Based either at HQ or on a project, this role leads the development of competitive, resource-loaded tender schedules (HQ role) or manages the project baseline schedule to ensure successful execution (Project role). You will design and implement a reusable “golden path” that enables development and platform teams to provision and manage cloud infrastructure efficiently. <p>We are seeking an HR Supervisor to serve as the company's sole human resources professional, with responsibility for the full employee lifecycle from recruitment and onboarding through compliance, payroll inputs, employee relations, and exit.</p><p>The company employs a large, predominantly expatriate workforce of tradesmen and technicians alongside engineers and administrative staff, so the role requires strong, hands-on command of Saudi labour law, government platforms, work permit and residency processes, and Saudization requirements — including both Nitaqat and the engineering-profession Saudization ratio.</p><p>This is an operational, self-directed role suited to a professional who has run HR in a contracting environment rather than administered it in a large corporate function. </p><p><br></p><p><strong>Key Accountabilities</strong></p><ol><li><strong>Recruitment & Onboarding</strong> Manage recruitment for all levels, from tradesmen and foremen to engineers and administrative staff. Coordinate overseas recruitment of tradesmen, including visa issuance, recruitment agency management, and arrival processing. Screen, shortlist, and coordinate interviews; prepare offer letters within approved budgets. Deliver structured onboarding, including contracts, medical insurance enrolment, and site safety induction.</li><li><strong>Government Platforms & Compliance</strong> Manage all transactions on Qiwa, Muqeem, GOSI, Mudad, and related government platforms. Ensure employment contracts are documented and authenticated on the relevant platforms. Track and renew residency permits, work permits, and medical insurance before expiry; process exit/re-entry and final exit visas. Ensure every employee is registered in GOSI under an accurate occupational title and wage.</li><li><strong>Saudization Management</strong> Monitor the Nitaqat band continuously and forecast the impact of every hire and exit before it occurs. Monitor the engineering-profession Saudization ratio; verify that each Saudi engineer meets the minimum registered wage and holds professional accreditation. Advise management on hiring sequence to avoid band deterioration during transitions. Identify and apply for available government employment support programmes.</li><li><strong>Payroll Inputs & Employee Records</strong> Prepare monthly payroll inputs covering attendance, overtime, leave, deductions, and new joiners and leavers. Maintain complete personnel files, both physical and digital, for all employees. Calculate end-of-service settlements, leave balances, and ticket entitlements in line with labour law and company policy.</li><li><strong>Employee Relations & Discipline</strong> Administer disciplinary procedures and grievance handling in accordance with Saudi labour law and company regulations. Represent the company in labour disputes and coordinate with legal advisors where needed. Monitor labour accommodation standards and address welfare issues affecting the trade workforce. </li><li><strong>Policies, Performance & Development</strong> Draft and maintain HR policies, including leave, overtime, attendance, and disciplinary rules. Coordinate the annual performance appraisal cycle and maintain appraisal records. Air Products is executing an EPC Contract with the customer – NEOM Green Hydrogen Company (NGHC).<br><br>The Senior Project Engineer supports safe and timely delivery of the commissioning, startup, and turnover phases associated to NEOM Green Hydrogen Project, with additional responsibility to coordinate cybersecurity readiness activities in alignment with project execution requirements.<br><br>The role operates primarily at site and works across multi-disciplinary teams to manage interfaces between construction, commissioning, controls, IT/OT cybersecurity, subcontractors, and internal Air Products stakeholders. The job holder supports schedule, cost, risk, safety, quality, stakeholder management. The candidate shall have considerable priority to coordinate and facilitate the cybersecurity compliance readiness, ensuring that commissioning and handover activities are aligned with SAIS / HCIS and National Cybersecurity Authority (NCA) regulatory expectations.<br><br>The position focuses on coordination, follow up, escalation, and documentation, enabling technical leads and cybersecurity managers to remain focused on design and compliance decisions, while ensuring that actions, approvals, and dependencies are tracked and progressed during late execution phases.<br><br>This position is based out of Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.<br><br><strong>The position will be a site-based role with the below duties:<br><br></strong><ul><li>Support commissioning, startup, and turnover activities in accordance with approved project plans, safety requirements, and execution strategies.</li><li>Coordinate multi‑disciplinary interfaces (Electrical, Instrumentation, Controls, IT/OT, Mechanical, Construction, Operations) during commissioning readiness.</li><li>Track schedule progress, identify slippages, and expedite critical activities with subcontractors and internal teams; escalate delays through defined project governance.</li><li>Support cybersecurity readiness coordination during execution, commissioning, and turnover phases, in alignment with project cybersecurity plans.</li><li>Act as a site‑level coordination focal point for SAIS / HCIS and NCA‑related execution inputs, supporting internal alignment across Engineering, OT Cybersecurity, Digital Technology, and Project Controls teams.</li><li>Support organization and follow‑up of cybersecurity‑related coordination meetings with vendors, subcontractors, and internal teams; track actions and dependencies.</li><li>Maintain action trackers for commissioning and cybersecurity readiness items; ensure timely closure and transparent reporting to project leadership.</li><li>Support change management activities by ensuring that late design, installation, commissioning, or startup changes are reviewed for schedule, cost, and compliance impacts.</li><li>Identify, document, and escalate execution risks (technical, schedule, cybersecurity readiness, or stakeholder‑related) to the Project Manager and relevant leads.</li><li>Prepare and contribute to weekly and monthly execution status reports, including commissioning and cyber readiness highlights, risks, and constraints.</li><li>Promote a strong safety and compliance culture by ensuring commissioning and site activities adhere to approved procedures and regulatory expectations - including emergency management, emergency response related requirements<br><br></li></ul><strong>Minimum Requirements<br><br></strong><ul><li>Bachelor’s degree in Electrical Engineering, Instrumentation & Controls, Electronics & Communications, IT, or equivalent engineering discipline.</li><li>Minimum 10+ years of experience in Oil & Gas or large industrial projects, with hands‑on exposure to commissioning, startup, or turnover phases in the Middle East.</li><li>Demonstrated experience across the project life cycle, including schedule, cost, risk, safety, quality, and stakeholder management.</li><li>Working knowledge of industrial control systems, OT environments, and execution‑phase coordination in EPC / PMC project</li><li>Demonstrates visible commitment to safety and regulatory compliance during commissioning and cyber‑related execution activities.</li><li>Supports adherence to Air Products EHS requirements, site procedures, and cybersecurity governance expectations.</li><li>Proactively identifies hazards, execution risks, and compliance gaps and ensures timely escalation.<br><br></li></ul>Founded in 1940, Air Products is a world-leading industrial gases company and has a proud history of innovation, operational excellence, with an unwavering commitment to safety and environmental stewardship.
