Qiddiya Investment Company is seeking an experienced Director - MEP Delivery to join the Residential Business Unit and lead the successful delivery of MEP works across large-scale residential districts.<br><br>The role will be responsible for overseeing mechanical, electrical, plumbing, fire/life safety and specialist building services delivery across residential projects, ensuring works are delivered safely, on time, within budget and to the required quality standards.<br><br>This is a critical delivery leadership role requiring strong technical MEP expertise, hands-on construction delivery experience, and the ability to manage consultants, contractors, utility providers and internal stakeholders across a complex giga-project environment.<br><br>The Director will work closely and community assets Oversee the delivery of mechanical, electrical, plumbing, fire/life safety, ELV, ICT and specialist systems from construction planning through installation, testing, commissioning and handover Manage and coordinate MEP consultants, contractors, subcontractors and specialist vendors to ensure performance against programme, budget, quality and safety requirements Review and challenge MEP design, shop drawings, material submissions, method statements and technical proposals to ensure buildability and compliance with project standards Work closely with Design and Development teams to resolve technical issues, manage design changes and ensure MEP solutions support the overall residential product and customer experience Coordinate MEP interfaces with infrastructure, utilities, civil works, architecture, structure, façade, landscape and fit-out packages Drive construction readiness for MEP works, including procurement planning, long-lead item tracking, authority approvals, utility connections and commissioning strategy Monitor progress on site, identify risks and constraints, and ensure timely resolution of technical, commercial and programme-related issues Support value engineering and cost control initiatives without compromising quality, safety, maintainability or operational performance Ensure all MEP works comply with applicable codes, standards, authority requirements, Qiddiya governance and project specifications Lead testing, commissioning, inspections, snagging, handover documentation and operational readiness for MEP systems Provide clear reporting to senior leadership on MEP progress, risks, mitigation plans and key decisions required Build strong working relationships with internal stakeholders, delivery partners, consultants, contractors, authorities and utility providers Lead, mentor and develop MEP delivery team members, promoting high standards of accountability, collaboration and technical excellence<br><br>Requirements<br><br>Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering or a related discipline.<br><br>Minimum of 15+ years of relevant experience in MEP construction delivery, with significant experience on large-scale residential, mixed-use or masterplanned developments.<br><br>Proven track record in a senior MEP delivery leadership role, ideally at Director level or equivalent.<br><br>Strong experience delivering MEP works on complex projects from construction stage through testing, commissioning and handover.<br><br>Experience managing consultants, contractors and specialist subcontractors in a client-side, developer, PMC or major contractor environment.<br><br>Strong technical understanding of mechanical, electrical, plumbing, fire/life safety, ELV, ICT, utilities and commissioning processes.<br><br>Experience with residential developments, including villas, townhouses, apartments, high-rise residential or large residential communities, is strongly preferred.<br><br>GCC or Saudi Arabia project experience is highly advantageous.<br><br>Strong understanding of construction sequencing, site logistics, authority approvals, utility interfaces and operational handover requirements.<br><br>Ability to challenge technical assumptions, resolve complex delivery issues and drive practical, buildable solutions.<br><br>Strong commercial awareness, with the ability to support cost control, value engineering and change management.<br><br>Excellent stakeholder management skills, The role ensures initiatives are delivered on time, within scope and budget, and meet agreed quality, security and business requirements. The Senior IT Project Manager establishes effective governance, manages resources and vendors, and provides clear reporting and stakeholder communication to enable successful digital transformation in support of OSUS real estate development and operations.<br>Responsibilities are not limited to:<br>Support day-to-day HR operations (employee files, letters, approvals) under supervision. Lead end-to-end delivery of large-scale IT and digital transformation initiatives (ERP, CRM, property systems, sales/leasing, facilities management, infrastructure, cybersecurity, data/analytics) from initiation through closure and handover, ensuring delivery across scope, schedule, cost and quality. Define scope, objectives, success metrics and delivery plans; develop and maintain project charters and artifacts (WBS, critical path, dependency mapping), manage resources and budgets, and enforce formal change control. Run project governance (kick-off, workshops, progress reviews and steering committees); maintain decision logs, action registers and RAID; coordinate cross-functional teams (business, IT and vendors) to drive issue closure and timely decisions. Coordinate solution design and signoffs, integrations (APIs/middleware), UAT, training, cutover and hyper care; ensure operational readiness, defined support model/SLAs and smooth transition to operations and support teams. Strategic Leadership, Portfolio & Stakeholder Management. Formal ownership of the IT project portfolio and roadmap: prioritize and sequence initiatives with the CTO; align delivery with organizational goals and enterprise architecture. Gather business requirements and convert them into actionable project charters; facilitate cross-functional workshops to align priorities, scope and success criteria; identify opportunities for automation, analytics and AI use cases. Provide executive-level communication and reporting: translate technical progress, risks and dependencies into quantified business impact, decision-ready recommendations and corrective actions; monitor emerging technologies and assess feasibility. Ensure projects comply with OSUS policies and Saudi regulations (PDPL, NCA/ECC, CMA and ZATCA where applicable); coordinate security reviews, testing and approvals as part of delivery plans. Identify, assess and manage project risks and issues; implement mitigation plans, ensure business continuity and resilience requirements are addressed, and escalate appropriately when thresholds are exceeded. Complete documentation, audit readiness and compliance evidence; conduct post-implementation reviews to confirm benefits realization, capture lessons learned and drive continuous improvement Track project performance against scope, schedule, budget, adoption and benefits/ROI; define and monitor KPIs; maintain dashboards, forecasts and resource plans. Standardize and continuously enhance PM practices, templates and tools (Agile/Waterfall/Hybrid); mentor team members, promote accountability and transparency, and ensure knowledge transfer and capability uplift before project closure. Lead end-to-end vendor selection and engagement (RFPs, evaluation, SOW, acceptance criteria and testing strategy); ensure delivery meets agreed scope, quality, timeline and SLAs. Manage vendor performance, contracts, delivery commitments and escalations; coordinate commercial follow-up with Procurement/Finance (PO tracking, invoicing, budget control) and ensure onsite/offshore support alignment. Perform any other tasks assigned by the line manager within the scope of work.<br>Qualifications:<br>Bachelor’s degree in computer science, Information Technology, Information Systems or equivalent. PMP certification (required); PRINCE2 and/or Agile/Scrum certifications are preferred. Saudi national.10+ years of progressive experience in IT project/program management leading complex digital transformation initiatives (ERP, CRM, real estate solutions, data/analytics, IT infrastructure and cybersecurity). Proven experience working with system integrators and third-party vendors; strong understanding of IT governance, risk and compliance; ability to manage budgets and commercial follow-up. Strong knowledge of SDLC and integration patterns (APIs/middleware) with focus on data consistency and architecture alignment. Excellent leadership, stakeholder management, communication and problem-solving skills; ability to work under pressure; fluent in Arabic and English. Experience in real estate, finance, construction or related sectors is an advantage.
