Position Summary The Lead Instrumentation & Control (I&C) Commissioning Engineer represents the Owner during the commissioning phase of a utility-scale Combined Cycle Gas Turbine (CCGT) Power Plant. The role is responsible for providing technical oversight of the EPC Contractor’s Instrumentation & Control commissioning activities, ensuring all work is executed safely, in accordance with the EPC Contract, Owner’s Technical Specifications (OTS), OEM recommendations, project procedures, and applicable international standards.<br>The position focuses on field instrumentation, package control systems, PLCs, Safety Instrumented Systems (SIS), Fire & Gas Systems (F&G), and associated interfaces. The role works closely with the Lead DCS Commissioning Engineer, who has primary responsibility for oversight of the Distributed Control System (DCS), including system architecture, software configuration, networking, and overall control system functionality.<br>The Lead I&C Commissioning Engineer provides technical leadership, identifies commissioning risks, monitors EPC performance, witnesses critical commissioning activities, and supports the successful achievement of project milestones through to Commercial Operation Date (COD).<br>Key Responsibilities Commissioning Oversight Provide technical oversight of the EPC Contractor’s Instrumentation & Control commissioning activities. Monitor commissioning progress to ensure compliance with approved procedures, project schedule, and contractual requirements. Verify commissioning activities are carried out in accordance with the Owner’s Technical Specifications (OTS), EPC Contract, OEM recommendations, and applicable international standards. Witness critical commissioning activities and provide technical recommendations for Owner acceptance. Identify technical risks and recommend mitigation measures to the Commissioning Manager. Promote safe commissioning practices throughout all project phases.<br>Qualifications Bachelor’s Degree in Instrumentation Engineering, Control Engineering, Electrical Engineering, Electronics Engineering, or an equivalent engineering discipline from a recognized university. Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration is desirable. Certification or formal training in Functional Safety (IEC 61511), ISA, or equivalent is considered an advantage. Excellent written and verbal communication skills in English.<br>Experience Minimum 12 years of direct Instrumentation & Control commissioning experience in utility-scale Combined Cycle Gas Turbine (CCGT) power plants. Minimum 5 years of experience as a Lead I&C Commissioning Engineer or in a comparable senior commissioning leadership role. Proven experience in commissioning at least two utility-scale Combined Cycle Power Plants, including one project with an installed capacity of 1,900 MW or greater. Demonstrated experience across the full commissioning lifecycle, including:Construction Support Mechanical Completion Pre-Commissioning Commissioning First Fire First Synchronization Reliability Run Performance Testing Commercial Operation (COD) Previous experience representing the Owner, Owner’s Engineer, or EPC Contractor on major power generation projects. Demonstrated experience in overseeing EPC Contractor commissioning activities and coordinating with OEMs and package vendors. <p><b>Title:</b></p><br><br>PSAB BOSS: Labor Foreman/ Escort (Secret Clearance)<br><br><p><b>Belong, Connect, Grow, with KBR! </b></p><br><br><br><p><b>PROGRAM SUMMARY:</b></p><br><br><p>The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.</p><br><br><br><p><b>JOB SUMMARY: </b>The <b><i>Prince Sultan Air Base (PSAB) </i></b><b><span>Laborer Foreman</span></b><span> is responsible for supporting the Power Plant Services in providing Escorting support to Third Country National (TCN)/Other Country National (OCN) escorting & monitoring and for the completion of required reports and tasks following the established policies, procedures, systems, and requirements approved by the company and the USAF. </span></p><br><br><br><p><b>RESPONSIBILITIES</b>:</p><br><br><ul><li>Process personnel to and from the PSAB Visitors Control Center before and after work shifts IAW with USCENTCOM escorting procedures.</li><li>Provide escorting support to Other Country Nationals (OCNs) in various CES & FSS areas as identifies by the Site Manager.</li><li>Escorts un-cleared personnel into areas and monitors personnel performing maintenance and BOS-I services.</li><li>Logs in and out all TCN/ OCN contractors and counts personnel before and after they perform duties; notifies appropriate personnel of how many people and vehicles are being escorted.</li><li>Makes contact with TCN/ OCN personnel at designated entry facility after they are processed for entry and receive their exchange badges; provides and briefs them on rules and procedures.</li><li>Monitors TCN/ OCN work until it is completed for the day and the work zone has been purged by trained Force Protection military personnel and all LNs/OCNs have exited base and/or returned to camps.</li><li>Ensures TCN/ OCNs do not bring onto the base any prohibited or contraband (i.e. weapons, drugs, etc.)</li><li>Maintains sight of all vehicles and personnel when performing TCN/ OCN monitor duties.</li><li>Provides for safety and welfare of oneself and monitored personnel (such as evacuating to protective shelter in case of attack).</li><li>Notify Project/Site Manager and the Safety staff as soon as possible of unsafe working conditions.</li><li>Maintains an alert state of readiness and is prepared to properly respond to any situation that may occur;
