During the operational phase, the HSE Advisor maintains effective HSE management systems, ensures compliance with applicable laws, regulations, and corporate requirements, and supports a safety-first culture through proactive risk management, training, audits, and continuous improvement. Environmental Management Ensure environmental compliance during factory operations, including waste handling, hazardous materials management, emissions controls (as applicable), and pollution prevention. Monitor contractor and internal activities to ensure compliance with environmental procedures, permits, and regulatory obligations. Support resource conservation and sustainability initiatives (as defined by corporate and site requirements). 3. Regulatory Compliance & Audits Stay up to date with relevant local/national regulations, codes, and standards affecting occupational health, safety, and environmental performance. Ensure compliance with company policies, procedures, and ethical standards. Conduct internal audits/inspections and support external inspections and audits by authorities and certification bodies. Review HSE-related documentation and ensure adequate readiness for audits (e.g., inspection records, training records, incident reports, management of change where required). 4. Training, Competence & Communication Develop, deliver, and maintain HSE training programs for employees and contractors, based on job roles and risk exposure (induction, refresher training, task-specific training). Conduct toolbox talks, safety briefings, and awareness campaigns to reinforce safety culture and behavioral safety. Ensure competence requirements are met for high-risk tasks and that training records are maintained and verified. The group provides comprehensive services across General Contracting, Heavy Equipment Rental, Local Staffing & Outsourcing, Overseas Recruitment, Project Support, and Oilfield Supplies.</p><p><strong>Role Summary</strong></p><p>The Vendor Registration & Tendering Officer will be responsible for managing all vendor registrations, prequalification submissions, document control, compliance, and tendering activities. The primary objective is to ensure the company is fully registered, compliant, and eligible to participate in tenders with major Saudi clients across Oil & Gas, EPC, Civil Construction, Facilities Management, Industrial Services, and Government entities.</p><p><strong>Key Responsibilities</strong></p><p><strong>Vendor Registration & Portal Management:</strong></p><ul><li>Complete and maintain vendor registrations with major Saudi clients (e.g., Saudi Aramco, SABIC, Ma'aden, SWCC, SEC, NEOM, Royal Commission, PIF entities, EPC contractors, Etimad, SAP Ariba, SupplHi, Achilles).</li><li>Upload and update company documents including CR, Chamber, Zakat, GOSI, Saudization certificates, financials, equipment lists, HSE/QA manuals, and project references.</li><li>Track renewal dates, compliance requirements, portal updates, and maintain a master database of portal credentials and statuses.</li></ul><p><strong>Tendering & Bidding:</strong></p><ul><li>Review tender invitations and RFQs related to overseas recruitment, supplementary manpower supply, heavy equipment rental, and material supply.</li><li>Prepare comprehensive technical bid documents (company profile, capability lists, equipment fleet details, HSE/QA certifications, past performance).</li><li>Coordinate with finance to prepare commercial bids, pricing sheets, BOQs, manpower rates, and equipment rental rates.</li><li>Upload tender submissions on various procurement portals and maintain a tender tracker for submitted, ongoing, and awarded bids.</li></ul><p><strong>Compliance, Documentation & Client Coordination:</strong></p><ul><li>Ensure all company documents meet Saudi regulatory and client-specific compliance standards.</li><li>Communicate directly with client procurement and vendor management departments to respond to clarifications and follow up on prequalification results.</li><li>Coordinate internally with Business Development, HR, Recruitment, Manpower Operations, and Heavy Equipment teams to ensure accurate submissions and maintain audit-ready digital records.</li></ul><p><strong>Desired Candidate Profile</strong></p><p><strong>Requirements & Qualifications</strong></p><p><strong>Experience</strong></p><ul><li>Minimum 3 to 5 years of experience in Saudi Arabia specifically in vendor registration and tendering roles.</li><li>Mandatory experience in overseas recruitment, manpower supply, heavy equipment rental, or material supply.</li></ul><p><strong>Portal & System Expertise:</strong></p><ul><li>Strong knowledge of Saudi procurement systems and portals (Etimad, Aramco SAP Ariba, NEOM, RC, Ma'aden, SEC, SWCC, etc.).</li></ul><p><strong>Education:</strong></p><ul><li>Bachelor's degree in Business Administration, Supply Chain, Engineering, or a related field.</li></ul><p><strong>Language & Communication:</strong></p><ul><li>Excellent written and spoken English communication skills (Arabic language skills are a strong advantage).</li></ul><p><strong>Core Competencies:</strong></p><ul><li>Exceptional documentation management, high attention to detail, ability to handle tight deadlines, and strong multi-tasking abilities.</li></ul>
