The publication will feature original analysis and research from leading academics, policymakers, military professionals, and practitionersacross the region, including contributors affiliated with military academies, command and staff colleges, and other strategic institutions.<br>Alongside the journal, GDII is developing a programme of high-profile conferences, live events, and roundtable discussions. These initiatives will establish the journal as aleading platform for thought leadership, policy dialogue, and business networking within the GCC defence and security sector, bringing together senior government officials, industry leaders, military representatives, and academic experts.<br>Purpose of the Consultancy<br>The consultant will coordinate the external review of selected academic papers before publication.<br>Working closely with the editorial team, the consultant will identify appropriate senior figures in KSA's defence, government, academic and policy communities; present papers for their consideration; and obtain constructive, informed feedback on the arguments, relevance and potential implications of the content. <br>This trusted liaison role requires discretion, credibility and a strong understanding of KSA's defence and academic environments. Stakeholder consultation will inform the editorial process but will not represent formal government, military or institutional approval of the journal’s content.<br>Scope of Work<br>Review selected papers and identify the most relevant stakeholders for consultation. Approach suitable senior decision-makers, defence leaders, academics and subject-matter experts. Explain complex academic arguments clearly in Arabic or English. Gather structured feedback on the accuracy, relevance, sensitivity and policy implications of each paper. Prepare concise written summaries of feedback for the editorial team. Flag factual, cultural, political or security sensitivities requiring editorial consideration. Track assigned papers through the consultation process and meet agreed deadlines. Help develop relationships with KSA universities, research institutions, military academies, command colleges and relevant government bodies. Contribute to the journal’s network of potential authors, reviewers and strategic advisers.<br>Expected Deliverables<br>A stakeholder-engagement plan for each selected paper. Identification of suitable senior consultees. Coordination and completion of stakeholder consultations. A structured written feedback report for each paper. Proven experience working with the KSA Armed Forces, defence or government institutions, or in academic affairs within an KSA university, military academy or research institution. Demonstrable ability to engage professionally and credibly with senior military, government and academic figures. Professional fluency in spoken and written Arabic and English. Strong understanding of regional security, defence, foreign policy or strategic affairs. Experience coordinating academic research, publications, policy papers, institutional reviews or senior stakeholder consultations.<br>Desirable Experience<br>Postgraduate qualification in international relations, security studies, defence studies, political science, public policy or a related field. Experience with a command and staff college, military educational institution or KSA university. Experience in academic publishing, peer review, policy research or editorial coordination. Established relationships across KSA's defence, government, foreign-policy or higher-education communities. ROLE PURPOSEThe Commercial Manager (Quantity Surveying) owns cost certainty across TDG’s development portfolio. The role combines hands-on quantity surveying with commercial and contractual management, taking a project from first-principles cost plan at feasibility, through tender and award, to agreed final account. This is a working commercial role, not a supervisory one. The postholder measures, prices, and interrogates cost personally rather than relying on consultants to do it and reporting the result upward. The purpose of the position is to give TDG an independent, informed commercial view of every project, held in-house.<br>ORGANISATIONAL CONTEXTTDG is a Riyadh-based real estate developer operating across the residential, commercial, industrial, and hospitality sectors. The company runs a deliberately lean structure, which means individual roles carry genuine breadth and the postholder will be exposed to the full development lifecycle rather than a single stage of it.<br>The role sits within the Delivery function and reports to the Chief Delivery Officer. It works closely with Development on feasibility and appraisal inputs, and with Finance on cashflow, accruals, and payment.<br>KEY RESPONSIBILITIES<br>COST PLANNING AND ESTIMATING• Prepare and maintain cost plans at concept, scheme, and detailed design stages, developing the level of detail as the design matures.• Benchmark all cost plans against current KSA construction rates and recent tender returns, and evidence the source of every rate used.• Provide construction cost, escalation, and contingency inputs into development appraisals and financial models, and challenge assumptions that are not supportable.• Produce and maintain elemental cost breakdowns that allow value engineering to be assessed on a like-for-like basis.• Undertake cost-impact assessments of design changes before they are committed, not after.<br>MEASUREMENT AND TENDERING• Prepare, review, and interrogate bills of quantities. Our model is built on trust, transparency, and lasting relationships, with our clients and our consultants alike.<br>What you'll be doing:Drafting, reviewing, and negotiating a broad range of commercial agreements including MSAs, framework agreements, services, Saa S, licensing, distribution, and supply contracts Advising on corporate and governance matters, restructurings, joint ventures, and day-to-day in-house legal support Supporting Vision 2030-aligned projects and strategic initiatives, working closely with business teams across sectors including energy, infrastructure, real estate, and financial services Advising on Saudi-specific regulatory and compliance requirements, including those set by MISA, CMA, and SAMA where relevant Identifying and managing legal risk, flagging issues early, and delivering pragmatic, commercially minded solutions Operating with confidence and agility in fast-paced, in-house environments<br>What we're looking for:A minimum of 5+ years' PQE, though this is flexible depending on experience and the secondment Strong familiarity with Saudi commercial law, regulatory frameworks, and the contracting landscape A background that spans both private practice and in-house Adaptability, pragmatism, and the ability to work independently as well as collaboratively A true consultant mindset, someone who genuinely enjoys partnering with the business Fluency in both English and Arabic is essential<br>Why RAYNE?
