We are seeking an experienced HSE Coordinator to support Health, Safety, and Environmental activities for Oil & Gas operations in the Eastern Province. The successful candidate will be responsible for coordinating and monitoring HSE activities, ensuring compliance with Saudi Aramco and project HSE requirements, and promoting a strong safety culture across operational sites. Candidates with experience in Rig/Drilling or Non-Rig Oil & Gas environments are encouraged to apply.<br>Key Responsibilities Coordinate and monitor the implementation of HSE policies, procedures, and project safety requirements. Ensure compliance with Saudi Aramco HSE standards, client requirements, and applicable regulations. Conduct regular HSE inspections, audits, and site safety assessments. Identify unsafe acts, unsafe conditions, and potential hazards and recommend corrective actions. Monitor and support the implementation of Permit to Work (PTW), Job Safety Analysis (JSA), and risk assessment processes. Participate in incident and accident investigations, including root cause analysis and corrective action follow-up. Prepare and maintain HSE reports, inspection reports, incident reports, and safety performance records. Coordinate and conduct safety inductions, toolbox talks, HSE awareness sessions, and safety training programs. Organize and participate in emergency response drills and ensure personnel are familiar with emergency procedures. Monitor the proper use of Personal Protective Equipment (PPE) and other HSE-critical equipment. Participate in safety meetings and communicate HSE alerts, lessons learned, and safety initiatives to employees. Follow up on observations, audit findings, and non-conformances to ensure timely closure of corrective actions. Promote a proactive safety culture and encourage reporting of unsafe acts and conditions. Coordinate with project management, supervisors, contractors, and client representatives on HSE-related matters. Monitor environmental compliance, waste management, spill prevention, and other environmental protection requirements.<br>Requirements Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline. Minimum 5+ years of HSE experience in Oil & Gas, Petrochemical, Energy, Construction, Drilling, or Industrial projects. Previous experience working on Saudi Aramco projects is highly preferred. Saudi Aramco RTS approval/experience will be an added advantage. Experience in Rig/Drilling operations or Non-Rig Oil & Gas operations will be considered. Strong knowledge of Saudi Aramco HSE requirements, standards, and procedures. Good understanding of PTW, JSA, Risk Assessment, HAZID, Incident Investigation, and Emergency Response. Experience conducting HSE inspections, audits, toolbox talks, safety meetings, and training programs. NEBOSH IGC certification is highly preferred. Additional certifications such as IOSH, OSHA, ISO 45001, First Aid, H2S, Confined Space, or Fire Safety will be advantageous. Strong reporting, documentation, communication, and coordination skills. Ability to work independently in field and operational environments. Good command of English, both written and spoken.

<p>JOB PURPOSE / OBJECTIVE</p><br><p>To act as an IMI Permit to Work (PTW) Issuing Authority and/or coordinating and controlling the PTW system across operational and non-operational areas to ensure safe execution of high-risk and non-routine</p><br><p> activities. The role includes coordinating reviews/meetings and verification of the adequacy of risk controls (including isolations, certificates and supporting documentation), authorizes and issues permits, and</p><br><p> maintains effective permit monitoring, suspension and closure in compliance with IMI PTW procedures, SIMOPS requirements and applicable regulatory standards.</p><br><p>KEY ACCOUNTABILITIES</p><br><p>• Operate the PTW Control Room and act as an Issuing Authority or Coordinator, maintaining real-time awareness of area status, SIMOPS interfaces, isolations, energization activities and operational constraints. </p><br><p> • Review, authorize and issue PTWs in accordance with IMI PTW Procedure, ensuring the work scope is clearly defined, roles are assigned and permit validity periods/conditions are correctly specified. </p><br><p>• Verify that all required supporting documents and controls are in place prior to issue/activation (e.g., TRA/JSA, method statement, isolations/LOTO, gas test results, certificates, checklists, PPE and emergency</p><br><p> arrangements). </p><br><p>• Conduct (or arrange) site verification before issue/activation and at defined intervals for high-risk work, confirming worksite readiness, boundary conditions, and that stated controls are implemented and effective. </p><br><p> • Coordinate continuously with Permit Applicants/Performing Authorities and Area/Operations stakeholders to manage permit interfaces, handovers and changes in conditions, ensuring effective communication of</p><br><p> permit requirements. </p><br><p>• Identify and manage SIMOPS conflicts and overlapping high-risk activities by controlling sequencing, applying additional controls/constraints, or declining permits until conflicts are resolved. </p><br><p>• Suspend, cancel or withdraw permits when conditions change, controls are compromised, or an emergency/unsafe condition is reported; ensure stop-work is implemented and revalidation is completed prior to re-</p><br><p>issue. </p><br><p>• Close permits in accordance with procedure, verifying work completion status, housekeeping, removal of temporary controls, and appropriate restoration/hand back steps (including isolation hand back were</p><br><p> applicable). </p><br><p>• Maintain accurate PTW registers and records (active/suspended/closed permits, certificates and attachments), ensuring document control and retention requirements are met, and that only competent/authorized</p><br><p> personnel participate in the PTW process. </p><br><p> • Support PTW assurance by participating in daily coordination meetings, audits, monitoring compliance trends, raising corrective actions, and coaching Permit Applicants/Performing Authorities on PTW quality</p><br><p> expectations and safe work controls.</p><br>
