The role ensures that utilities, roads, drainage, grading, and technical systems are designed, integrated, and executed in alignment with the approved master plan and Petromin’s operational and expansion requirements. The role oversees infrastructure consultants and contractor execution from a technical compliance perspective, ensuring that all infrastructure systems are practical, scalable, and aligned with phased development requirements. The role also supports GM NDM in cross-functional requirements where infrastructure expertise is required.<br>KEY RESPONSIBILITIES / ACCOUNTABILITIESDefine and govern all site-wide infrastructure strategies including utilities, roads, drainage, grading, and service corridors. Review, challenge, and technically validate infrastructure-related deliverables produced by consultants. Ensure infrastructure systems are aligned with the master plan, building layouts, and long-term expansion requirements. Oversee consultant deliverables to ensure completeness, quality, coordination, and alignment with project requirements. Oversee contractor execution to ensure compliance with approved infrastructure designs, specifications, and technical standards. Identify infrastructure design gaps, execution risks, or capacity constraints and recommend corrective actions. Coordinate closely with the Senior Architectural Lead to ensure alignment between infrastructure systems and overall site planning. Ensure infrastructure planning supports phased construction, early works, and future expansion without rework. Integrate geotechnical, topographical, and environmental inputs into infrastructure design and execution planning. Support value engineering initiatives to optimise infrastructure design, cost, and constructability. Role Summary: The Planning, Assessment & Cost Estimator Engineer will serve as the primary analytical hub for the company’s internal operations. This role is not client-facing; it is focused on providing the executive team with precise, un-biased internal evaluations of upcoming projects. You will analyze Client BOQs to determine real-world costs, identify potential structural or mechanical risks, and develop a comprehensive "Internal Playbook" for execution.<br>Key Responsibilities:<br>1. Technical Assessment & Project Evaluation Conduct deep-dive assessments of project blueprints, spanning both Civil (structural, earthworks, infrastructure) and Mechanical (HVAC, piping, fire-fighting, industrial equipment) sectors. Calculate "True Cost" vs. "Bid Price" to identify margin opportunities and cost-saving measures without compromising quality. Estimate the cost of consumables (Formwork, binding wire, tools) and logistical overheads.<br>3. Planning & Strategic Scheduling Develop detailed internal work schedules (Gantt Charts) using Primavera P6 or MS Project. Define the "Critical Path" for both civil and mechanical phases to ensure seamless integration (e.g., ensuring mechanical sleeve casting occurs correctly within structural timelines). Plan resource allocation (Manpower, Machinery, and Materials) to optimize productivity.<br>4. Internal Reporting & Executional Documentation Prepare Comprehensive Project Reports for management, highlighting risks, resource requirements, and financial exposure. Draft the Internal Executional Plan, which serves as the "Master Manual" for the site team, detailing how the project will be managed daily. Establish internal KPIs and milestones to track project health and financial variance.<br>Required Skills & Qualifications:Education: Bachelor’s Degree in Civil Engineering or Mechanical Engineering.
