Senior Logistics Manager Location: Riyadh, Saudi Arabia Sector: Programme Management / Major Infrastructure & Mixed-Use Development Role Overview<br>An exciting opportunity has arisen for an experienced Senior Logistics Manager to lead and oversee logistics planning and delivery on one of the Kingdom’s most significant giga developments. The role is responsible for developing and implementing integrated logistics strategies that support the safe, efficient, and timely delivery of large-scale infrastructure and vertical construction programmes.<br>Reporting to the Project Director, the Senior Logistics Manager will provide strategic leadership across all aspects of construction logistics, including transport planning, site logistics, material movements, laydown areas, traffic management, workforce transportation, waste management, and stakeholder coordination. The successful candidate will work collaboratively with clients, consultants, contractors, and government authorities to ensure logistics operations are aligned with programme objectives and international best practice.<br>Key Responsibilities Logistics Strategy & Planning Develop and implement comprehensive construction logistics strategies, plans, policies, and procedures for complex, multi-package programmes. Lead the planning and delivery of logistics solutions across multiple work fronts and construction zones. Establish and manage construction logistics plans (CLPs), traffic management plans (TMPs), and logistics execution frameworks. Develop logistics scopes of work, contract packaging strategies, budgets, and commercial documentation. Prepare logistics forecasts and demand estimates to support programme delivery requirements.<br>Construction Logistics Management Oversee all site logistics activities, including:Construction material movements Equipment and plant transportation Workforce transportation systems Waste management and recycling operations Laydown yards and storage facilities Internal site traffic management Lead the design and implementation of construction laydown areas and associated infrastructure. Ensure logistics operations support programme milestones and minimise disruption to adjacent works and stakeholders. Monitor logistics performance and identify opportunities for continuous improvement and operational efficiency.<br>Leadership & Team Management Lead and mentor multidisciplinary logistics teams, including logistics managers, coordinators, analysts, and specialist consultants. Build high-performing teams and promote a collaborative, accountable, and safety-focused culture. Provide strategic guidance and support to project delivery teams and senior management. Coach and develop team members through mentoring, performance management, and knowledge sharing.<br>Stakeholder Management Collaborate with project directors, delivery teams, contractors, and consultants to ensure logistics activities are fully integrated into programme delivery. Interface with government agencies, regulatory bodies, utility providers, and external stakeholders on logistics-related matters. Chair logistics coordination meetings and provide regular reporting to senior leadership. Manage contractor logistics compliance and ensure adherence to contractual obligations.<br>Governance, Safety & Compliance Ensure all logistics activities comply with local regulations, international standards, and project requirements. Champion health, safety, security, and environmental excellence across all logistics operations. Lead logistics-related incident investigations and implement corrective actions where necessary. Establish and monitor logistics KPIs, dashboards, and performance reporting mechanisms. Promote innovation and best practices to improve logistics efficiency, sustainability, and operational resilience.<br>Candidate Profile Qualifications Degree or Diploma in Logistics, Supply Chain Management, Business Studies, Engineering, or a related discipline. Professional membership of a recognised logistics body such as the Chartered Institute of Logistics and Transport (CILT) or equivalent is preferred.<br>Experience Minimum 20 years’ experience in logistics and transportation management. Extensive experience delivering logistics solutions on major infrastructure, mixed-use developments, and giga projects. Proven experience managing logistics operations across both design and construction phases. Demonstrated experience leading large, multidisciplinary logistics teams within complex programme environments. Previous Middle East experience is essential, with Saudi Arabia experience highly desirable. You will analyse customer experience across network, service and business domains, identify service degradation and correlate customer experience KPIs with underlying network performance. The role combines CEM platform operations, telecom service assurance, data analytics and end-to-end root cause analysis.<br>Responsibilities Operate and maintain Huawei Smart Care or an equivalent CEM platform. Monitor platform availability, health and performance. Integrate network elements and data sources into the CEM environment. Monitor experience across Voice, Data, SMS, VoLTE, VoNR, OTT and digital services. Analyse customer experience and service-quality KPIs. Identify degradation affecting customer segments, services and locations. Conduct customer journey and service-impact analysis. Correlate complaints with network KPIs, alarms and performance indicators. Perform end-to-end RCA across RAN, Core, Transport, IMS and service platforms.
