ABOUT THE JOB<br>We are seeking a qualified Mechanical Inspector to join our Project and Construction Management team for a major Roads Program in the Kingdom of Saudi Arabia. This role sits within our Infrastructure Division and is essential to ensure that all mechanical work, particularly those related to utilities, pumping stations, mechanical equipment, and associated infrastructure, are executed to the required standards of quality, safety, and compliance. As a Mechanical Inspector, you will supervise and inspect contractors’ mechanical installations on site, verify compliance with approved drawings and specifications, and support the project team in delivering high‑quality construction supervision services.<br>KEY RESPONSIBILITIESMain descriptions of the job position:Conduct daily inspections of mechanical works, including piping systems, pumping stations, valves, mechanical equipment installation, HVAC systems (if applicable), fire‑fighting networks, and utility-related mechanical components. Ensure that all materials, equipment, and workmanship comply with project specifications, approved drawings, and relevant international standards. Monitor contractors’ activities to ensure adherence to QA/QC procedures, approved method statements, and safety requirements. Report non‑conformances (NCRs), potential issues, or safety violations to senior staff and follow up on corrective actions. Maintain accurate and detailed records of inspections, site observations, test results, and daily progress activities. Coordinate with the materials testing laboratory and third‑party testing agencies to verify mechanical testing requirements and ensure timely results. Review and verify contractors’ Requests for Inspection (RFIs) and participate in approval and acceptance processes. Support the Senior Mechanical Engineer in reviewing shop drawings, method statements, material submittals, and technical documentation. Assist in verifying mechanical as‑built works and handover documentation during project close‑out. Foster strong coordination and communication with other discipline inspectors and project stakeholders to ensure effective and seamless site operations.<br>ABOUT YOUDiploma or bachelor’s degree in mechanical engineering, Mechanical Technology, or a related discipline. Minimum of 7 years of experience in construction supervision, preferably on infrastructure, utilities, pumping stations, or mechanical systems within major projects. Strong understanding of mechanical systems, piping works, equipment installation, and quality control requirements. Familiarity with international standards such as ASME, ASTM, API, NFPA, or equivalent. Experience working with government entities or major PMCM infrastructure projects in KSA is an advantage. Job Purpose To serve as the executive authority driving construction delivery, engineering execution, and program controls across the real estate portfolio, while holding overall lifecycle accountability from project inception to commercial launch, sales alignment, and handover. The role focuses primarily on building assets on time, within Cap Ex baselines, and to premier engineering standards, ensuring seamless integration with feasibility, permitting, off-plan sales, and customer handover.<br>Key Responsibilities1. Project Execution, Construction & Site Operations Direct on-site construction operations, site logistics, and contractor execution across all active developments, master plans, and vertical assets. Oversee Project Management Consultants (PMC), supervision consultants, and Tier-1 general contractors to enforce strict schedule adherence and productivity targets. Implement advanced Project Controls: Earned Value Management (EVM), Critical Path Method (CPM) scheduling, cash-flow S-curves, and weekly 3-week lookaheads. Drive constructability reviews, value engineering (VE), and Modern Methods of Construction (MMC), including modular construction, precast systems, and BIM (4D/5D) integration. Enforce zero-tolerance Health, Safety, and Environment (HSE) policies and institutionalize multi-tier Quality Assurance/Quality Control (QA/QC) regimes to prevent rework and structural defects. Manage commercial contractor administration: review progress billings, manage variations/change orders, mitigate contractual disputes, and enforce FIDIC provisions.2. Engineering, Technical Design & Permitting Steer the technical translation of concept designs into detailed engineering, architectural, and infrastructure packages ready for execution. Expedite end-to-end municipal and statutory permitting (e.g., Balady, Civil Defense, environmental clearances, and utility tie-ins). Ensure full alignment with off-plan sales engineering requirements and regulatory escrow account guidelines (e.g., Wafi certification).3. Feasibility, Strategy & Procurement Partner with executive leadership to evaluate land feasibility, development briefs, constructability viability, and baseline Cap Ex models. Define and execute the project procurement and contracting strategy (EPC, Design-Build, Traditional, GMP) and lead contractor pre-qualification, tendering, and contract awards. Establish standard operating procedures (SOPs) and governance frameworks for the Project Management Office (PMO).4. Commercial Alignment, Sales Integration & Handover Synchronize construction milestones with commercial release phases, marketing campaigns, and off-plan sales launches to ensure cash inflows match build progress. Direct testing, commissioning, Building Completion Certificates (BCC), and snagging protocols to guarantee zero-defect unit transfers. Direct field assessments and data collection to characterise flood risk, drainage, and surface water flow across project areas, and translate the findings into design inputs for civil and infrastructure teams. Develop, review, and finalise comprehensive hydrological reports that set out the methodology, results, and flood mitigation and drainage design solutions aligned with project layout, schedule, and cost objectives. Ensure all assessments, designs, and recommendations meet local and international standards for hydrological and hydraulic engineering, environmental compliance, dam and water-retaining structure safety where applicable, and the specific technical requirements of renewable energy, power, and mining clients. Responsibilities Plan and conduct site surveys and field assessments across renewable energy, power infrastructure, and mining sites to collect the data needed for design, including topographic, rainfall, runoff, soil infiltration, and geological information. Use and oversee hydrological software and tools, including Digital Elevation Models (DEM) and Geographic Information Systems (GIS), to delineate watersheds, map drainage networks, and define catchment boundaries relevant to plant, substation, and mine layouts. Carry out in-depth analysis using on-site data and regional resources (for example rainfall stations, intensity-duration-frequency curves, and geological maps) to assess drainage patterns, watershed characteristics, and flood risk affecting project infrastructure and operations. Lead the development of hydrological models using HEC-HMS, HEC-RAS, and similar software to simulate peak flows, flood hazard zones, and flow velocities for a range of return periods, including the design storms required for energy and mining infrastructure. Apply methodologies for estimating time of concentration, lag time, and peak flow calculations, including SCS Unit Hydrograph and Rational Method, depending on watershed characteristics. Conduct 1D and 2D hydraulic modelling for floodplain mapping using software such as Tuflow and Bentley Storm CAD, producing flood inundation maps, hazard maps, and channel flow simulations to inform site grading and infrastructure layout. Prepare hydrological and drainage design studies as part of feasibility, FEED, and detailed design stages, providing clear inputs and design criteria to civil, structural, geotechnical, and electrical engineering disciplines. Propose and design engineering solutions for flood and erosion mitigation, including channel and culvert designs, riprap and scour protection, retention and detention basins, and site drainage infrastructure suited to renewable energy, power, and mining facilities. Recommend channel dimensions, flow capacities, and site grading adjustments that address internal and external flood mitigation, access road and crossing protection, and scour protection for foundations, equipment pads, and other critical infrastructure. Direct program risk management, escalating major risks and approving mitigation plans across design, supply chain, logistics and construction. Oversee program health, safety and environment (HSE) governance, auditing that the CSC enforces the Contractor's plans and escalating where safety or quality is compromised. Govern quality assurance by audit over the CSC, directing surveillance of the Non-Conformance Report (NCR) process and reviewing the CSC's records of Factory Acceptance Tests (FAT) off-site in the factory and Site Acceptance Tests (SAT) on site before giving final acceptance. Direct program reporting and dashboards, presenting consolidated monthly progress, cost, risk and forecast positions to the Client and senior stakeholders.
