<p> Provide advisory support to the Monitoring and Compliance Sector on all matters related to the Saudi Highway Code, in order to ensure compliance with the Code's requirements and improve the quality, safety, and sustainability of road projects. Key responsibilities include: 1 Technical review and interpretation of the Saudi Highway Code 2 Preparation of technical notes and recommendations 3 Data analysis and development of monitoring tools 4 Updating policies and technical guides 5 Supporting digital transformation in monitoring processes 6 Capacity building and knowledge transfer to Sector staff 7 Providing decision-making support to senior management The consultant will work closely with the General Departments concerned, the Standards and Policies Department, and the Sector's leadership to measure the compliance of implementing entities with the Highway Code. </p><p><strong>Desired Candidate Profile</strong></p><p> • Master's degree in Highway Engineering or Civil Engineering (PhD is an asset) • Minimum of 10 years of professional experience in highway/road engineering, including at least 5 years directly related to the application, interpretation, or regulation of the Saudi Highway Code or comparable national road standards • Full familiarity with the Saudi Highway Code and all related regulations and specifications • Strong technical analysis skills with the ability to prepare reports and recommendations for senior management • Fluency in Arabic and working proficiency in English, both written and spoken • Saudi National only • Candidates currently employed by a government institution must be able to secure unpaid leave of absence for the duration of the consultancy </p>

<ol><li><p>Lead mechanical design and engineering for Data Center construction projects from concept through IFC and execution support.</p></li><li><p>Develop and review designs for HVAC, chilled water systems, CRAC/CRAH units, cooling towers, pumps, piping and ventilation systems.</p></li><li><p>Review heat-load calculations, equipment sizing, HVAC layouts, schematics, piping layouts and design specifications.</p></li><li><p>Ensure designs comply with project specifications, applicable codes, standards and Data Center redundancy requirements.</p></li><li><p>Coordinate with Electrical, Civil, Structural, Fire & Life Safety, ELV and Execution teams for multidisciplinary interfaces.</p></li><li><p>Review consultant/vendor drawings, technical submittals, equipment selections and shop drawings.</p></li><li><p>Support value engineering, design optimisation and resolution of technical/design issues.</p></li><li><p>Provide technical support to site teams during execution, testing and commissioning.</p></li><li><p>Lead mechanical design deliverables, ensuring quality, accuracy and timely completion.</p></li></ol><p><strong>Desired Candidate Profile</strong></p><ul><li><p>Bachelor’s degree in Mechanical Engineering.</p></li><li><p>10–15 years of relevant mechanical design experience, preferably in Data Centers, mission-critical facilities or large-scale industrial projects.</p></li><li><p>Strong expertise in HVAC and critical cooling systems, including chilled water systems, CRAC/CRAH, chillers, pumps, cooling towers and ventilation.</p></li><li><p>Hands-on experience in heat-load calculations, equipment selection, HVAC design, hydraulic calculations and piping systems.</p></li><li><p>Strong understanding of Data Center cooling and redundancy concepts (N+1, 2N, etc.).</p></li><li><p>Proficiency in AutoCAD; knowledge of Revit/BIM and relevant design software will be an advantage.</p></li><li><p>Good knowledge of applicable ASHRAE, SMACNA, IS and NFPA standards.</p></li><li><p>Strong multidisciplinary coordination, design review and technical problem-solving skills.</p></li><li><p>Prior Data Center/mission-critical project experience highly preferred.</p></li></ul>
