<p>Assist the Project Management Team in communicating with the Employer and Consultants, and resolve project issues covering design,resolving design, variation, and site coordination issues. acceptance, measurement and payment, variation and claims.</p><p>Saudi national with engineering background, bachelor’s degree or higher. C. Experience (Essential)

• Government/Public Sector Experience: Crucial – Direct work experience with the Public Investment Fund (PIF) or the National Council for Occupational Safety and Health (NCOSH) in Saudi Arabia. • Regional Experience: Extensive experience managing HSE requirements across the Middle East, specifically in KSA, UAE, and/or Qatar.

<p>Role Overview
Oversee core financial management across the countries in the region, with primary responsibility for regional tax management, treasury administration, and professional financial support. Organize, coordinate, and supervise country finance teams in completing tax filings, annual tax reconciliations and settlements, audits, accounting operations, and treasury administration. Establish consistent regional management standards, strengthen regional financial management, mitigate tax and treasury risks, and provide professional financial support for regional operations and major projects.
Key Responsibilities
1. Coordinate tax filings, annual tax reconciliations and settlements, audits, and accounting operations across the region; supervise completion and follow up on corrective actions.
2. Organize research into tax policies across the region, conduct tax-risk assessments, and recommend appropriate responses.
3. Lead major regional tax matters and coordinate the implementation of tax-related matters in Saudi Arabia.
4. Participate in tax planning during the business-development and marketing stages and review the financial and tax provisions of major contracts.
5. Provide tax advice and policy training to regional management, project teams, and country finance personnel.
6. Maintain the daily cash ledger, prepare daily cash reports, and ensure daily cash records are reconciled and closed.
7. Coordinate weekly and monthly cash reporting and cash-plan preparation, and analyze variances against plan.
8. Maintain core records, including bank-account registers, bank-authorization registers, bank-guarantee registers, and letter-of-credit registers.
9. Organize reviews of bank reconciliation statements and follow up on the clearance of long-outstanding reconciling items.
10. Conduct reviews of core treasury-management practices across the region. This role does not include payment approval, financing, or bank-relationship management.
11. Provide professional financial support for regional operations, tendering, and major projects.
12. Coordinate and supervise priority finance activities in each country and consolidate them into regional management reports.
13. Follow up on the implementation of corrective actions arising from audits, tax inspections, and special reviews.</p><p>Qualifications
1. Bachelor's degree or above in Finance, Accounting, Taxation, or a related field.
2. At least eight years of financial management experience, including experience in the Middle East or with a Chinese multinational company.
3. Experience working for a tax authority or another government agency, or for a large accounting firm, is preferred.
4. Sound knowledge of tax management, treasury administration, and financial management.
5. Strong organizational, coordination, communication, execution, and risk-identification skills.
6. Preference will be given to candidates who can use Chinese proficiently for day-to-day work and professional communication. Strong English listening, speaking, reading, and writing skills are required.</p>
<p>1. Lead and manage investment and financing activities across the Middle East, including project origination, investment evaluation, commercial structuring, investment approval, financing coordination, tendering support, and project implementation, with a focus on infrastructure, PPP, EPC+F, and concession projects.
2. Identify, collect, monitor, and analyze market intelligence and investment opportunities across the Middle East; conduct preliminary project screening, maintain the investment pipeline, and track prospective projects.
3. Organize and coordinate preliminary due diligence, market research, and technical, commercial, financial, legal, and regulatory assessments for prospective investment projects.
4. Develop investment strategies and project implementation plans; conduct feasibility studies, financial modeling, investment valuation, and comprehensive risk and opportunity assessments; and prepare Pre-Feasibility Study (Pre-FS) reports and other investment-evaluation documents.
5. Lead the internal investment-review process by preparing project-initiation documentation, coordinating cross-functional reviews, and obtaining investment approvals in accordance with the Company's governance procedures.
6. Following project approval, coordinate internal and external approvals, statutory filings, feasibility studies, independent reviews, financing arrangements, and regulatory-compliance requirements to facilitate project implementation.
7. Support and coordinate bids for competitive investment projects, including commercial proposals, financial offers, consortium structuring, and negotiations with clients, partners, lenders, and other stakeholders.

<p>Business Development Manager (Saudi National)
1. Lead business-development and market-expansion activities across Saudi Arabia, with a primary focus on strengthening client relationships and identifying new business opportunities.
