Designed as the Kingdom’s future capital of entertainment, sports, and culture, this landmark development aims to diversify the economy and enhance quality of life through a mix of world-class attractions, residential communities, and natural landscapes, while generating significant employment and enabling long-term, sustainable growth.</p><br><br><br><p>About the Opportunity:</p><br><br><p>The Director, Power Management provides strategic leadership for the city’s power and electrical asset portfolio, ensuring electrical infrastructure, networks, systems, services and commercial arrangements are effectively planned, governed and optimised throughout their lifecycle.</p><br><br><p>The role develops long-term strategies, lifecycle investment plans, performance frameworks, regulatory assurance and asset management standards to support safe, reliable, resilient and cost-effective power services. It oversees electrical distribution, substations, transformers, switchgear, renewable energy, energy storage, street lighting and associated control and monitoring systems, while promoting energy efficiency, decarbonisation and digital enablement.</p><br><br><p>The position ensures alignment with the city’s asset management framework, sustainability objectives, Saudi regulations, Vision 2030 priorities and global best practices.</p><br><br><p>Responsibilities include:</p><br><br><ul><li>Lead the strategic direction, governance, operating model, policies and performance framework for the city-wide power and electrical asset portfolio.</li><li>Develop long-term power asset strategies, service models, load forecasts, capacity plans and lifecycle investment programmes aligned with city growth and operational requirements.</li><li>Drive energy efficiency, renewable energy, demand-side management, carbon reduction and energy optimisation initiatives in line with ESG objectives and Vision 2030.</li><li>Establish asset information, digital systems, smart-grid technologies, advanced metering, data governance, performance dashboards and analytics to support informed decision-making.</li><li>Ensure compliance with applicable electricity regulations, electrical codes, grid requirements, permits, licensing obligations and regulatory reporting through engagement with relevant authorities.</li><li>Oversee asset lifecycle management for power infrastructure, including substations, transformers, switchgear, distribution networks, street lighting, renewable energy assets, energy storage systems and associated control systems.</li><li>Lead health, safety and environmental management, ensuring electrical safety, system reliability, regulatory compliance, network resilience, emergency response and business continuity.</li><li>Develop commercial, procurement, investment and service-provider governance strategies, including power supply arrangements, contracts, KPIs, SLAs, budgeting and lifecycle cost optimisation.</li><li>Build strong relationships with developers, utility providers, network operators, facility managers, regulators, government authorities and major energy users to support power service and sustainability objectives.</li><li>Lead organisational capability development, fostering a culture of safety, operational excellence, innovation, sustainability, continuous improvement and workforce development.</li></ul>

<br> Here's what you'll need <br>
<p>Role Requirements:</p><br><br><ul><li>Bachelor’s degree in Electrical Engineering, Power Systems Engineering, Energy Engineering, Utilities Management, Asset Management or a related field. A Master’s degree and relevant professional certifications are preferred.</li><li>18+ years of experience in power systems, electrical utilities, energy management, infrastructure operations, asset management or city-scale service delivery, including at least 8 years in senior leadership roles.</li><li>Proven expertise in electrical distribution networks, substations, transformers, switchgear, protection systems, street lighting, renewable energy, energy storage and smart-grid technologies.</li><li>Strong knowledge of Saudi electricity regulations, electrical and grid codes, utility governance, energy efficiency, ESG frameworks, regulatory compliance and power-sector requirements.</li><li>Experience leading power strategy, procurement, operational readiness, service mobilisation, performance management, audits, lifecycle planning, OPEX/CAPEX management and contractor oversight.</li><li>Advanced capabilities in smart-grid technologies, SCADA, IoT, GIS, advanced metering, digital twins, data analytics, renewable energy integration and energy management systems.</li><li>Strong experience in load forecasting, capacity planning, network resilience, electrical safety, outage management, emergency preparedness and business continuity.</li><li>Demonstrated ability to deliver reliable, sustainable and commercially viable power management operations within a complex city, destination or mixed-use development.</li></ul><br><p>Jacobs. geodatabases.</li><li>Manage vector and raster datasets, including points, lines, polygons, imagery, terrain, and infrastructure layers.</li><li>Establish data validation rules and quality control procedures.</li><li>Maintain attribute data and ensure required asset information is complete.</li><li>Develop and maintain metadata in accordance with project standards.</li><li>Manage GIS data reviews, construction coordination, and field activities.</li></ul><p><strong>Digital Handover & Asset Management</strong></p><ul><li>Support the development of GIS-based asset registers and infrastructure databases.</li><li>Ensure asset locations and attributes are accurately captured for handover.</li><li>Coordinate with Commissioning and Asset Management teams to ensure GIS data meets operational requirements.</li><li>Support integration of GIS information with CAFM, IWMS, EAM, or other asset management platforms.</li><li>Verify final as-built GIS information against approved records and site conditions.</li><li>Prepare GIS datasets and documentation required for project handover.</li><li>Ensure final GIS information is complete, accurate, traceable, and properly structured.</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Bachelor's Degree in GIS, Geomatics, Surveying, Geography, Civil Engineering, Information Technology, or a related discipline.</li><li>Minimum 8 years of relevant experience in GIS, geospatial information management, infrastructure mapping, or digital engineering.</li><li>Strong experience working on major infrastructure, airport, transportation, utilities, or multidisciplinary construction projects.</li><li>Advanced proficiency in ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise , or equivalent GIS <p>Overview of position Reporting to the Country Manager / Director, the Finance Officer will manage and support CTG KSA s day-to-day financial operations, including supplier payments, client invoicing, payroll administration, bank reconciliations, statutory-compliance documentation/ coordination, SharePoint filing, financial reporting and audit support. Role Purpose The Site Technical Manager will lead the technical delivery of facilities services across a marina and waterfront environment. Acting as the principal site-based technical contact for the client, the role will manage a team of inspectors and provide authoritative oversight across electrical, mechanical, water and associated building-services systems. This is a senior, hands-on Technical Manager position rather than a general facilities management role.<br>Key Responsibilities Lead day-to-day technical operations and maintenance across the marina, waterfront and associated facilities. Act as the primary technical point of contact for the client, providing clear updates on performance, risks, incidents and corrective actions. Direct and coordinate a site-based team of inspectors, ensuring effective inspections, quality control, follow-up and close-out. Provide technical leadership across electrical, mechanical, HVAC, plumbing, water systems, fire and life safety, and associated FM trades. Review planned preventive maintenance activities, method statements, risk assessments, permits, technical reports and contractor submissions. Apply SFG20 maintenance standards, or an equivalent recognised maintenance regime, to asset schedules and statutory tasks. Oversee water hygiene and Legionella control, including risk assessments, tank management, flushing, temperature monitoring, sampling, periodic testing and corrective actions in line with L8 principles and applicable local requirements. Monitor asset condition, recurring failures, statutory compliance and maintenance performance; recommend lifecycle, reliability and efficiency improvements. Lead technical investigations and support incident response, shutdowns, emergency works and business continuity. Ensure contractors and service teams meet contractual KPIs, service levels, safety standards and quality requirements. Maintain accurate technical records, inspection reports, test results, compliance evidence and management dashboards. Remain visible and active on site, verifying work quality and resolving technical issues at the point of delivery.<br>Candidate Requirements Bachelor’s degree in Electrical or Mechanical Engineering. Substantial experience in a Technical Manager, Engineering Manager or equivalent senior site-based role. Extensive technical knowledge across electrical and mechanical FM trades, with the ability to challenge and guide specialist teams. Proven experience leading inspectors, contractors and multidisciplinary technical operations on a complex site. Strong practical knowledge of planned maintenance, statutory compliance, asset management and technical service delivery. Working knowledge of SFG20 or an equivalent maintenance standard. Demonstrable knowledge of water hygiene and Legionella control aligned with L8 principles, including tank inspection, water use, sampling and periodic testing. Strong client-facing communication, reporting, problem-solving and site leadership skills. Good written and spoken English.<br>Preferred Experience Marine or waterfront experience gained in a marina, bay, dock station or mixed-use waterfront destination. GCC experience within a large, high-profile development or technically complex operating environment. Candidates with relevant exposure from major marina destinations in Muscat, Dubai or comparable regional locations are encouraged.
