Primary Purpose:Ensure that the right materials are available at the right time and in the right quantity to meet production schedules, by balancing supply and demand and minimizing costs associated with excess inventory or shortages.<br>Key Accountabilities: Analyze production and maintenance schedules to determine material needs. المسؤوليات الرئيسية :<br>تقديم الاستشارات الفنية والاستراتيجية للجهة المالكة خلال جميع مراحل الدراسات والتخطيط والتصميم.مراجعة وتقييم منهجيات العمل، وخطط التنفيذ، والبرامج الزمنية المقدمة من الاستشاري، وإبداء الرأي الفني بشأنها.إجراء مراجعات تصميم مستقلة لجميع المخرجات التصميمية قبل الانتقال بين مراحل المشروع.مراجعة الدراسات والتقارير والمخططات والمواصفات الفنية، والتحقق من اكتمالها وجودتها ومدى توافقها مع أهداف المشروع.مراجعة وتقييم البدائل التخطيطية والتصميمية من الجوانب الفنية والتشغيلية والاقتصادية، وتقديم التوصيات اللازمة.التحقق من تكامل التخصصات المختلفة، والتأكد من خلو المخرجات من التعارضات وتحقيق التكامل بين الأنظمة.مراجعة مدى توافق المخرجات مع متطلبات الجهة المالكة والأنظمة واللوائح والكودات المعمول بها، وأفضل الممارسات والمعايير الدولية.التحقق من دمج متطلبات التشغيل والصيانة والاستدامة وإدارة المخاطر والمرونة التشغيلية ضمن الحلول التصميمية.مراجعة طلبات التغيير، وتقييم مبرراتها الفنية، وتحليل أثرها على الجودة والتكلفة ونطاق المشروع والبرنامج الزمني.مراجعة وثائق الطرح، بما في ذلك المخططات والمواصفات الفنية وجداول الكميات، والتأكد من جاهزيتها قبل الطرح.مراجعة المخاطر الفنية للمشروع، واقتراح الحلول والإجراءات الوقائية المناسبة.تقديم الرأي الفني المستقل لدعم الجهة المالكة في اتخاذ القرارات الاستراتيجية المتعلقة بالمشروع.مراجعة الأداء الفني للاستشاريين، ورفع التوصيات اللازمة لتحسين جودة المخرجات.المشاركة في الاجتماعات الفنية وورش العمل مع الجهات ذات العلاقة، وتمثيل الجهة المالكة في الجوانب الفنية.إعداد التقارير الفنية الدورية، ورفع التوصيات المتعلقة بالتقدم والمخاطر والتحديات وفرص التحسين.نقل أفضل الممارسات والخبرات الدولية إلى فريق الجهة المالكة، والمساهمة في تطوير القدرات الفنية.<br>المؤهلات والمتطلبات :<br>درجة البكالوريوس في الهندسة، أو الهندسة المعمارية، أو الهندسة المدنية، أو التخطيط الحضري، وما يعادلها.يفضل الحصول على درجة الماجستير في أحد التخصصات ذات العلاقة.خبرة لا تقل عن (15) عاماً في التخطيط والتصميم وإدارة المشاريع الكبرى، تشمل خبرة في تقديم الاستشارات الفنية للجهات المالكة أو الجهات الحكومية.خبرة مثبتة في مراجعة واعتماد التصاميم متعددة التخصصات، وإجراء المراجعات التصميمية المستقلة للمشاريع الاستراتيجية.خبرة سابقة في مشاريع مماثلة، أو مشاريع البنية التحتية الاستراتيجية، أو مشاريع إدارة الطوارئ، أو المشاريع الإنسانية والتنموية، أو المشاريع الحكومية المعقدة.يفضل وجود خبرة عملية مع منظمات دولية، أو وكالات أممية، أو مكاتب استشارية عالمية، أو جهات حكومية في مشاريع استراتيجية.معرفة متقدمة بالكود السعودي للبناء، والأنظمة واللوائح ذات العلاقة، وأفضل الممارسات والمعايير الدولية في التخطيط والتصميم وإدارة المشاريع.يفضل الحصول على شهادة مهنية مثل (PMP) أو أي شهادة معتمدة في إدارة المشاريع أو إدارة التصميم أو المجالات ذات العلاقة.مهارات عالية في التحليل الفني، وإدارة المخاطر، وإعداد التقارير التنفيذية، وإدارة أصحاب المصلحة، وقيادة فرق العمل متعددة التخصصات.<br>المهارات والكفاءات<br>التفكير الاستراتيجي واتخاذ القرار.التحليل الفني وحل المشكلات.إدارة المخاطر والجودة.مهارات التواصل والعرض والإقناع.إدارة أصحاب المصلحة.القيادة والتنسيق بين التخصصات المختلفة.إعداد التقارير التنفيذية ورفع التوصيات.
