General Description of Role and Responsibilities: <br>• Managing the integration and validation activities of the Contractor, together with the validation of all Test and Commissioning plans and test procedures for the program. • Lead, direct and supervise a team of discipline Engineers in preparation and execution of commissioning of work Location. • Assuming entire responsibility for the completion of the implementation in conformance with the client’s needs and project standards. • Plan, organize and supervise works to ensure all works performed within the parameters of the project schedule. • Liaison with the Systems Engineering team for engineering support and control. • Coordinate with the Operator, Civil Defiance, EXPRO and other third parties related to all necessary testing and commissioning requirements for the project. • Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation. • Approval of testing and commissioning works. • Participate in negotiations with regulatory agencies in public meetings with the client. • Initiate risk assessment of testing and commissioning works, review and endorse risk assessment results and recommend course of action to ensure mitigation of risks. • Attend to final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates • Coordinates all activities for the successful Commissioning of the project within project schedules and contractual requirements. Oversees all coordination between Client, Contractor, vendors, Engineering, sub contractors and any other external or internal agency to ensure the smooth Commissioning of the process plant. • Review calibration of testing equipment on site. • Reviewing the testing and commissioning plans submitted by the Contractor to ensure compliance with the operational requirements of the project. • Writing Testing & Commissioning reports and documentation. • Ensure completion of training for maintenance and operative staff, O&M manual, spare parts and as-built drawings. • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill. • Perform other duties as assigned by the line manager/supervisor. <br>Qualifications, Experience, Knowledge and Skills: <br>• A degree in engineering or scientific discipline. • Minimum 20 years’ experience in large-scale projects including having worked as the testing and commissioning manager. • Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management. • Experience of implementing a zero accident philosophy. • Extensive knowledge of health, safety and environmental policies, processes and procedures. • Knowledge of the Project Construction Environmental Control Plan. • Excellent knowledge of Water and Wastewater works.

The role includes preventive, predictive, and corrective maintenance of electrical equipment, troubleshooting plant breakdowns, managing electrical projects, ensuring statutory compliance, and maintaining electrical infrastructure across the entire plant premises.<br>The Electrical Engineer shall ensure maximum plant availability while complying with electrical safety regulations and company maintenance standards.<br><br>Key Responsibilities:<br>Ensure safe, reliable, and uninterrupted operation of all electrical, instrumentation, and automation systems of the asphalt plant. Maintain all plant electrical assets, including motors, MCCs, transformers, switchgear, generators, lighting, and distribution systems. Maintain and calibrate field instruments, sensors, load cells, temperature, pressure, and weighing systems. Execute planned shutdown maintenance, equipment installation, commissioning, and electrical modification projects. Monitor power consumption, power factor, electrical load distribution, and recommend energy saving initiatives. Ensure compliance with electrical safety standards, LOTO procedures, statutory regulations, and company HSE policies. Prepare and maintain electrical drawings, preventive maintenance schedules, equipment history, calibration records, and technical documentation. Manage electrical spare parts inventory, recommend stock levels, and support procurement activities. Support the installation, testing, commissioning, and successful start-up of new asphalt plant equipment, electrical systems, and automation controls, when required. Supervise electrical technicians and contractors, ensuring work quality, safety, and timely completion. Conduct root cause analysis of electrical failures and implements corrective and preventive actions. Support production teams by ensuring high equipment reliability and continuous plant operation.
