We are seeking an experienced and highly organized IT Program Manager to lead complex Infrastructure and IT Service Operations projects within the banking and financial services sector. This role will be instrumental in ensuring the reliability, scalability, and compliance of SAMA requirements and our BT systems and services, supporting mission-critical banking applications, core systems, and service platforms.<br>The ideal candidate will have extensive experience managing IT infrastructure initiatives (data center transformation, cloud migration, endpoint security, etc.) and IT service delivery improvements (ITIL/ITSM, automation, performance monitoring) in a regulated financial environment. Key Responsibilities:Program Management & Delivery:Lead and manage multi-stream programs involving IT infrastructure modernization, network upgrades, server/cloud platforms, and service management optimization. Regulatory Compliance & Security:Ensure all infrastructure and IT service operations projects adhere to banking regulations and internal BT governance policies, including audit readiness and cybersecurity requirements. Stakeholder Engagement:Act as the liaison between BT, business stakeholders, risk/compliance teams, and vendors. Provide transparent communication on program status, issues, and milestones to senior executives. IT Service Operations Excellence:Drive improvements in service availability, incident/problem management, change control, monitoring, and ITSM process maturity. Private Cloud & On-Prem Infrastructure Oversight:Coordinate cloud enablement efforts while managing hybrid environments and critical legacy infrastructure often found in banking environments. Vendor & Risk Management:Manage relationships with third-party service providers. Enforce SLAs and ensure risk controls are embedded in third-party service delivery. Business Continuity & Disaster Recovery:Oversee infrastructure resiliency initiatives, ensuring robust backup, failover, and recovery plans aligned with banking BCP/DR standards. Required Qualifications:<br>Bachelor’s degree in Engineering , Computer Science, Information Technology, or related field.8+ years of progressive experience in IT program/project management with at least 5 years in the banking or financial services industry. Deep understanding of IT infrastructure domains: networking, servers, cloud, databases, storage, end-user computing. Proven experience delivering ITSM improvements and operations projects (e.g., Service Now implementation, monitoring automation). Strong knowledge of banking regulatory requirements related to IT. The role coordinates site teams, subcontractors, suppliers, MEP works, and finishing activities through to snagging and final handover.<br>Key Responsibilities<br>1. Site Execution & Supervision Supervise daily fit-out activities and ensure work is executed according to approved drawings and specifications. Manage the proper sequencing of fit-out activities to maintain smooth site progress. Oversee interior finishing works including flooring, tiling, ceilings, partitions, painting, joinery, kitchens, bathrooms, doors, and other finishing elements. Verify site measurements and actual conditions before fabrication and installation. Identify site execution issues and coordinate timely corrective actions. Ensure work is completed according to agreed project milestones and deadlines.<br>2. Technical & Drawing Coordination Review architectural, interior design, shop, and coordination drawings prior to execution. Ensure site execution accurately follows approved drawings and technical specifications. Coordinate with designers, consultants, Project Managers, and technical teams regarding drawing discrepancies or required modifications. Raise RFIs and technical queries when information or clarification is required. Ensure approved revisions and design changes are properly communicated and implemented on site.<br>3. MEP Coordination Coordinate fit-out works with electrical, plumbing, HVAC, fire-fighting, and other MEP services. Identify potential clashes between architectural finishes and MEP installations before execution. Coordinate the sequencing of MEP and finishing works to minimize rework and delays. Ensure MEP openings, access panels, fixtures, and service points are properly coordinated with the final interior design.<br>4. Subcontractor & Workforce Coordination Coordinate and supervise subcontractors, technicians, installers, and site workers. Allocate and monitor site activities according to the project schedule and priorities. Monitor subcontractor performance, productivity, workmanship, and compliance with project requirements. Coordinate between different trades to prevent conflicts and delays. Escalate performance or resource issues that may impact project delivery.<br>5. Materials & Installation Coordinate material requirements based on the project schedule and upcoming site activities. Inspect delivered materials to ensure compliance with approved specifications, samples, and quantities. Ensure materials are properly stored and protected on site. Coordinate with procurement, suppliers, and subcontractors regarding material availability and delivery. Monitor installation quality and ensure materials are installed according to manufacturer and project requirements.<br>6. Quality Control Conduct regular inspections of ongoing and completed fit-out works. Ensure workmanship complies with approved drawings, specifications, samples, and company quality standards. Identify defects, non-conformities, and incomplete works and ensure corrective action is taken. Prevent rework by identifying quality or technical issues at an early stage. Maintain high standards of finishing, particularly for client-visible areas.<br>7. Project Progress & Reporting Monitor daily and weekly site progress against the approved project schedule. Prepare site progress reports and provide regular updates to the Project Manager. Highlight potential delays, risks, material shortages, or technical issues. Maintain accurate site records including inspections, RFIs, approvals, progress updates, and relevant documentation. Support project meetings and provide updates on site execution and outstanding issues.<br>8. Snagging & Handover Conduct pre-handover inspections and prepare snagging lists. Coordinate with subcontractors and site teams to rectify outstanding and defective works. Ensure all snagging items are properly closed before final handover. Support final inspections with clients, consultants, and relevant stakeholders. Ensure the site is completed according to the required quality and presentation standards before handover. Support preparation of relevant handover documentation and as-built information.<br>9. Health & Safety Ensure all site activities comply with company HSE procedures and project safety requirements. Monitor subcontractors and workers for compliance with site safety rules. Report unsafe conditions and coordinate immediate corrective actions. <span>About the role At Qiddiya Investment Company, we are shaping a landmark destination redefining entertainment, culture and hospitality in the Kingdom.<br> The Hospitality Business Unit is developing a portfolio of hotel assets central to this vision.<br> As these assets progress, we are seeking experienced professionals to help deliver them to the highest standards of design quality, guest experience and commercial performance.<br> In this role, you will lead the end-to-end development of hospitality assets, from concept and business case through to delivery.<br> You will shape development strategy, guide critical decisions and ensure assets deliver distinctive guest experiences, strong commercial performance and long-term value for both the asset and across the wider destination.<br> Working across key stakeholders and interfaces, you will drive alignment, manage complexity and ensure assets are commercially robust and in line with Qiddiya’s vision and development objectives.<br> Key Responsibilities Lead the strategic development of hospitality assets from early-stage briefing through to delivery, handover and operational readiness Shape asset strategy, feasibility and business plans to define positioning, guest experience and value creation Drive cross-functional alignment across strategy, asset management, design, delivery and Operators to ensure seamless progression from development through to operations Ensure assets align with Qiddiya’s vision and quality benchmarks, delivering best-in-class design and guest experience Provide strategic oversight of key asset decisions, including positioning, room mix, amenities, guest experience and operational planning to maximise differentiation and portfolio performance Lead key asset validation milestones, including mock-up rooms reviews and critical gateway decisions, balancing Operator, design, commercial and delivery requirements Proactively manage interfaces, risks and opportunities across all development workstreams to protect value and maintain delivery momentum Lead governance and executive reporting processes, clearly articulating asset strategy, development priorities, risks and recommendations in key forums Mentor, guide and develop teams, embedding strong development capability and best-practice approaches across the portfolio Skills & Attributes Required Experience shaping development strategy, feasibility and positioning Strong commercial acumen and understanding of value creation Strong judgement in complex, high-value development environments Ability to manage complexity across stakeholders, workstreams and project stages Ability to influence senior stakeholders and drive key decisions through clear communication and storytelling Comfortable operating in fast-paced environments, managing ambiguity and shifting priorities Proficiency in project management and reporting tools (e.<br>g. Aconex etc.<br>) Preferred Background & Experience Proven track record delivering complex assets (e.<br>g. luxury hospitality, mixed-use) Experience developing hospitality assets with Operator engagement (selection, onboarding or alignment) Experience across full development lifecycle from feasibility through delivery and handover Experience working within multi-stakeholder, large-scale destination or master planned environments GCC experience preferred Qualifications Bachelor’s degree in Real Estate Development, Architecture, Engineering or related discipline Professional Certifications Professional membership or recognised certification preferred (e.<br>g.
