Based in Al Khobar, Eastern region, this full-time role reports directly to the CEO and requires over 10 years of experience. The Offshore Director serves as the single point of accountability for unifying marine operational command, fleet management, offshore project delivery, regulatory compliance, and commercial leadership. This position combines the traditional functions of Head of Marine Operations and Business Development, requiring a leader who is equally credible in marine operations and commercially astute.</p> <h3 style="font-size:18px; font-weight:700; margin:16px 0 8px;">Key Responsibilities</h3>

<li style="margin:0 0 6px;">Hold overall accountability for the safe, compliant, and commercially optimal operation of the owned and chartered fleet, maximizing utilization and minimizing off-hire.</li>
<li style="margin:0 0 6px;">Direct the movement of offshore units, including anchoring, towing, safe mooring, and maneuvering within 500-metre zones.</li>
<li style="margin:0 0 6px;">Oversee Dynamic Positioning (DP) operations, lifting operations, AHTS, rig-supply, safety standby vessel operations, and grounding/collision prevention.</li>
<li style="margin:0 0 6px;">Govern diving and ROV operations to required marine and safety standards.</li>
<li style="margin:0 0 6px;">Own the offshore P&L, setting and delivering annual business plan, revenue, and margin targets agreed with the CEO.</li>
<li style="margin:0 0 6px;">Build and convert the offshore commercial pipeline, leading identification, qualification, bids, tenders, RFQs, and proposals.</li>
<li style="margin:0 0 6px;">Define commercial strategy and pricing logic, structuring charter and project contracts to protect margin and manage risk.</li>
<li style="margin:0 0 6px;">Champion an uncompromising HSE culture and ensure full compliance with the Saudi Aramco Marine / Offshore Operations Manual and applicable international requirements (IMO, DNV, BIMCO, OCIMF, ISPS).</li>
<li style="margin:0 0 6px;">Direct emergency management, incident notification, reporting, investigation, and environmental compliance.</li>
<li style="margin:0 0 6px;">Account for the delivery of contracted offshore projects, including mobilization, execution, milestones, schedule, cost, and close-out.</li>
<li style="margin:0 0 6px;">Oversee port and shore-base operations and interfaces, ensuring ISPS compliance and proper cargo handling.</li>
<li style="margin:0 0 6px;">Lead, structure, and develop the offshore organization across fleet/technical, marine operations, HSE, delivery, crewing, and commercial functions.</li>

<p style="margin:0 0 12px; ************;">The Offshore Director is accountable for Front End's full offshore capability portfolio across the marine asset lifecycle, from seabed to surface, spanning oil & gas, renewables, and maritime infrastructure. This includes:</p>

<li style="margin:0 0 6px;">Construction & Installation: Marine vessel chartering, subsea installation, offshore platform transportation and heavy-lift installation, subsea pipeline installation and trenching, subsea packer and anchor systems.</li>
<li style="margin:0 0 6px;">Surveying & Monitoring: Pre-lay and post-lay subsea surveys, as-laid and as-built verification, platform and subsea structure inspections, marine seismic acquisition, multiphysics and CSEM surveys, floating LiDAR for offshore wind, structural monitoring, and life-of-field asset integrity.</li>
<li style="margin:0 0 6px;">Drilling & Decommissioning: Jack-up rig operations and offshore drilling, offshore platform removal and decommissioning.</li>
<li style="margin:0 0 6px;">Logistics & Support: Emergency and routine fueling for offshore vessels, autonomous aerial logistics, ROV operations and subsea intervention, and integrated offshore support services.</li>
