The Procurement Lead Engineer is responsible for leading and managing the procurement of materials, equipment, subcontracted packages, and technical services for large-scale construction, fit-out, hospitality, and building projects. The role ensures that all procurement activities are delivered on time, within approved budgets, and in compliance with project specifications, quality standards, contractual requirements, and company procedures. The position provides leadership to the procurement team and works closely with Project Management, Engineering, Construction, Commercial, Planning, QA/QC, HSE, Logistics, Finance, suppliers, and subcontractors to ensure uninterrupted project delivery.<br>Key Responsibilities Lead and manage procurement activities from procurement planning through purchase order placement, expediting, delivery, and close-out. Develop and implement project procurement strategies aligned with project schedules, budgets, specifications, and execution requirements. Review drawings, specifications, BOQs, material requisitions, and technical documents to identify procurement requirements. Establish procurement schedules and prioritize critical and long-lead materials and equipment. Lead the preparation and issuance of RFQs, RFPs, tenders, and supplier inquiries. Identify, evaluate, prequalify, and develop relationships with qualified suppliers, manufacturers, and subcontractors. Lead technical and commercial evaluations of supplier and subcontractor offers. Coordinate with Engineering and technical departments to ensure supplier proposals comply with approved specifications and project requirements. Lead commercial negotiations to achieve competitive pricing, favorable payment terms, warranties, delivery schedules, and contractual conditions. Review and approve purchase orders and procurement recommendations in accordance with delegated authority and company procedures. Monitor supplier performance, manufacturing progress, inspections, testing, shipment, and delivery schedules. Lead expediting activities for critical and long-lead procurement packages. Coordinate with Construction, Logistics, Stores, and Project Controls teams to ensure timely delivery of materials and equipment to site. Monitor procurement progress against project schedules and identify potential delays, shortages, and supply-chain risks. Develop and implement recovery plans and mitigation strategies for procurement-related delays. Monitor procurement expenditure and support project cost-control and cost-saving initiatives. Identify opportunities for value engineering, alternative materials, supplier consolidation, and commercial optimization. Coordinate with QA/QC to ensure materials and equipment meet approved technical specifications and quality requirements. Ensure procurement activities comply with HSE requirements, company policies, project procedures, and applicable regulations. Manage supplier and subcontractor performance, claims, variations, commercial issues, and disputes in coordination with Commercial and Contracts teams. Prepare procurement dashboards, reports, forecasts, KPIs, and management updates. Maintain accurate procurement records, supplier databases, purchase orders, delivery schedules, and supporting documentation. Lead and mentor procurement engineers, buyers, expeditors, and other procurement personnel. Coordinate with Finance to ensure payment documentation, invoices, and supplier accounts are processed efficiently. Utilize ERP and procurement systems for procurement planning, purchase orders, vendor management, cost tracking, and reporting; SAP experience is preferred. Support project handover and close-out, including warranties, spare parts, final documentation, and outstanding procurement items. Perform other procurement and supply-chain responsibilities assigned by senior management.<br>Qualifications & Experience Bachelor's degree in Engineering, preferably Civil, Architectural only are welcome to apply. Minimum 10–15 years of procurement experience, preferably within construction, fit-out, hospitality, or major building projects. Proven experience in a Procurement Lead, Lead Procurement Engineer, Senior Procurement Engineer, or similar leadership role. Strong experience managing procurement for large-scale construction, fit-out, commercial, residential, or hospitality projects. Strong knowledge of construction materials, MEP systems, finishes, equipment, FF&E, and specialist subcontractor packages. Proven experience in technical and commercial evaluation, supplier negotiation, purchasing, expediting, and delivery management. Experience managing procurement teams and multiple procurement packages simultaneously. Strong knowledge of procurement planning, supply-chain management, cost control, contracts, and commercial terms. Experience with ERP/procurement systems; SAP is an advantage. Strong analytical, negotiation, leadership, communication, and problem-solving skills. Ability to work under pressure and meet demanding project deadlines. GCC experience is preferred, particularly Saudi Arabia, UAE, Qatar, or Oman. Preferred Experience Proven experience in fit-out and luxury hospitality projects. Experience procuring high-end architectural finishes, furniture, fixtures, equipment, MEP systems, and specialist packages. The Procurement & Material Engineer will be responsible for supporting the procurement of construction materials, equipment, and related services in accordance with project specifications, approved budgets, and project schedules. The role includes sourcing suppliers, obtaining and evaluating quotations, coordinating material approvals, issuing Purchase Orders, and following up on deliveries.<br>Key Responsibilities Review project BOQ, drawings, specifications, material schedules, and Material Requisitions (MR/PR) to understand procurement requirements. Prepare and issue Requests for Quotation (RFQs) to approved and potential suppliers/subcontractors. Obtain quotations and prepare technical and commercial comparison sheets for evaluation and approval. Minimum 8–12 years of procurement experience within MEP contracting and construction projects. Proven experience working on large-scale hospitality, commercial, mixed-use, or high-rise developments. Strong knowledge of MEP materials, equipment, suppliers, and subcontracting markets. Experience in procurement planning, vendor management, contract administration, and commercial negotiations. Ability to review technical documents, specifications, and engineering drawings. Excellent negotiation, communication, and stakeholder management skills. Strong proficiency in Microsoft Office and ERP/procurement management systems. Prior experience in Saudi Arabia or the GCC is highly preferred.
