<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> <span>Job Summary Lead and manage worker welfare across Qiddiya's operational environment, ensuring safe, healthy, dignified and compliant living and working conditions for employees, contractors and service providers operating within Qiddiya-controlled assets, venues, precincts, events and public realm environments.<br> Own the development, implementation and assurance of city-wide worker welfare standards, management systems and improvement programmes covering accommodation, transport, catering and food services, hygiene, recreation, wellbeing and workforce support services.<br> Provide operational oversight of welfare performance across multiple assets and service providers, ensuring compliance with applicable legal, regulatory, client and Qiddiya requirements.<br> Partner closely with Operations, Operational Readiness, Facilities Management, HSE, HR, Security, Transport, Procurement and contractor organizations to identify welfare risks, drive corrective actions, support mobilisation and readiness activities, investigate concerns and continuously improve workforce wellbeing outcomes across the city portfolio.<br> Roles and Responsibilities Worker Welfare Governance • Develop, implement, maintain and continuously improve the Qiddiya City Operations Worker Welfare Framework, standards, procedures, management plans and assurance programs.<br> • Own and maintain the Worker Welfare Management Plan for operational assets and city-wide operations, ensuring consistent implementation across all locations, shifts, service providers and contractors.<br> • Ensure worker welfare requirements are integrated into operational policies, contractor management processes, mobilisation activities and operational risk management programs.<br> • Provide subject matter expertise on worker welfare, labor standards and workforce wellbeing matters across City Operations.<br> Operational Assurance &amp; Service Provider Management • Manage welfare-related contractors and service providers, including accommodation operators, Facilities Management providers, transport contractors, catering providers, cleaning services, security providers and other workforce support functions.<br> • Define welfare requirements, service expectations, SLAs, KPIs and performance standards within contracts and service agreements.<br> • Lead contractor and vendor performance reviews relating to worker welfare and workforce wellbeing, and drive corrective and preventive actions.<br> • Support Procurement and Contractor Management teams during contractor onboarding, mobilisation and ongoing assurance activities.<br> Operational Readiness &amp; Temporary Workforce Welfare • Provide worker welfare oversight and assurance for temporary, seasonal and event-related workforces operating across Qiddiya-controlled assets, venues, events and public realm environments.<br> • Ensure appropriate welfare arrangements are established for major events, peak operational periods and contractor mobilisation activities.<br> • Monitor and address welfare risks associated with extended working hours, heat stress, transport, accommodation, temporary facilities and workforce support arrangements.<br> Grievance Management &amp; Workforce Engagement • Operate and oversee worker welfare grievance, escalation and reporting mechanisms, including accessible and confidential reporting channels.<br> • Ensure concerns are triaged, investigated and closed promptly, fairly and consistently, with appropriate corrective actions and records.<br> • Analyse trends, identify systemic issues and implement preventative measures to improve workforce wellbeing outcomes.<br> • Promote worker engagement, awareness and wellbeing initiatives across operational environments and contractor workforces.<br> Performance Reporting &amp; Continuous Improvement • Develop and maintain city-wide worker welfare dashboards, KPIs and performance reports covering audit results, accommodation compliance, grievance trends, heat stress controls, contractor compliance, workforce engagement, service quality, non-conformances and corrective action closure.<br> • Provide regular performance, risk and assurance reports to Operations leadership and relevant governance forums, including client updates where required.<br> • Chair or participate in management reviews with Operations, Facilities Management and service providers.<br> • Use performance data, benchmarking, worker feedback and assurance findings to drive continuous improvement across City Operations.<br> Leadership &amp; <p> The RoRo Manager will be responsible for managing and developing SSA Jeddah’s RoRo operations and commercial activities. The role covers vessel operations, cargo handling, terminal coordination, customer service, cost control, claims prevention, and business development.</p><p>The position will act as the main focal point between vessel principals, terminals, port authorities, Customs, cargo owners, transporters, vendors, and internal departments. The role requires strong operational involvement at the port, especially during vessel calls, together with continuous efforts to grow SSA’s RoRo, automotive, project cargo, and related logistics business.<br></p><p><strong>Key Responsibilities</strong><br></p><p><strong>1. Vessel Operations</strong><br></p><ul><li><p>Plan and supervise all RoRo vessel calls handled by SSA Jeddah.</p></li><li><p>Coordinate pre-arrival, berthing, cargo operations, sailing, and post-departure activities.</p></li><li><p>Obtain vessel schedules, cargo forecasts, load lists, discharge lists, stowage plans, and operational instructions from principals.</p></li><li><p>Conduct pre-operation meetings with terminals, vessels, stevedores, surveyors, transporters, and other stakeholders.</p></li><li><p>Ensure operational readiness, including berth availability, manpower, drivers, equipment, ramps, lighting, permits, and technical support.</p></li><li><p>Monitor loading and discharge productivity and take immediate action where delays occur.</p></li><li><p>Maintain regular communication with the vessel Master, terminal management, authorities, and principals.</p></li><li><p>Prepare accurate operational reports, productivity statements, delay reports, and vessel call summaries.<br><br><strong>Yard and Cargo Management</strong></p><ul><li><p>Monitor the receipt, discharge, storage, segregation, identification, readiness, and loading of RoRo cargo.</p></li><li><p>Coordinate with the terminal for suitable yard allocation for import, export, transshipment, and in-transit cargo.</p></li><li><p>Ensure cargo is segregated by vessel, destination, customer, cargo type, and loading priority wherever possible.</p></li><li><p>Maintain proper tracking of vehicles, trucks, trailers, MAFIs, heavy equipment, and other RoRo units.</p></li><li><p>Monitor cargo that is missing, damaged, shut out, wrongly located, or awaiting documentation.</p></li><li><p>Coordinate cargo identification, tallying, tagging, stickering, inspection, and verification.</p></li><li><p>Ensure shut-out units are identified, segregated, repaired where required, and prepared for the next vessel.</p></li><li><p>Monitor long-staying cargo and support timely evacuation to reduce storage and related charges.</p></li><li><p>Arrange technicians, towing units, forklifts, tractors, cranes, and other support equipment when required.</p></li></ul><p><strong>3. Terminal and Authority Coordination</strong></p><ul><li><p>Maintain close working relationships with terminal management, Mawani, Customs, Port Security, and other relevant authorities.</p></li><li><p>Represent SSA and its principals in operational meetings.</p></li><li><p>Escalate poor productivity, missing cargo, incorrect loading, damages, congestion, and yard-related issues.</p></li><li><p>Follow up on operational permits, access passes, survey approvals, stickering permissions, and vendor entry.</p></li><li><p>Ensure compliance with port, Customs, terminal, safety, and security requirements.</p></li><li><p>Coordinate special requirements for in-transit exports, re-exports, temporary imports, and exceptional cargo.</p></li><li><p>Support management in preparing complaints, incident reports, and operational improvement proposals.</p></li></ul><p><strong>4.
