<p><b>Key Responsibilities:</b></p><ul><li>Monitor contractors delivering dam operations and maintenance projects.</li><li>Supervise civil maintenance, repair, rehabilitation and improvement works at assigned facilities.</li><li>Inspect dam structures, embankments, spillways, outlet structures, channels, drainage systems and associated civil assets.</li><li>Monitor concrete, earthworks, masonry, drainage, road, fencing and structural-repair activities.</li><li>Review the condition of dam crests, slopes, foundations, abutments, access roads and downstream structures.</li><li>Identify cracking, erosion, settlement, deformation, seepage, surface deterioration and other civil defects.</li><li>Record inspection findings and recommend corrective, preventive or rehabilitation measures.</li><li>Review contractors drawings, method statements, material submissions, inspection plans and work procedures.</li><li>Verify that works are performed in accordance with approved drawings, specifications and instructions.</li><li>Review repair proposals for concrete defects, cracks, joints, drainage systems, slopes and protective works.</li><li>Monitor grouting, crack treatment, waterproofing, concrete repair and erosion-control works where applicable.</li><li>Verify the suitability and quality of construction materials used at site.</li><li>Witness inspections, field tests, material tests and completion assessments.</li><li>Review inspection requests, test results, non-conformance reports and corrective-action records.</li><li>Monitor workmanship and ensure that defects and outstanding items are corrected.</li><li>Track activity schedules and verify implementation against approved plans and contractual milestones.</li><li>Review daily, weekly and monthly work programs and identify delays, constraints and resource shortages.</li><li>Monitor contractor manpower, materials, equipment and site productivity.</li><li>Coordinate with contractors and stakeholders to maintain efficient and uninterrupted execution.</li><li>Coordinate civil works with mechanical, electrical, hydraulic, geotechnical, environmental, quality and HSE teams.</li><li>Participate in progress, technical, coordination and performance-review meetings.</li><li>Support the verification of completed quantities and provide technical input to payment assessments.</li><li>Assist in reviewing variations, additional works and claims related to civil activities.</li><li>Monitor project and operational risks and recommend appropriate mitigation measures.</li><li>Ensure that work areas are safely accessed and that applicable permit-to-work requirements are followed.</li><li>Participate in testing, commissioning, handover and close-out inspections.</li><li>Review as-built drawings, completion records, warranties and O&M documentation.</li><li>Maintain accurate records of site activities, inspections, progress, defects and corrective actions.</li><li>Prepare technical reports on system condition, project progress and contractor performance.</li><li>Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.</li><li>Present civil-work findings, risks, delays and recommendations to project management.</li><li>Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.</li><li>Attend meetings, inspections and site visits anywhere in Saudi Arabia as required.</li><li>Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Bachelor s degree in Civil Engineering or a closely related discipline from a recognized university.</li><li>Minimum 8 years of professional experience coordinating and integrating civil works.</li><li>Previous experience with dam facilities is required.</li><li>Experience supervising civil O&M, repair, rehabilitation or infrastructure works.</li><li>Knowledge of dam structures, embankments, spillways, outlets, drainage systems and related civil assets.</li><li>Experience identifying and assessing cracks, settlement, erosion, seepage and surface deterioration.</li><li>Ability to review civil drawings, technical specifications, method statements and inspection plans.</li><li>Experience monitoring contractors, site progress, workmanship and material quality.</li><li>Familiarity with concrete repair, earthworks, drainage, slope protection and rehabilitation activities.</li><li>Knowledge of applicable Saudi codes and recognized civil engineering standards.</li><li>Strong site-inspection, technical-reporting, coordination and problem-solving capabilities.</li><li>Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.</li></ul>
About the Role<br>Prepare accurate cost estimates for Glass Reinforced Concrete (GRC) products and projects, from raw material takeoffs through fabrication and installation, supporting competitive and profitable bids for the GRC factory.<br><br>Responsibilities<br>Review tender drawings, specifications, and BOQs to prepare detailed quantity takeoffs for GRC panels, cladding, and architectural precast elements. Develop cost estimates covering raw materials (cement, glass fiber, admixtures), moulds, labor, production overheads, transportation, and installation. Source and evaluate supplier and subcontractor quotations for materials and specialized works. Analyze technical drawings to determine panel sizes, mix designs, mould requirements, and reinforcement details. Prepare bid summaries, cost comparisons, and value engineering recommendations. Liaise with design, production, and procurement teams to validate quantities and specifications. Track actual production costs against estimates and update historical cost databases. Support contract negotiations by providing cost breakdowns and clarifications. Maintain estimating records and ensure compliance with company estimating procedures.<br><br>Qualifications<br>Bachelor's degree in civil engineering, Architectural Engineering, or a related field.3–6 years of estimating experience, ideally within GRC, precast concrete, or facade/cladding manufacturing. Strong knowledge of GRC materials, mix design principles, and production processes. Proficiency in Auto CAD, MS Excel, and estimating software. Solid understanding of BOQ preparation, takeoff methods, and cost analysis. Strong analytical skills and attention to detail.
