Role Purpose The Site Technical Manager will lead the technical delivery of facilities services across a marina and waterfront environment. Acting as the principal site-based technical contact for the client, the role will manage a team of inspectors and provide authoritative oversight across electrical, mechanical, water and associated building-services systems. This is a senior, hands-on Technical Manager position rather than a general facilities management role.<br>Key Responsibilities Lead day-to-day technical operations and maintenance across the marina, waterfront and associated facilities. Act as the primary technical point of contact for the client, providing clear updates on performance, risks, incidents and corrective actions. Direct and coordinate a site-based team of inspectors, ensuring effective inspections, quality control, follow-up and close-out. Provide technical leadership across electrical, mechanical, HVAC, plumbing, water systems, fire and life safety, and associated FM trades. Review planned preventive maintenance activities, method statements, risk assessments, permits, technical reports and contractor submissions. Apply SFG20 maintenance standards, or an equivalent recognised maintenance regime, to asset schedules and statutory tasks. Oversee water hygiene and Legionella control, including risk assessments, tank management, flushing, temperature monitoring, sampling, periodic testing and corrective actions in line with L8 principles and applicable local requirements. Monitor asset condition, recurring failures, statutory compliance and maintenance performance; recommend lifecycle, reliability and efficiency improvements. Lead technical investigations and support incident response, shutdowns, emergency works and business continuity. Ensure contractors and service teams meet contractual KPIs, service levels, safety standards and quality requirements. Maintain accurate technical records, inspection reports, test results, compliance evidence and management dashboards. Remain visible and active on site, verifying work quality and resolving technical issues at the point of delivery.<br>Candidate Requirements Bachelor’s degree in Electrical or Mechanical Engineering. Substantial experience in a Technical Manager, Engineering Manager or equivalent senior site-based role. Extensive technical knowledge across electrical and mechanical FM trades, with the ability to challenge and guide specialist teams. Proven experience leading inspectors, contractors and multidisciplinary technical operations on a complex site. Strong practical knowledge of planned maintenance, statutory compliance, asset management and technical service delivery. Working knowledge of SFG20 or an equivalent maintenance standard. Demonstrable knowledge of water hygiene and Legionella control aligned with L8 principles, including tank inspection, water use, sampling and periodic testing. Strong client-facing communication, reporting, problem-solving and site leadership skills. Good written and spoken English.<br>Preferred Experience Marine or waterfront experience gained in a marina, bay, dock station or mixed-use waterfront destination. GCC experience within a large, high-profile development or technically complex operating environment. Candidates with relevant exposure from major marina destinations in Muscat, Dubai or comparable regional locations are encouraged.

We are seeking a Track Design Engineer with a solid design background to extend PMC services for a major client in Saudi Arabia. The role focuses on leading and assuring track alignment design for rail projects, aligning multidisciplinary interfaces, and driving delivery to client standards. <br>Responsibilities<br>Support the Engineering Lead to review horizontal and vertical alignment design for mainline, depot, and yard tracks using industry-standard tools (e.g., Bentley Open Rail, Civil 3D, MX). Define and enforce geometric design criteria, alignment control parameters, and tolerances across project phases (concept, preliminary, detailed design). Conduct design checks, optioneering, and value engineering for alignments, turnouts, crossovers, and transition curves to optimize performance, maintainability, and cost. Ensure compliance with international and regional rail standards and client-specific requirements, integrating RAMS, maintainability, and ride quality considerations. Act as the integrated PMC representative to the client, coordinating multi-disciplinary interfaces (civil, structures, trackwork, OCS, signaling, drainage, utilities). Manage technical queries, change requests, and design approvals, maintaining clear audit trails and configuration control. Lead design risk management for alignment choices, including ground conditions, utilities, third-party constraints, and environmental factors. Oversee contractor and designer performance on alignment deliverables, ensuring baseline schedule and quality adherence. Maintain design schedules, registers, and progress reporting for alignment-related works. Prepare and present technical reports, design review comments, and decision logs to client stakeholders. Ensure constructability and staging are embedded in alignment design, supporting site teams during construction and responding to RFIs. Implement robust quality assurance processes, including independent design reviews and verification/validation activities. Align deliverables with KSA authority requirements and applicable standards; support permitting and approvals. Engage with stakeholders, authorities, and third parties to resolve constraints, protect corridors, and secure approvals.<br>Qualifications and Experience Bachelor’s degree in Civil Engineering or related discipline; Master’s preferred. Minimum 10 years of experience in railway track alignment and geometric design, including significant involvement in major rail programs. Proven experience in the KSA or GCC on rail design projects is strongly preferred; familiarity with KSA standards and authority processes is an advantage. Proficiency with rail alignment and civil design software (e.g., Open Rail/Open Roads, Civil 3D, MX, Power Rail Track) and with model/drawing production workflows (BIM preferred). Solid knowledge of track geometry principles (UIC/EN/AREMA as applicable), turnouts and special trackwork, transition curves, cant and cant deficiency, and alignment constraints in urban and high-speed/metro environments. Demonstrated experience managing multidisciplinary interfaces and performing PMC/consultancy functions with clients. Strong communication, report writing, and stakeholder management skills; ability to lead technical meetings and drive decisions. Experience with quality systems, risk management, and configuration control for design packages.
About the role:The Environmental and Social (E&S) Manager is responsible for ensuring that ACWA and assets in the Kingdom of Saudi Arabia comply with applicable Saudi environmental, labor, occupational health and safety, and social requirements, as well as international lender standards. The role focuses on minimizing environmental impacts, managing social risks, maintaining regulatory compliance, and supporting sustainable project delivery in alignment with Saudi Vision 2030.<br>This is a project-critical role, particularly because ACWA projects may be subject to the requirements of Saudi authorities, including (NCEC), the Ministry of Environment, Water and Agriculture (MEWA), the Ministry of Human Resources and Social Development (MHRSD), and other relevant regulators, in addition to international financing institutions such as IFC, EBRD, ECAs, and Equator Principles financial institutions.
