The Role This position is based in Riyadh, Saudi Arabia. This role requires solid local experience in Saudi construction and civil engineering procurement management, project procurement development, and end-to-end execution. The Procurement Specialist will closely collaborate with International Development Management, Business Development, and Asset Management teams, reporting to Group Director of International Procurement Dept. The core objective of this role is to lead and support all procurement-related work for local projects, focusing on civil engineering, construction and engineering project procurement for logistics and industrial sector new build and renovation projects in Saudi Arabia. The role is responsible for procurement strategy formulation, engineering vendor development, tender & bid management, and full-cycle procurement execution, ensuring all works strictly comply with local Saudi regulatory requirements, company policies, project quality standards and cost control targets. Job Responsibilities Procurement Strategy & Planning Develop and implement tailored, comprehensive procurement strategies for civil engineering and construction development projects (focus on Logistic & Industrial Sector) in Saudi Arabia, fully aligned with company’s overall business objectives, annual cost reduction targets, project construction schedules and engineering quality standards. Collaborate closely with cross-functional teams including Project Development, Asset Management and Business Development teams to clarify civil construction and engineering procurement demands, formulate scientific procurement plans and timelines, and ensure full alignment with project construction progress and delivery milestones. Vendor Management & Development Establish, update and maintain a standardized suppliers database for Saudi Arabia, focusing on high-quality vendors covering civil construction, building materials, engineering equipment, construction subcontracting and engineering service providers for logistics and industrial projects. Tendering, Bidding & Procurement Execution Support cross-departmental engineering project procurement demands, coordinate internal communication and resource docking, accurately confirm civil construction and engineering procurement technical parameters, quality requirements and delivery cycles to ensure full compliance with project needs. Job Requirements Minimum 5 years of civil engineering, construction and engineering project procurement experience in industrial, logistics or real estate sectors, with rich hands-on experience in Saudi Arabia or Middle East market procurement. Proven successful track record in engineering procurement strategy formulation, construction vendor development, and full-process tendering & bidding management; with at least 3 complete full-cycle procurement project experiences for logistics and industrial civil/construction projects. Proficient in operating ERP systems for engineering procurement management, familiar with mainstream procurement management software, project cost and bidding tools. Arabic language proficiency is a significant advantage; Chinese language proficiency is preferred. Candidates with rich experience in international logistics and industrial park civil engineering procurement are highly preferred.
