<p>JOB SUMMARY Functions as the strategic business leader of the property's Rooms department. Responsible for planning, developing, implementing and evaluating the quality of property s rooms. Position works with direct reports to develop and implement departmental strategies and ensures implementation of the brand service strategy and brand initiatives. The PMO project role would be based full-time in the Client’s offices in Riyadh, KSA.</p><br><br><br><p><b>Job Purpose</b></p><br><br><br><p>The Senior Testing and Commissioning Manager is responsible for coordinating with Project Management Consultants (PMCs) and contractors for planning, coordinating, and leading progressing testing and commissioning regimes concluding with transfer of completed assets to End-users / Operators and Maintainers ensuring safe, efficient, and compliant system handover from Construction to Operations.</p><br><br><br><p>The role provides technical leadership during pre-commissioning, commissioning, start-up, performance testing, and handover phases, ensuring that systems are tested, commissioned, and integrated in accordance with project specifications, operational requirements, HSE standards, and Client expectations.</p><br><br><br><p>The position serves as the focal point between Engineering, Construction, Commissioning, Operations, Vendors, and Client representatives throughout project execution.</p><br><br><br><p><b>Key Responsibilities</b></p><br><br><br><p><b>Commissioning Leadership</b></p><br><br><br><p>Lead systems FLS, mechanical, electrical, and plumbing commissioning activities from system completion through start-up and final handover.</p><br><br><p>Develop and implement commissioning strategies, execution plans, procedures, and schedules.</p><br><br><p>Coordinate multidisciplinary commissioning activities to ensure seamless system integration.</p><br><br><p>Coordinate among numerous PMCs and contractor personnel.</p><br><br><p>Ensure commissioning targets and project milestones are achieved safely and efficiently.</p><br><br><br><p><b>Pre-Commissioning Management</b></p><br><br><p>Plan and supervise pre-commissioning activities including:</p><br><br><p>Mechanical Completion Verification</p><br><br><p>System Walkdowns</p><br><br><p>Line Checking</p><br><br><p>Flushing and Systems</p><br><br><p>Mechanical Packages</p><br><br><p>Firewater Systems</p><br><br><p>HVAC Mechanical Systems</p><br><br><br><p><b>Start-Up & Operational Readiness</b></p><br><br><p>Lead system energization and start-up activities.</p><br><br><p>Develop commissioning sequences and start-up procedures.</p><br><br><p>Coordinate operational readiness reviews.</p><br><br><p>Support performance testing and system acceptance activities.</p><br><br><p>Ensure all systems meet design intent and operational requirements.</p><br><br><p>Facilitate smooth transfer of facilities to Operations.</p><br><br><br><p><b>Interface & Coordination</b></p><br><br><p>Coordinate with Engineering, Construction, QA/QC, Operations, HSE, Vendors, and Client teams.</p><br><br><p>Participate in commissioning meetings, readiness reviews, and management progress sessions.</p><br><br><p>Interface with package vendors during testing, start-up, and troubleshooting activities.</p><br><br><p>Resolve technical issues impacting commissioning schedules and system performance.</p><br><br><p><b>Mechanical Completion & Handover</b></p><br><br><p>Manage Mechanical Completion (MC) activities and certification processes.</p><br><br><p>Review and verify system completion dossiers.</p><br><br><p>Ensure timely closure of punch items and deficiencies.</p><br><br><p>Coordinate turnover packages and handover documentation.</p><br><br><p>Facilitate Final Acceptance and project close-out activities.</p><br><br><br><p><b>HSE Responsibilities</b></p><br><br><p>Ensure all commissioning activities comply with project HSE requirements and company procedures.</p><br><br><p>Lead commissioning risk assessments, operations reviews, and Job Safety Analysis (JSA) activities.</p><br><br><p>Ensure proper implementation of Permit-to-Work (PTW) systems.</p><br><br><p>Promote a strong safety culture during commissioning and start-up phases.</p><br><br><p>Participate in incident investigations and implementation of corrective actions.</p><br><br><br><p><b>Quality Assurance</b></p><br><br><p>Verify compliance with project specifications, commissioning procedures, and industry standards.</p><br><br><p>Review test records, commissioning reports, and completion documentation.</p><br><br><p>Ensure proper documentation of commissioning results and system performance.</p><br><br><p>Support quality audits and client inspections.</p><br><br><p>Ensure accurate as-built and turnover records are maintained.</p><br><br><br><p><b>Qualifications & Experience:</b></p><br><br><p><b>Education</b></p><br><br><p>Bachelor's Degree in Mechanical Engineering or related Engineering discipline.</p><br><br><br><p><b>Preferred Certifications</b></p><br><br><p>PMP Certification</p><br><br><p>NEBOSH or Equivalent HSE Certification</p><br><br><br><p><b>Experience</b></p><br><br><p>Minimum 10 years of experience in FLS, Mechanical, Electrical and Plumbing Commissioning within infrastructure and buildings projects.</p><br><br><p>Minimum 5 years in a Lead Commissioning Engineer or Senior Commissioning role.</p><br><br><p><b>Proven experience in:</b></p><br><br><p>Utility Systems</p><br><br><p>Mechanical JOB SCOPE :Accountable for IT function end-to-end in the KSA – Cluster 2 lounges Responsible for project management for the delivery of IT capabilities needed in coordination with HQ IT, business partner IT and local vendors (including IT network and infrastructure, and business applications) for all new business development projects such as new outlets opening and new B2B partnership opportunities. Responsible for providing a high level of operational availability and stability, high level IT support services to guests and staff as well as coverage for the computer systems, data, either on site or remote, including some evenings, weekends and holidays depending on business needs. JOB RESPONSIBILITIES:Management and support scope to locations across KSAregion Responsible for managing the day-to-day IT function in the lounges and offices, providing support and leadership to the Management team, including organizing and implementing the IT strategic plan. In collaboration with HQ IT teams and lead the delivery & support of all IT initiatives (global and local) in the region, ensure proper project management and change control processes are followed, and approved budget are managed, to enable the Region business strategies and plan. Oversee the ongoing operations of all IT solutions and services in the region to ensure they meets the needs of the business, and all SLAs are met by ensuring timely problem resolution and providing excellent customer service Install, support and maintain computer hardware, network and software infrastructure as needed Ensure all computer systems are functioning properly including file servers, data backup, database servers, POS terminals, CCTV, internet connection, PA System, WAN and VPN connection Ensured competitive costs for systems and services through adept negotiation and by developing beneficial business relationships with vendors. Analyze computer / IT problems reported and recommend corrective, preventive and improvement measures Maintain proper administration records of IT equipment inventory, application software inventory, software licenses, IT equipment movement, networking & other IT related information Provide training, guidance, and support to end users Perform any ad hoc IT duties as assigned JOB REQUIREMENTS:Degree holder in Computer Science, Information Technology or related disciplines;Minimum 6 years of relevant experience in IT services and project management preferably with hospitality industry experience Familiar with Windows operation systems and office applications Hands-on experience in TCP/IP Networking, Basic Firewall, VPN, WAN/LAN network security Good communication skills, including verbal and writing skills Good organizational and management skills Positive attitude, Self-motivated, High sense of responsibility Ability to work independently on complex tasks Problem solving ability Fluency in English; proficiency in Arabic is an advantage.
