<p><strong>Job Overview</strong><br>We are seeking an experienced and highly organised <strong>Project Manager (Real Estate)</strong> to join a prominent organisation on a <strong>full-time</strong> basis in <strong>Riyadh, Saudi Arabia</strong>. The successful candidate will be responsible for overseeing the entire lifecycle of high-value real estate development projects, from initial conception and feasibility studies through to final handover. This is a unique opportunity to contribute to significant landmark projects within a dynamic and rapidly expanding market. Hands-on vendor experience with Hytera or relevant vendors such as Airbus, Motorola Solutions, TDTech, or equivalent MCX ecosystem partners. Strong knowledge of 3GPP Mission Critical Services, IMS, VoLTE/VoNR concepts, QoS/QCI/5QI, policy control, and session management. Demonstrated experience producing HLD/LLD documentation, test strategies, FAT/SAT plans, and operational readiness frameworks. Strong stakeholder leadership capability with proven ability to lead multi-vendor technical delivery at scale. We're hiring!<br>Aon Saudi Arabia is recruiting a Senior Claims Executive in the Commercial Risk department, based from our offices in Riyadh.<br>The role of the Senior Claims Executive is to manage sophisticated and high-value Commercial Risk claims across multiple lines, including Property, General Liability, Motor/Fleet, Engineering, Marine and Specialty Lines, from notification to final settlement. The role ensures fair, timely and technically sound outcomes in line with policy terms, internal procedures and local regulatory requirements, while delivering high-quality service to clients and brokers of Aon KSA.<br>What the day will look like:Claims Handling – Commercial Risk Handle an allocated portfolio of complex and/or high-value Commercial Risk claims from first notification to final settlement. Review and interpret policy wordings, endorsements, deductibles, limits and exclusions to determine coverage. We are seeking a highly capable PMO Manager to lead the project management office for a real estate developer in Riyadh.<br><br>The PMO Manager will oversee the full development delivery cycle: feasibility support, design management, consultant and contractor coordination, cost and schedule control, procurement tracking, risk management, project reporting, handover, and close-out.<br><br>Key Responsibilities<br><br>Establish and manage PMO governance, reporting standards, project controls, templates, and approval workflows across the development portfolio Monitor projects from design stage through construction, handover, and final close-out on behalf of the developer Prepare executive dashboards and weekly/monthly reports covering project progress, cost, cash flow, risks, design status, procurement, variations, sales readiness, and key decisions required Verify actual site progress through regular site inspections and independent validation, rather than relying solely on contractor reports Control approved budgets, BOQs, commitments, variations, forecasts, and cost-to-complete for each project Track master schedules, identify delays early, assess recovery plans, and escalate critical risks to management Lead coordination between development, design, finance, procurement, sales, legal, consultants, contractors, and government-related stakeholders Review design consultants, contractors, design coordination, budgets, BOQs, procurement, variations, project schedules, and handover Strong understanding of the full real estate development lifecycle, not only construction execution Proficiency in Primavera P6 or Microsoft Project, advanced Excel, Power Point, and reporting/dashboard tools Strong commercial awareness, including budget monitoring, cash-flow tracking, cost forecasting, and variation control Experience establishing or working within PMO governance frameworks, including project controls, reporting standards, risk registers, issue logs, The successful candidate will manage high-value main contracts and subcontracts, protect the company’s commercial interests, lead claims and change management, and provide strategic contractual advice to project leadership. This role is suited to a senior professional with proven Saudi mega-project experience, strong FIDIC knowledge, and the ability to manage complex multi-package environments, claims, contractual correspondence, and final-account negotiations. Key Responsibilities Lead the administration of main contracts, subcontracts, purchase orders, tender documents, BOQs, specifications, drawings, and contractual correspondence. Review contract conditions and identify commercial risks, notice requirements, obligations, exclusions, milestones, payment terms, insurance requirements, and performance-security obligations. Develop and implement project contract-administration procedures, registers, reporting formats, and risk-control measures. Ensure subcontract agreements properly flow down applicable main-contract obligations, including programme, quality, HSE, insurance, warranties, liquidated damages, and handover requirements. Coordinate with planning, engineering, QS, procurement, finance, QA/QC, document control, and construction teams to develop substantiation for claims, variations, and payment applications. Oversee interim payment applications, payment certificates, cash-flow reporting, retention recovery, guarantees, insurance documentation, and final-account reconciliation. Maintain accurate contracts, claims, variations, correspondence, risks, guarantees, insurance, and subcontract registers. Lead contractual risk reviews and recommend mitigation actions to protect project time, cost, and commercial entitlement. Manage contractual disputes and coordinate with legal advisers where necessary, including dispute-avoidance, settlement, mediation, arbitration, or litigation support. Lead project contract close-out, including completion documentation, final account agreement, release of retention, warranties, defect-liability obligations, and subcontract finalization. Lead, mentor, and supervise Contracts Administrators and commercial team members. Required Experience Minimum 15 years of progressive experience in contracts management, commercial management, quantity surveying, claims, or contract administration. Minimum 8 years’ experience in Saudi Arabia on mega landscape, public realm, parks, urban-development, infrastructure, or mixed-use development projects. Proven experience managing complex, high-value contracts with multiple subcontractors, suppliers, consultants, and client stakeholders. Demonstrable experience in variations, claims, extension of time, delay/disruption matters, contractual notices, payment certification, and final-account negotiations. Strong experience with FIDIC forms of contract, particularly Red Book and Yellow Book, as well as bespoke employer and Saudi developer contract forms. Practical knowledge of Saudi Arabian construction practices, local authority procedures, client/PMC requirements, and government or developer procurement processes. Experience on large landscape scopes, including hardscape, softscape, irrigation systems, drainage, earthworks, grading, water features, landscape lighting, street furniture, playgrounds, shade structures, planting, nurseries, and maintenance works. Qualifications and Skills Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Law, Commercial Management, or a related discipline. Professional certifications such as MRICS, MCIArb/ACIArb, PMP, or equivalent are highly preferred. Strong understanding of contractual risk, claims management, delay analysis, prolongation, disruption, acceleration, liquidated damages, and dispute resolution. Advanced ability to interpret contracts, BOQs, specifications, drawings, tender documents, and commercial correspondence. Strong negotiation, stakeholder-management, leadership, analytical, and problem-solving skills. Excellent English verbal and written communication skills; Arabic is an advantage and may be required depending on the client and project. Proficiency in Microsoft Office, especially Excel, Word, and Power Point; familiarity with Primavera P6, Aconex, Procore, SAP, Oracle, and Power BI is preferred.
