<section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p>Location: Silaa UAE</p><ul><li><p>Duration: Direct Hire (Completion of the project/Assignment 08/27-Subject for renewal based on actual project duration)</p></li></ul><p><u>Major Accountabilities and Tasks:</u></p><ul><li><p>Be accountable and oversee site safety, health, and environmental aspects regularly to ensure a safe, environmentally friendly site environment with zero man-hour loss.</p></li><li><p>Supervise the construction on HSE plan and aim for full compliance in accordance with the terms of the EPC Contracts. Monitor the EPC Contractors in order to ensure quality, health, safety, environment compliance to approved documentation.</p></li><li><p>Promote company's 10 life-saving rules, shared vigilance and transparency attitude. Be exemplary.</p></li><li><p>Lead safety inspections and incident/accident/near-miss analysis.</p></li><li><p>Drive HSE performance to support Key Performance Indicators in line with projects requirements and monitoring of EPC/Subs KPIs.</p></li><li><p>Follow-up QHSE action plans initiated by site detections, incident/accident analysis, management decisions… Maintain records of non-conformities, remedial actions, follow-up history, near-miss cases, lessons learned, and interface cases at the site level.</p></li><li><p>Detect and anticipate issues/problems at site and suggest solutions in liaise with project management, client and EPC teams. Represent the Employer with high ethical standards and professionalism.</p></li><li><p>Interact with HSE team in Abu Dhabi head office and other company's HSE site engineers, in order to share lessons learned and to implement HSE actions.</p></li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p><u>Qualification and Experience Required:</u></p><ul><li><p>The HSE site engineer shall be a safety engineer with minimum 10 years' experience in 400 kV OHL or substations turnkey installations for similar project in nature and complexity.</p></li><li><p>Must have proven record on working on similar projects, both on design and on construction phases.</p></li><li><p>Must be able to demonstrate a strong attention to field safety and possess a strong knowledge of HSE management systems and HSE standards. Solid interpersonal, communication and influencing skills, ability to motivate diverse teams will be sought for.</p></li><li><p>Working language will be English (spoken and written). <section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p>Experienced Airport HSE Specialist with strong expertise in health, safety, and environmental management for large-scale airport infrastructure and aviation projects under PMC environments. Skilled in implementing HSE compliance, risk assessments, incident investigations, and contractor safety management in accordance with international standards and airport regulations. Proven ability to drive a strong safety culture while ensuring project execution meets operational, regulatory, and client HSE requirements.</p><p><strong>Responsibilities</strong></p><ul><li><p>Prepare and implement the HSE management plan to support the health, safety and environmental objectives of the company.</p></li><li><p>Develop, implement and maintain HSE policies and procedures. Manage, develop, evaluate and lead the HSE team to execute the assigned tasks.</p></li><li><p>Monitor the construction activities to ensure the required standards are met, including revisions of the SOPs.</p></li><li><p>Develop mechanisms to monitor and record violations related to HSE and ensure proper documentation.</p></li><li><p>Document the specific SOPs for projects to avoid injuries and ensure applications of them in coordination with the concerned party.</p></li><li><p>Develop plans for conducting random health and safety checks on the project to ensure compliance with company health and safety policies and guidelines.</p></li><li><p>Report non-compliance with health and safety policies and guidelines to the Management Team, along with recommended rectification actions.</p></li><li><p>Ensure training of employees on health and safety practices and regulations, thus ensuring compliance with the required quality health, and safety standards.</p></li><li><p>Assess the effectiveness of the project's safety analyses or other project risk management methods in controlling high-risk activities.</p></li><li><p>Review and approve methods developed by the Safety Engineer to manage potentially hazardous conditions and practices in systems, equipment, facilities, or processes to be used in projects.</p></li><li><p>Review reports developed by the Safety Inspector, indicating the results of all the health and safety checks conducted on the project and provide recommendations for improvement/remedial actions as needed.</p></li><li><p>Review the relevant health and safety reports, including the incidents that occurred, the site in which the incidents occurred, and the recorded time of the incident and approve the most appropriate course of action.</p></li><li><p>Ensure the adequate collection of health and safety statistics on a monthly basis and review relevant incident reports to develop remedial actions and thus minimise recurrences.</p></li><li><p>Investigate HSE incidents and injuries and submit reports clarifying the reasons and responsible individuals for them.</p></li><li><p>Assist in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.</p></li><li><p>Participate in detailed incident investigations and Root Cause Analysis.</p></li><li><p>Promote an incident prevention culture for the benefit of employees and visitors.</p></li><li><p>Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.&nbsp;</p></li><li><p>Perform other duties as assigned by the line manager/supervisor.</p></li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li><p>Bachelor's degree in HSE, Civil Engineering, Industrial Engineering, or any related field</p></li><li><p>HSE, OSHA, IOSH &amp; NEBOSH certificates.</p></li><li><p>10+ years of experience required; airport construction experience preferred.</p></li><li><p>Excellent report writing skills required with fluency in oral and written English.</p></li><li><p>ISO 14001 Lead auditor certification preferred.</p></li></ul><p></p></section>
