Experience and Skill set
The candidate shall be a bachelor engineering degree holder approved by Saudi Council of Engineers) in the Instrumentation and Control discipline having minimum of 10 years of related experience in large Thermal Power Projects.
The candidate should have experience in design and Engineering and review of EPC submitted Engineering review of the Instrumentation and Control discipline related documents, including Master Documents List (MDL), design criteria, P&IDs, GA/Layout, Review design calculations, studies, review and verify calculations, review CFD modeling, review Manuals, Attend FAT (if required) and review FAT procedures and reports, Construction, commissioning reliability, and performance test procedures and reports, Method statements for construction/installation, Vendor materials Procurement review, review of proposed vendors / suppliers design/drawings, design and field changes (as required), as built drawings, Review of studies, Hazop/Hazid/SIL, Risk assessment and mitigation, review of proposed vendors / suppliers design documents. IFC/AFC/AFI drawings, red markup and as built drawings, evaluation of claims and change orders and close out report of LSTK Steam Power Plant Gas Conversion Project including responsible for all the design review scope and activities of base and detailed Engineering submittals/ drawings/ documents as stipulated above in based and detailed engineering review.
The candidate shall have thorough knowledge of relevant International Standards, and should be proficient in the relevant design software. He shall be well versed in MS Office and familiar with MIS. Oversee development and adherence to Department policies and procedures; ensure departmental KPIs are developed, cascaded, and monitored. Ensure effective staffing, professional development, and deployment of Department staff in coordination with the Division Executive. Manage the Department’s relationship with internal and external customers to ensure needs are addressed efficiently.<br><br>Job Requirements:<br>Academic Qualifications:<br>Bachelor's degree in Telecommunications Engineering, Electrical Engineering, Computer Engineering, Information Technology, or a related field. MBA or equivalent postgraduate degree is preferred.<br>Qualifications & Experience:<br>Experience in telecommunications, connectivity, infrastructure, technology operations, smart cities, digital infrastructure, or large-scale development projects. Experience working with telecom operators, infrastructure providers, system integrators, or giga-project environments. Experience operating within complex multi-stakeholder organizations. Experience in governance, strategic planning, operations, or program management.<br>Preferred Background<br>Telecommunications, connectivity, infrastructure, or digital ecosystem background. Experience within telecom operators, neutral hosts, infrastructure providers, system integrators, or large-scale developments. Strong understanding of regulatory and multi-operator environments. Experience in smart cities, hospitality technology, giga projects, or destination developments is highly desirable. The Senior Manager, Leadership Development owns the leadership curriculum end to end from identifying what leaders need, to designing the programs that build it, to standing in the room and delivering it personally. This is a design-and-delivery role, not a design-only role: the Senior Manager is expected to facilitate sessions and coach business leaders directly, not simply commission others to do it.<br><br>The role also owns training needs analysis (TNA) for the leadership pillar, working directly with business leaders to identify capability gaps rather than relying on a separate analytics function. Depending on the department's operating model it may also directly line manage a small number of reports.<br><br>Key Responsibilities<br><br>Leadership framework & curriculum design<br><br> Design and evolve the leadership development framework and curriculum spanning frontline supervisors through senior leaders Translate business priorities and future skills needs into concrete program design decisions, in partnership with the Director Build and run interventions using methodologies proven to drive behavioral change, including digital, blended, and experiential formats Scan industry shifts, technology, and emerging leadership practices to keep the curriculum current and competitive<br><br>Training needs analysis<br><br> Own training needs analysis (TNA) for the leadership pillar identifying leadership gaps and future capability requirements directly with business leaders Prioritize which capability gaps get addressed first based on business impact and urgency Feed TNA findings back into the leadership framework and curriculum roadmap<br><br>Personal training delivery & coaching<br><br> Personally deliver leadership training sessions across levels stay hands-on in delivery, not only design Personally coach business leaders as part of the department's coaching culture Structure and scale the internal coaching culture, including coach selection criteria and coaching standards Select and manage external facilitators, content providers, and assessment tools when specialist delivery is required<br><br>Capability building<br><br> Build leadership development capability within HR Business Partners and Line Managers so expertise scales beyond the central team Design train-the-trainer approaches so select content can be co-delivered by capable Line Managers<br><br>Requirements<br><br> 8-10+ years in leadership, management, or executive development, with experience designing and personally delivering enterprise-wide interventions in large, complex organizations Prior experience owning training needs analysis or capability gap assessments is strongly preferred<br><br>Educational Qualifications<br><br> Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field Master's degree or relevant advanced HR certification (CIPD, ATD, SHRM) preferred<br><br>Skills & Competencies<br><br> Strong facilitation and instructional design skills; comfortable presenting to and influencing senior audiences directly Excellent stakeholder management able to extract real needs from business leaders during TNA conversations, not just take requests at face value Strong project and budget management skills, with the ability to run multiple programs and vendors in parallel Genuine enjoyment of being in the room and delivering this role is not a pure back-office design function External market awareness brings outside-in thinking on leadership trends and emerging methodologies
