated time period. Keep accurate records on all activities performed in the plant on regular basis. Assist in the training and familiarization of new personnel in the shift. Study and suggest for any modifications which can improve the plant efficiency. Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled and updated. Implement, monitor and report IMS objectives, Targets and programs. Report deviations in Integrated Management System, identify root cause and implement corrective and preventive actions. Ensure regulatory compliance with respect to their scope of activities. Ensure identification of root cause for the identified non conformances/ deviations and to implement corrective actions/Preventive actions. Identify the competency gap for their subordinate personnel and implement necessary actions. Carry out periodic performance evaluation of reporting employees. Provide on-the-job training to new employees and evaluate their OJT Performance. Identification, documentation and control of hazards in assigned work area. Ensure aspects identified are monitored and operational controls are followed. Control emergencies, incidents and near misses. Communicate with the load dispatch center. The incumbent shall determine that the invoice meets the contractual requirements for Royal Commission Acceptance and review the Billing Summary before processing the invoice to FOD.</p><p>What You'll Be Doing:</p><p>Responsible for reviewing the invoice for completeness, accuracy, legibility, compliance with contract documents and subsequent coordination / approval with Site office including discipline engineers, Authorize Representative and Section Managers.</p><p>Responsible to measure and value the work done on site.</p><p>Reviews / comments on contractors Interim Payment Certificates (IPC).</p><p>Responsible to monitor, control and manage project allocated budget.</p><p>Reviews / comments on project's cost breakdown, cost baseline and cash flow submitted by the contractors.</p><p>Responsible for updating relevant CSRs (Contract Status Reports) on all active contracts in the Program Progress Report by indicating contract values, forecast values, scheduled and actual expenditures and percentage progress billed.</p><p>Responsible for reviewing, auditing and processing the contractor's invoices and loading them on Safeer (Oracle database) ERP Application and Etimad Platform.</p><p>Prepares weekly, monthly, quarterly, semiannual and annual Budget Allocation/Utilization reports for the client.</p><p>Assist Cost Engineer in providing project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.</p><p>Assist Cost Engineer in establishing and maintaining cost control tracking on unit price contracts and monitoring latest estimate to complete quantities versus contract quantities, and alerting management of any potential overruns before they occur.</p><p>Assist Cost Engineer in delivering a complete and comprehensive estimate of probable cost based on the proposed contract documents inclusive of contract terms and conditions.</p><p>Defines, details and estimates the cost of contract general conditions and job cost in compliance with the planned execution to accomplish total contract delivery.</p><p>Assist Cost Engineer in reviewing contract documents to assess contract risk and significant exposure to estimated cost if potential risks are experienced.</p><p>Assigns reasonable maximum cost and schedule exposure resulting from potential risks.</p><p>Perform any other job related duties as assigned.</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor's Degree in Quantity Surveying, Mathematics / Accounting from a recognized university or college. Minimum 5 years of experience as Billing/Invoice Specialist in construction projects ranging from initiation to close out phase on large to mega infrastructure/building projects including experience in project cost estimate, control and management. Must be fluent in both English and Arabic (written and spoken), with excellent communication skills and a strong ability to prepare and review technical reports and documentation. Must have Construction Industry experience and Professional level in using MS Office Suite is a must.</p><p>GCC experience is preferred.</p>
