Operations Manager Eastern Province, Saudi Arabia | Full-time<br>We are seeking an Engineering Operations Manager to take full ownership of project execution and maintenance delivery across a diverse portfolio of commercial, industrial, and residential facilities. This role oversees two Site Engineers, four Foremen, and a shared trade pool of 40 skilled tradesmen who flex between project work and maintenance based on daily demand. The Engineering Operations Manager ensures fit-out and renovation projects are delivered on time and within budget, maintenance service levels are met across all facilities, and the workforce is effectively deployed. This is a hands-on, field-oriented leadership role requiring a civil engineering background, strong project management skills, and the ability to manage a diverse, multi-national blue-collar workforce.<br>Key Accountabilities Project Delivery Plan, execute, and deliver all fit-out, renovation, and construction projects. Prepare estimates and project plans covering schedule, resources, cost, and quality. Monitor progress and resolve delays, cost overruns, and quality issues in real time. Manage subcontractor procurement and supervision for specialized or heavy-equipment work. Maintenance Operations Oversee routine and emergency maintenance across all group facilities, ensuring response times and service levels are met. Job purpose The Quality Assurance Manager is responsible for SAAMS Quality System, developing manuals/procedures. The Quality Assurance Manager is responsible also for effective liaison between the RSAF and SAAMS as CST (Customer Support Team) designee on all matters affecting the maintenance organisation. The Quality Assurance Manager shall carry out the duties in accordance with the Maintenance Organisation Exposition MOE current revision, Customer policies, Quality Safety policies and procedures. Core Responsibility Areas To advice and support Customer during the Maintenance activities of the A330 MRTT Fleet, through constant monitoring and surveillance in accordance with RSAF procedures and international aviation standards acting as a liaison between Customer and SAAMS. Also to ensure the integrity of the Quality System with regards to official regulations / requirements / authorities / airworthiness standards (SAMI-Airbus, EASA, RSAF, FAA, GACA, AS 9110 etc.) Ensure the integrity of the Quality System with regard to official regulations / requirements / authorities / airworthiness standards (Part 145, RSAF, GACA, etc.) Support in creation, development, review and implementation of the requirements needed for SAAMS to achieved Aerospace Standard AS 9110 certification. Support internal investigations for event/incident reported. Support the internal and external audits in accordance with the yearly audit Plan established and to manage the related corrective actions. Perform physical checks, spot check, to ensure the compliance with the QMS. Advise, Inspect, and monitor the work of the technicians carrying out maintenance activities. Support the control and follow-up of discrepancies and corrective actions of the Maintenance activities. Control the MRO Subcontractors. Support the MRO processes and procedures develop and improvement, including the MOE, CAME and internal procedures. Provide support to Head of Quality and Safety in maintaining department KPIs. Act as part of Quality CST with RSAF authorities. Job Summary We are seeking an experienced Fleet Manager to oversee fleet operations and ensure the efficient management, maintenance, and utilization of vehicles and heavy equipment supporting multiple projects across Saudi Arabia. The successful candidate will be responsible for improving fleet performance, maximizing equipment availability, controlling operating costs, and leading maintenance and workshop operations while ensuring compliance with company standards and safety requirements. Key Responsibilities Manage day-to-day fleet operations across multiple project locations. Develop and implement preventive and corrective maintenance programs. Ensure high fleet availability and operational efficiency. Monitor equipment utilization and optimize asset allocation. Lead workshop and maintenance teams. Manage maintenance budgets, spare parts, fuel consumption, and operating costs. Oversee vendor and supplier performance. Ensure compliance with safety regulations, company policies, and manufacturer recommendations. Monitor fleet performance through KPIs and prepare management reports. Drive continuous improvement initiatives to enhance reliability and productivity. Coordinate with project teams to support operational requirements. Requirements Bachelor's degree in Mechanical Engineering or a related discipline. Minimum 10 years of experience in fleet management, heavy equipment, or related operations. Minimum 5 years in a managerial role. Experience within construction, infrastructure, industrial, or heavy equipment environments. Strong knowledge of fleet maintenance, workshop operations, asset management, and cost control. Experience with Fleet Management Systems (FMS), ERP systems, or maintenance management software. Strong leadership, communication, and problem-solving skills. Excellent planning and organizational abilities. Fluent in English; Arabic is an advantage. Preferred Qualifications Experience managing large and diverse fleets. Knowledge of telematics, GPS tracking, and fleet performance reporting. Professional certifications in fleet management or maintenance are an advantage.
