We are seeking an accomplished and highly motivated Cost Control Manager to manage cost control operations across a broad portfolio of infrastructure, technology, and construction projects. This client-facing leadership role requires exceptional analytical, organizational, and communication skills, with a strong focus on cost management, financial forecasting, and reporting accuracy. The ideal candidate will have an in-depth understanding of project controls, cost engineering, and financial management principles and will be capable of overseeing and mentoring project-level cost control teams across multiple concurrent projects. You will play a strategic role in leading cost control efforts across multiple regions, partnering with senior stakeholders, project managers, and technical teams to ensure financial discipline and project cost alignment throughout the full project lifecycle.</p><p>RESPONSIBILITIES</p><ul><li>Lead and provide oversight of project cost control functions, ensuring accuracy, consistency, and compliance across all projects.</li><li>Develop, manage, and maintain robust cost control systems and tools, including project cost reports, forecasts, trend analysis, and change management procedures.</li><li>Coordinate with regional project managers, engineers, and financial teams to monitor and validate cost data, identify variances, and guide corrective actions to control expenditures.</li><li>Review and present comprehensive monthly and quarterly cost performance reports to senior leadership, highlighting key financial indicators such as earned value analysis (EVA), cost variances, and trends.</li><li>Oversee tracking of project performance against budgets and schedules across multiple sites, proactively identifying risks and approving financial strategies for mitigation.</li><li>Supervise advanced cost analysis and scenario modeling efforts to support executive decision-making and strategic project planning.</li><li>Manage and approve the preparation and review of project proposals, estimates, and budgets, ensuring accuracy in financial projections and risk assessment.</li><li>Oversee the management of change orders across all regional projects, ensuring documentation integrity and accurate reflection of budget impacts.</li><li>Support and advise on contract negotiation and administration with subcontractors, vendors, and suppliers to align commercial agreements with project cost goals.</li><li>Review and approve contractor invoices and payment applications to ensure compliance with contractual terms and financial policies.</li><li>Ensure alignment of all regional cost control activities with internal policies, client standards, and industry best practices.</li><li>Mentor, manage, and develop junior cost control personnel.</li><li>Perform other related duties as required and assigned.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>15+ years of cost control or cost engineering experience in construction, infrastructure, or related industries, with at least 5 years in a leadership or regional oversight capacity.</li><li>Bachelor's degree in Construction Management, Engineering, Finance, Accounting, or related technical fields.</li><li>Experience in data centers, mission-critical, or similar complexity.</li><li>Advanced knowledge of cost management principles, including cost forecasting, variance analysis, change management, and project financial reporting.</li><li>Extensive experience using cost control software and tools such as SAP (and equivalent) , Microsoft Excel , Primavera P6 and enterprise cost-schedule integration platforms.</li><li>Demonstrated success in managing large-scale project budgets and resolving complex cost discrepancies.</li><li>Experience with cash flow forecasting and funding drawdown schedules.</li><li>Demonstrated experience developing independent cost estimates (ICE) and should-cost models to benchmark contractor/vendor submissions against market data.</li><li>Strong ability to interpret financial data, develop insights, and communicate findings clearly to technical and non-technical audiences.</li><li>Excellent communication and presentation skills with a proven ability to engage with clients and senior management.</li><li>Strong organizational skills, attention to detail, and ability to manage multiple priorities across different project teams.</li><li>Experience working with Multinational PMC consultants and Contractors.</li><li>Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).</li><li>SCE and RICS certification.</li></ul><p>Preferred qualifications:</p><ul><li>Master's degree in Construction Management, Finance, Engineering Management, or a related field.</li><li>Professional certifications such as Certified Cost Professional (CCP) or Project Management Professional (PMP) .</li><li>Expertise in Earned Value Management (EVM) and integrated risk-cost-schedule methodologies.</li><li>Experience working on hyperscale data centers or other large-scale, mission-critical facilities.</li><li>Active membership in PMI , AACE , or similar professional associations.</li></ul><p></p></section>

ACWA Power and the Saudi Power Procurement Company (SPPC) have signed a 25-year Power Purchase Agreement (PPA) for the Development, Financing, Build, Own and Operate of a 1,800 MW Combined Cycle Gas Turbine plant. Saudi Power Procurement Company acting as the sole off-taker for this project. In addition to ACWA Power, the shareholders include the Saudi Electricity Company (SEC), which holds a 40% share, and Haji Abdullah Alireza & Co. LTD (HAACO), which holds a 20% share.<br>REPORTS TO: Plant General Manager<br>JOB PURPOSE:Maintenance Manager being Head of maintenance organization structure is responsible for the efficient and reliable maintenance of the plant ensuring all safety regulation, maintenance procedures and company polices are followed.<br>KEY ACCOUNTABILITIES:Strategy & Plans:Develop the Maintenance-departmental strategy in line with the Plant’s strategy to ensure vertical alignment and horizontal integration with other interfacing departmental strategies across. Regularly report to the Plant General Manager on the operational activities of department, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the division’s activities. Budget Management:Contribute to the preparation of the Maintenance department’s budget and manage and monitor the financial performance against the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon. Maintenance Planning:Lead and manage the planning of preventive, corrective and condition-based maintenance plans / work schedules (including annual and long-term maintenance plans) for all types of maintenance (Electrical, Mechanical and I&C) across the facilities in the plant ensuring that maintenance jobs are carried out timely, efficiently and cost effective with adherence to HSE standards. Lead the effective cascading of the maintenance strategy into work instructions and SOPs for each equipment and process in all areas of mechanical, electrical, instrumental, controls and systems and ensure their implementation by employees and contract staff, to ensure safe and timely maintenance of equipment. Maintenance Management:Lead the effective implementation of approved plans in liaison with the discipline engineers and operations team across all the assets and equipment within set timelines and budget to facilitate uninterrupted operations. Oversee the equipment risk assessment process in order to facilitate proactive identification of anomalies and ensure optimum risk mitigation in accordance with best practices. Manage the timely response to all emergency breakdowns and provide prompt corrective action to ensure plant availability, thereby minimizing downtime and possibility of liquidity damages. Oversee the maintenance documentation process in SAP ensuring it is completed correctly including filling in the log, outlining the fault, method of repair and the time, labour and materials used to support timely availability of information. Review the daily maintenance / condition monitoring reports and submit periodic reports to the management, keeping them informed of all technical problems, if any, as well as recent changes or modifications on existing work plant or schedule. Lead the Maintenance management meetings so that the entire team is clear on the standards required and the maintenance programs that are underway. In the Project Phase: Coordinate with the EPC representatives on site to understand the critical equipment installation etc., and undertake the Commissioning Monitoring, Acceptance Test Campaign and “As-build” documentation activities, to ensure required transfer of knowledge. Outage Management:Together with the Planning Engineer, lead the effective forecasting of manpower and material requirements to ensure timely availability of resources and spares for effective execution of maintenance plans. Lead the planning and execution of the annual outage maintenance of critical equipment, as per the recommendation of the OEM, and provide technical guidance and support to ensure the EHS, scope, cost, and timeline objectives are met. Technical Guidance:Act as a technical expert to ensure that all modifications to the maintenance procedures and work instructions are correctly designed and implemented as per the recommendations of the OEMs in order to best optimize maintenance operations according to the availability of equipment and workforce. Lead the development of a condition based preventive maintenance culture on day-to-day basis by conducting troubleshooting and root cause analyses, finding solutions to reduce reactive maintenance. Manage and provide short- and long-term technical solutions to engineering problems that may arise in relation to maintenance services in order to proactively resolve such problems on a sustainable basis and ensure uninterrupted delivery of services. Health, Safety, Security & Environment:Ensure compliance to all relevant health, safety, security and environmental management policies, procedures and controls across the department to guarantee employee safety, legislative compliance and a responsible environmental attitude. Report and respond to HSSE incidents using the established emergency communication channels and protocols, to minimise the impact of the hazard. Together with HSE department, ensure that safety rules and regulations are fully explained to plant employees / contractor staff and appropriate safety and protective equipment is worn; safety notices are prominently displayed in all work areas and that all accidents and incidents are efficiently investigated and analysed whilst ensuring that measures are implemented to avoid any recurrence. Continuous Improvement:Identify opportunities of improvement and contribute to Maintenance department change initiatives, programmes and projects taking into account best practice and standards in the business environment. People Management:Manage the effective achievement of the team’s objectives through setting individual objectives, managing performance, developing the team and providing formal and informal feedback to maximise overall performance, engagement and motivation.<br>REQUIRED WORK EXPERIENCE AND EDUCATION: A Bachelor degree holder in Mechanical / Electrical Engineering.20 years of experience in a similar environment with few years in a managerial position preferably within the Power / Water generation sector. Policies, Processes, Systems & Procedures:Develop and ensure the implementation of Operation’s department work instructions, policies, procedures and controls covering all areas of department activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service. Plant Chemistry and Laboratory Management:Oversee and monitor the setting of production parameters and adjust production conditions during operation to ensure quality and efficiency. Health, Safety, Security & Environment:Ensure compliance to all relevant health, safety, security and environmental management policies, procedures and controls across the department to guarantee employee safety, legislative compliance and a responsible environmental attitude. Purpose of the Job:The Risk and Controls Manager establishes and maintains a strong internal control framework across the organization, with a focus on financial processes and operational risks. The role ensures financial practices comply with regulatory requirements, company policies, and industry best practices, while identifying and mitigating risks that could affect operational and financial performance.<br>Key Accountabilities & Responsibilities:Develop, implement, and continuously improve the organization’s risk management and internal control framework.
