Develop, implement, and maintain comprehensive safety programs and policies in accordance with local, national, and international safety standards. Responsible for maintaining and facilitating continuous improvement in all aspects of the site’s HSE management systems and standards, in line with the HWBC systems and policies. Provides managers and employees with information on legislative and corporate compliance, advises on ways of meeting statutory requirements and Corporate HSE Policies and national codes of practice. Responsible for the investigation and review of significant accidents, incidents, complaints and pollution events, and the identification of solutions to prevent recurrence. Drives close out of issues and non-conformances. Supports the Crisis Incident Management (CIM) process for HSE issues by carrying out formal risk assessments and reports into the site’s team. Takes an active part in the site HSE committee. Drives the HSE agenda for the site; addresses issue and determines the site requirements for improvements. Develop and maintain HSE SOPs where required. Provides and advises on appropriate site HSE training as required. Conduct safety training programs for all employees, subcontractors, and visitors. Ensure that all personnel are adequately trained and certified in safety procedures. Maintain accurate records of safety training. Audits, monitors, and reviews the implementation of Health and Safety policies, working practices, safety procedures and standards for all respective operations as directed. Co-ordinates all site audits through the Audit Team and accompanies auditors on site. Collates data and information and reports on site’s HSE performance. Drives risk assessment processes to continuously improve site’s health and safety performance. Represents the site for regulatory health, safety & environmental authorities. Proactively manages the site’s Accident & Incident Reporting Systems, making recommendations for future improvements to prevent recurrence where necessary. Interface with regulatory authorities and insurers on key matters such as fire risk assessment and certification, environmental management, emergency planning and safety improvement plans. Promote a positive safety culture within the organization. Encourage employees to report safety hazards and concerns.<br>Qualifications:<br>Bachelor’s degree in engineering or equivalent.4+ years experience in Health, Safety and Environment in Manufacturing environment. OSHA & NEBOSH IGC certified. Certified as Practitioner from Occupational safety and health cadres’ program (كوادر). Working knowledge in Health, Safety and Environment Management Systems. ISO 14001:2015, ISO 45001:2018, OHSAS 18001. Good knowledge of English language. Incident Investigation: Lead root-cause analysis for any incidents, near-misses, or environmental spills, and implement corrective/preventive actions (CAPA). Training & Culture: Deliver toolbox talks and specialized training (e.g., LOTO, confined spaces) to site workers, contractors, and engineers to cultivate a strong safety culture. Environmental Management: Monitor environmental impacts, such as noise, waste management, and habitat protection in compliance with the Saudi Ministry of Environment, Water and Agriculture. Emergency Preparedness: Develop site-specific emergency response plans tailored to remote Saudi desert or coastal environments, including rescue procedures for turbine nacelles.<br><br>Qualifications<br><br>Education: Bachelor’s degree in Occupational Health and Safety, Environmental Science, or Engineering.
