Role Summary: The Mechanical Quality Engineer (Piping, Welding, Coating & NDT) is responsible for assuring and controlling the quality of piping fabrication and installation, welded joints, protective coating systems, and non-destructive testing activities for the JESCO / Arcelor Mittal Tubular Products Al-Jubail Heat Treatment and Finishing Line Project. The role provides owner-side surveillance of EPC contractors, subcontractors, vendors, and third-party inspection agencies from material receipt and fabrication through erection, testing, pre-commissioning, turnover, and final dossier close-out. The incumbent ensures compliance with approved project specifications, drawings, Inspection and Test Plans, welding and coating procedures, applicable Saudi requirements, and relevant ASME, API, ASTM, AWS, ISO, SSPC/AMPP, and ASNT standards.<br>Job Duties & Responsibilities:Review and approve contractor quality documents, including Project Quality Plans, Inspection and Test Plans, method statements, field inspection checklists, welding procedure specifications and qualification records, NDT procedures, coating procedures, pressure-test packages, and turnover dossiers. Perform surveillance and inspection of shop and field piping activities, including material receiving, identification and traceability, storage and preservation, fit-up, joint preparation, welding, supports, flange alignment, bolt tightening, cleanliness, reinstatement, and system completion. Verify piping materials, fittings, flanges, valves, gaskets, welding consumables, and coating materials against approved drawings, specifications, purchase orders, material requisitions, MTCs, heat numbers, and positive material identification requirements. Witness and verify welder and welding-operator qualifications, WPS/PQR compliance, welding consumable control, preheat and inter pass temperature, heat input, joint sequencing, visual inspection, weld repair, and post-weld heat treatment activities where applicable. Coordinate and monitor NDT activities, including VT, PT, MT, UT, RT, and advanced methods when specified; verify technician certification, equipment calibration, technique sheets, examination coverage, acceptance criteria, reports, film or digital-image quality, and repair-cycle closure. Inspect surface preparation and coating application, including environmental conditions, abrasive and coating batch control, surface cleanliness and profile, stripe coating, wet and dry film thickness, holiday testing, adhesion testing, curing, repair, and final acceptance in accordance with the approved coating system. Witness piping pressure and leak testing, line flushing or blowing, drying, chemical cleaning where applicable, valve testing, punch-list clearance, and reinstatement; confirm calibrated test instruments, test boundaries, temporary supports, safety controls, and complete test records. Review isometric drawings, P&IDs, line lists, plot plans, weld maps, spool drawings, support details, vendor drawings, specifications, and approved technical queries to confirm construction and inspection compliance. Raise inspection observations and Non-Conformance Reports for deviations; support root-cause analysis, corrective and preventive actions, concession or repair review, verification of implementation, and timely close-out. Maintain inspection status, weld and NDT traceability, coating records, NCR and punch-list logs, quality KPIs, and weekly progress reports; identify recurring defects and recommend preventive improvement actions. Coordinate with Project Management, Engineering, Construction, HSE, Operations, EPC contractors, vendors, authorized inspectors, and third-party agencies to resolve quality issues without compromising safety, code compliance, or project schedule. Support mechanical completion, system handover, pre-commissioning, and final quality dossier review, ensuring all records are complete, legible, traceable, approved, and aligned with the project turnover index.<br>Education & Experience:Bachelor’s degree in mechanical engineering or equivalent discipline Minimum 8-10 years of QA/QC experience in piping, welding, coating, and NDT for industrial construction, steel, oil and gas, petrochemical, power, or process-plant projects. At least 3 years in an owner, client, PMC, or lead site-quality role supervising EPC contractors, subcontractors, and third-party inspection agencies. Demonstrated field experience with carbon steel, stainless steel, and alloy-steel piping fabrication and installation, welding control, NDT coordination, coating inspection, pressure testing, and turnover documentation. Experience reviewing and implementing ITPs, WPS/PQRs, welder qualifications, NDT procedures, coating procedures, inspection requests, test packs, NCRs, punch lists, and final manufacturing or construction dossiers. Good knowledge of inspection and testing techniques with regard to temporary and permanent works. Strong analytical and problem-solving abilities, mid and long-term thinking and anticipation skills. Job Summary<br>Provide first line leadership and guidance to employees in Passenger Services Department providing excellent customer service to our customers at the check-in counters, boarding gate and MAAS for each airline within the regulatory compliance environment in line with , Responsible for controlling all the functions of Passenger Services team during a shift duty so as to ensure that all bags are accounted for in order to achieve timely departure of the flight with nil discrepancies and attain customer satisfaction for both the passengers and the airlines<br>Responsibilities<br>Perform all Passenger Service agent tasks (as per Job description) as well as supervisor responsibilities Lead, inspire and coach team to meet and exceed established departmental goals Ensure compliance to set department Key Performance Indicators (KPI’) and SOP’s Conduct Pre / Post Flight Editing Monitor attendance of all Passenger Handling staff (Check in, MAAS/PRM) Conduct daily staff briefing, assign and distribute work, review work for accuracy and completeness, and return assignments with recommendations for proper completion to the Passenger Services Manager Ensure cross utilization of resources by re-allocating/re-assigning Ensure & monitor gate and transfer desk processes per flight as per SLA’s Liaise & coordinate with the PRM team on all special handling requests (WCHR/UM/DEPU) Monitor & coordinate flight close out as per SLA’s and dispatch paperwork with the flight controller Queue management at the departure terminal to ensure seamless operations Ensures that professionalism is maintained in all communication over email, radio, telex and telephone Organizes and manage resources during crisis situations, such as flight disruptions, flight delays, systems breakdown, non-reconciling boarding stumps, in order to safeguard operations and to secure the goodwill of the customers. Ensures that procedures established by each carrier are properly carried out in a professional manner according to their specifications towards meeting or exceeding service delivery targets in accordance with Service Level Agreements. Responsible for updating the reports for office equipment failures, discrepancies and incidents. Ensure employees are in compliance with uniform, appearance, and personnel protective equipment policies Motivate staff and provide for effective two-way communication within the Passenger Services department to encourage feedback and promote improvement in efficiency and effectiveness. Recommend changes in practices and procedures aimed at increasing operational efficiency and expediting work flow in the department. Develop or modify work plans, methods, and synergies hence determine work priorities for each shift. Develop performance improvement plans for the team, document performance, provide performance feedback, and formally evaluate the work of employees. Constantly seek customer feedback and opportunities in keeping with continuous improvement around service delivery Track stationery inventory and place order for supplies as needed from customer airlines. Ensure that deviations from the daily operations are properly covered (e.g. extra flights, charters, delayed flights) and reconciliation done for any monies collected for any adhoc services & Excess baggage Ensure that all post flight paperwork and activities have been finalized Hold debriefings when & as required with the teams Investigate all operational irregularities at the terminal and submit reports /recommendations to the Duty Officer & Manager, Passenger Services Responsible for reporting occurrences, events, violations and acts that may affect safety, security and company reputation at the terminal Ensure a proper log and accurate log / inventory of support tools such as Communication radios, Mobile phones, Tablets, WCHR’s and report any defects immediately Ensure that data capture and daily reports as per defined formats &/or in the Swissport reporting tools (E.g. FSC, SOR, D. A. T. Strong understanding of project lifecycle management, construction sequencing, and design-development processes. Proven leadership capabilities managing large multidisciplinary teams. Advanced analytical and problem-solving skills with strong attention to detail. Excellent organizational and decision-making abilities. Strong communication and presentation skills, particularly in executive-level reporting. Comprehensive understanding of contract management, procurement processes, and claims evaluation. Professional certifications such as PMP, PSP, CCP, EVP, PMI-SP, RMP, or equivalent. Experience leading project controls functions on large and complex programs.
