Prepares technical tender packages for these Civil works.</p><br><br><p><strong>MAIN RESPONSIBILITIES</strong></p><p><strong>Policies, Processes and Procedures</strong></p><ul><li><p>Applies approved section policies, processes, and procedures and monitors adherence so that work is carried out in a controlled manner.</p></li></ul><br><p><strong>Day-to-day Operations</strong></p><ul><li><p>Applies the day-to-day operations assigned for the Infrastructure Section to ensure compliance with the established standards and procedures.</p></li></ul><br><p><strong>User Specifications</strong></p><ul><li><p>Examines user requirements and specifications for new construction or re-modelling projects, formulates design concepts through site visits &amp; consultations with client departments, adjusts its scope in line with other projects in progress, and propose conceptual/preliminary designs to client departments in accordance with the company's building investment policies, current zoning, future re-development programs, budget guidelines &amp; other constraints.</p></li></ul><br><p><strong>Engineering Plans and Schedules</strong></p><ul><li><p>Prepares engineering plan/schedules for approved projects, such as team formations, allocation of design, workload, and design schedules, according to outlines set by supervisor.</p></li></ul><br><p><strong>Civil Engineering Design</strong></p><ul><li><p>Prepares detailed designs in conjunction with the Utilities section of CBD and the Mechanical Engineer for the building structure, service drainage, sewage, underground water supply lines, concrete pipes, culverts, roads, parking areas and other earthwork, according to the approved outlines of project, such as budget, location, features e.g. traffic signs and overall functionality.</p></li></ul><br><p><strong>Technical Advice and Instructions for Contractors</strong></p><ul><li><p>Guides draftsmen in finishing drawings, materials, material specifications, and other technical instructions for contractors.</p></li><li><p>Provides contractor's engineers and technicians, with technical advice to resolve unexpected obstacles on site, design errors, post design changes, and also evaluates contractor's inadequacies or competence, upon request by the Superintendent.</p><br></li></ul><p><strong>Monitoring of Contractors Work</strong></p><ul><li><p>Examines scope of work, shop drawings, results of field measurement, equipment lists, materials samples or other preliminary work submitted by contractors undertaking the project, as assigned by the Superintendent.</p></li><li><p>Requests contractors to submit work schedules and checks contractors work for any discrepancies.</p></li><li><p>Controls contractor's performance by verifying daily progress reports on manpower input, materials input, completed jobs, carried over jobs, and so on. Demand Discovery: Conduct frequent on-site visits to customer construction projects and sites to communicate, dig into and sort out customers’ construction material procurement demands accurately.2. Category Planning: Take over business opportunities from sales teams, conduct product selection, category layout and medium-long term category planning for the Saudi construction materials market.3. Market Research: Research local construction material market demand, competitor product assortment and price system; optimize cross-border & local product portfolio to lift category sales volume and gross profit.4. Supply Optimization: Cooperate with procurement & supplier teams to optimize product supply structure, manage product lifecycle, adjust SKU mix and eliminate low-performing goods.5. Data & Operations: Track category operation data including sales, inventory and gross margin; output regular analysis reports and propose category operation optimization plans.6. Cross-functional Collaboration: Collaborate with local sales, warehouse and logistics teams to align product supply with customer demand, support stable delivery and after-sales product matching.7. Strategic Support: Assist regional lead to roll out localized category operation strategies, expand high-quality construction material resources matching Saudi market needs and Chinese client requirements.<br>Job Requirements1. Education: Bachelor’s degree or above, major in Civil Engineering, Construction Materials, Supply Chain Management, Procurement, or related fields is preferred.2. Work Experience: 5-10 years in construction materials / building materials industry. Solid familiarity with structural materials (steel, cement, concrete), finishing materials, MEP materials, and construction consumables. Candidates with experience from construction companies, real estate developers, or engineering firms as material engineers / procurement managers are highly preferred. Candidates with both sales and procurement background are a plus.3. Language: Fluent business English is required. Chinese (Mandarin) proficiency is strongly preferred — the role requires frequent communication with Chinese clients and HQ teams. Arabic is a plus but not mandatory.4. Competencies: Able to independently complete customer demand sorting, product selection and category planning; good data analysis, market insight and cross-team coordination skills; accept frequent cross-city customer site trips within Saudi Arabia.
