Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.<br>
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.<br><b>Job Summary:</b> <br><p>Manages and performs all activities associated with formation, tendering, award and administration of moderately complex contract packages for the project. Performs tasks as assigned, including bidder prequalification, bidder lists preparation, bid solicitation, bid analysis, negotiation and execution of contracts, administration and close-out with accountability for work product to project milestones, quality and safety standards.</p><br><br><b>Major Responsibilities:</b> <br><ul>

<li>Develops and issues contracts and services agreements as assigned by performing the following: Forms Request for Tender (RFT) packages. Issues bid request packages to approved bidders.</li>
<li>Prepares Evaluation Criteria for approval by Project Team and Owner.</li>
<li>Assists Tenderer’ questions and answers to those questions (RFI’s) and assist responses to Tenderers via the assigned Transaction Manager.</li>
<li>Receives Tenders and manages the commercial evaluations. Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contract.</li>
<li>Recommends and backing Owners Nominated representative in obtaining approvals in accordance with established procedures and Customer’s Delegated Authorities Matrix.</li>
<li>Prepares contract documents for execution with Customer’s Legal Advisors. Prepares and maintains control and status reporting documents.</li>
<li>Prepares and organizes tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.</li>
<li>Conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules.</li>

<li>Implementation of Contract & Commercial Management Procedures for the administration of the Contract.</li>
<li>Review of Contract general terms and conditions to highlight areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required.</li>
<li>Working with the other Project Team members to ensure that Bechtel and customer related actions or inactions which could result in contract changes or claims are identified and to provide recommendations accordingly.</li>
<li>Identification and resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.</li>
<li>Obtaining all contract deliverables for timely work handover and close-out of contracts. </li>
</ul><br><b>Education and Experience Requirements:</b> <br><p>Requires bachelor's degree (or international equivalent) and 15-20 years of relevant work experience</p><br><br><b>Required Knowledge and Skills:</b> <br><ul>
<li>Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.</li>
<li>Thorough knowledge in the formation and administration of major infrastructure projects.</li>

<li>Knowledge of when to engage legal counsel.</li>
