The role requires a Saudi national or a local resident with eligibility to work in KSA and fluent English.<br>Key Responsibilities• Set up and manage core HR operations for the Saudi entity: onboarding/offboarding, contracts, employee records, HRIS administration etc.• Ensure full compliance with Saudi Labor Law, GOSI, WPS, Saudization (Nitaqat), MOL, and other relevant regulations, ensure timely compliance filings.• Design, localize, and implement employee handbook and HR policies (recruitment, onboarding, probation, attendance, leave, disciplinary, grievance, code of conduct) in English and Arabic, compliant with Saudi Labor Law and PDPL.• Oversee government relations and vendors for visas, iqama/work permits, medical checks, and dependent sponsorships; monitor renewals and resolve governmental portal issues.• Manage payroll operations end-to-end, manage statutory and local benefits administration.• Lead employee lifecycle processes, including contract creation on Qiwa, probation management, ID/iqama processing, background checks, exit process e.g.• Lead recruitment locally and coordinate with China HQ for key hires.• Support mobility process for international assignees based in Saudi Arabia, includes but not limited to visa, work permit application, domestic housing and transportation support and etc • Manage relationships with external vendors: recruitment agencies, payroll providers, legal counsel, and government service centers.• Select, implement, and administer HRIS and payroll solutions; drive data migration & integrations, access and reporting. • Support ad-hoc HR projects related to business expansion and integration with HQ HR.<br>Qualifications:• Saudi national or local resident eligible to work in KSA required. • Fluent in English (written and spoken); Mandarin Chinese speaking preferred.• Bachelor’s degree in Human Resources, Business Administration, or related field.• Minimum 8 years’ hands-on HR experience in Saudi Arabia, ideally including experience establishing HR operations for a new entity or start-up.• Strong practical knowledge of Saudi labor law, visa/iqama processes, GOSI, WPS, Saudization requirements, and payroll administration.• Proven ability to work independently, prioritize multiple tasks, and operate in a fast paced, cross-cultural environment (interaction with China HQ).• Excellent interpersonal, communication, and problem-solving skills. • High integrity, confidentiality, and professional ethics.
