The Technical Director will review operator engineering practices, maintenance programs, capital plans, technical standards, energy performance, and asset condition to ensure alignment with owner hospitality asset handovers from Development and Project Delivery teams into Operations Ensure all building systems, life safety systems, MEP infrastructure, specialist systems, and back-of-house facilities are fully commissioned, tested, documented, and ready for operations Review testing and commissioning reports, integrated systems testing, performance verification, and operator acceptance documentation Oversee defects identification, snag management, warranty tracking, and close-out processes Coordinate operational readiness reviews related to engineering, facilities management, technical services, maintenance workshops, spare parts, and asset documentation Ensure complete technical handover packages including O&M manuals, as-built drawings, asset registers, warranties, maintenance schedules, and digital asset information<br><br>Technical Operations Oversight<br><br>Provide owner-side technical leadership across operating hotels and hospitality assets Monitor engineering performance, asset reliability, equipment uptime, and operational risks Review operator engineering reports, technical KPI performance, maintenance compliance, and critical asset condition Evaluate maintenance frequencies, procedures, staffing levels, contract scopes, and resource allocation Monitor PPM compliance performance across all hospitality assets Review maintenance backlog performance reporting structures<br><br>POMEC Review & Capital Planning<br><br>Lead owner-side review of annual POMEC submissions and capital expenditure requests Assess requests against asset condition, lifecycle requirements, risk mitigation needs, statutory obligations, operational priorities, and return on investment Validate replacement cycles for major building systems, MEP equipment, FF&E, and engineering infrastructure Develop long-term capital planning frameworks and rolling asset replacement programs Ensure POMEC investments support asset preservation and long-term value creation Monitor approved capital expenditure implementation and project close-out<br><br>Engineering & Building Systems Governance<br><br>Establish technical standards and engineering governance frameworks across the hospitality portfolio Review performance of HVAC, electrical, plumbing, fire and life safety, BMS, ELV, vertical transportation, water treatment, and specialist hospitality systems Ensure critical systems operate safely, efficiently, and in accordance with applicable regulations and standards Review technical risks associated with aging infrastructure, deferred maintenance, operational changes, and capital interventions Support development of technical policies, engineering standards, and asset management procedures<br><br>Sustainability & Resource Management<br><br>Support implementation of sustainability initiatives across the portfolio Review building performance data relating to energy, water, waste, and carbon reduction opportunities Supervises schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Supervises the preparation and presentation of estimates. Supports project organizational and administrative activities. Identifies, examines, and provides innovative solutions to cost engineering and planning/scheduling problems. Provides generally non-routine cost engineering/planning and scheduling guidance to projects.<br><br>Reports to and receives technical guidance and operational supervision from designated supervisory personnel. Provides technical and operational direction to assigned personnel. Ensures work is completed as scheduled. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.<br><br>Education And Experience Requirements<br><br>Bachelor’s or Master’s degree in Engineering, Construction Management, or related field with 25 years of relevant experience. At least 10 years of experience as a Project Controls Manager.<br><br>Required Knowledge And Skills<br><br>Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development,control, and analysis, and cost engineering functions, including cost estimating, cost control, financial reporting systems,and cost analysis, in the field and the home office. Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel. Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes planning and scheduling products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices. Skilled in oral and written communication. Demonstrates an advanced level of understanding of general Project Controls technical skills. Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. The Project Controls Director will lead all aspects of cost, schedule, risk, and change management across a complex development program. Establish project cost baselines and ensure accurate tracking of expenditures against approved budgets. Lead monthly cost reporting, forecasting, and variance analysis to ensure financial transparency and control. Analyze cost trends and recommend corrective actions to maintain financial performance. Ensure alignment with performance measurement frameworks such as Earned Value Management (EVM). Lead the development and implementation of comprehensive project risk management frameworks. Facilitate risk identification workshops, qualitative and quantitative risk assessments, and mitigation planning. Oversee schedule and cost risk modeling to support decision-making and contingency allocation. Monitor risk exposure, mitigation effectiveness, and escalation of critical risks to senior leadership. Maintain an active risk register and ensure proactive management of project uncertainties. Direct the management of project changes and variations to ensure proper evaluation, documentation, and integration into project baselines. Establish and maintain structured change control processes and governance. Facilitate Change Control Board (CCB) meetings and ensure transparent decision-making. Collaborate with commercial and contract teams in evaluating claims, entitlement assessments, and negotiation strategies. Ensure accurate tracking of project trends, early warning notices, and potential claims exposure. Oversee preparation of executive-level reports, dashboards, and key performance indicators (KPIs). Ensure consistent, transparent, and timely reporting of project performance, risks, and opportunities. Present complex project performance data in clear and actionable formats for executive leadership and stakeholders. Provide strategic insights to support informed decision-making at program level. Lead the evaluation, implementation, and optimization of project controls systems and digital platforms. Promote continuous improvement through automation, advanced analytics, and performance monitoring tools. Ensure data accuracy, consistency, and integrity across all project controls systems. Establish standardized processes and documentation practices to maintain audit readiness. Introduce innovative technologies and methodologies to enhance forecasting accuracy and reporting efficiency. Lead and manage a multidisciplinary project controls team including planners, schedulers, cost engineers, risk specialists, and reporting analysts. Build and maintain high-performing teams focused on collaboration, accountability, and technical excellence. Conduct performance evaluations and support professional development and training initiatives. Foster a culture of data accuracy, continuous improvement, and operational discipline. Master’s degree in Project Management, Engineering, or Business Administration is preferred. Minimum 25 years of experience in project controls within major capital projects. At least 15 years in senior leadership roles managing large project controls teams. Extensive experience in cost control, planning & scheduling, risk management, and performance reporting. Demonstrated experience managing complex, multi-contractor programs with significant budgets. Expert proficiency in Primavera P6, cost management systems, and project performance analytics tools. Strong understanding of project lifecycle management, construction sequencing, and design-development processes. Proven leadership capabilities managing large multidisciplinary teams. Advanced analytical and problem-solving skills with strong attention to detail. Excellent organizational and decision-making abilities.
