<p><h4>General description of role and responsibilities:</h4>
<p>The contracts management department manager – HQ is responsible for establishing and leading the centralized contracts management function, ensuring all contracts across clusters and business units comply with client requirements, PMM procedures, and Saudi procurement regulations. The role oversees the full contract lifecycle—including performance, payments, change management, claims, and close-out—while supporting bid evaluations, contract formation, and maintaining approved vendor lists. With extensive experience, the position also focuses on team leadership, capability development, and knowledge transfer, while providing strategic oversight on contract risks, negotiations, and dispute resolution to ensure consistent and effective project delivery across the organization.</p>

<p>Prepare the contracts management section knowledge transfer program, which includes comprehensive on-the-job learning.</p>
<p>Review change requests and claims and recommend them for approval.</p>
<p>Supporting other departments with contracts formation and management services (i.e. templates for consultants’ services contracts, general engineering services contracts, etc.).</p>
<p>Maintain a consolidated list of approved contractors, consultants, and suppliers.</p>
<p>Support in reviewing the commercial part of the bid packages.</p>
<p>Monitor the adherence of contracts to the government and client’s contractual and procurement regulations.</p>
<p>Ensure proper implementation of project close-out processes and procedures according to PMM.</p>
<p>Review project suspension and withdrawal requests and recommend for approval.</p>
<p>Informs themselves of the relevant quality, environmental, safety, and occupational health policies, as well as manuals and procedures within the organization, and ensures continued compliance with these requirements while employed.</p>

<h4>Qualifications, experience, knowledge and skills:</h4>

<li>Bachelor’s degree in engineering from an accredited university.</li>
<li>Minimum 20 years’ experience in contract management, including overall responsibility for contract management on large-scale projects.</li>
<li>Experience with the Kingdom of Saudi Arabia procurement law.</li>
<li>Direct experience in managing workload distribution, execution of work, and personnel management.</li>
<li>Formation and administration of (sub) contracts: pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring contractor performance, back charges, resolution of claims and disputes.</li>
<li>Technical and administrative knowledge of engineering and construction industry contracting practices, government and commercial procurement regulations and practices, policies, procedures, and work practices.</li>
<li>Demonstrated experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning, and scheduling.</li>
<li>Thorough knowledge of prime contracts management administration as well as (sub) contract formation and administration, execution office and field procedures and documents relating to a multi-discipline construction project.</li>

<span>About the Role We are looking for an experienced Program Manager to lead strategic customer engagements across our software delivery portfolio.<br> Sitting at the intersection of delivery governance, client relationship management, and commercial oversight , the Program Manager will lead multiple concurrent projects, mentor a team of Project Managers, and act as a trusted partner to enterprise clients — particularly within the telecom and government sectors in the Kingdom of Saudi Arabia.<br> Key ResponsibilitiesProgram Governance & Delivery • Oversee end-to-end delivery across assigned programs, monitoring scope, schedule, budget, and quality against contractual commitments.<br> • Maintain a consolidated program-level RAID log and provide the PMO Head with a clear view of risks and exposure.<br> • Ensure delivery teams follow the company's methodology, stage gates, and change control processes.<br> • Coordinate cross-project resource allocation and resolve dependencies across teams.<br> Client & Stakeholder Management • Act as the primary escalation point above the Project Manager level and own steering committee-level relationships.<br> • Ensure a consistent engagement narrative across projects within the same customer account.<br> • Lead executive-level reporting and presentations, communicating program health, risks, and decisions with clarity.<br> Commercial Oversight • Support the review of contract renewals, amendments, change requests, and commercial terms before client commitments.<br> • Partner with Sales, Presales, and Finance to ensure scope, SLAs, and pricing are properly structured.<br> • Highlight commercial exposure and support mitigation planning.<br> Team Leadership & PMO Contribution • Coach and support Project Managers , remove blockers, and grow team capability.<br> • Drive adoption of SDLC and CI/CD best practices across delivery workstreams.<br> • Contribute to continuous improvement of PMO tools, templates, and governance frameworks.<br> • Deliver weekly program updates and monthly reviews focused on decisions, risks, and financial health.<br> Qualifications & RequirementsEducation • Bachelor's degree in Engineering, Computer Science, Information Systems, or a related field , or equivalent professional experience.<br> Experience • 15+ years of overall professional experience in IT services, software delivery, or technology consulting.<br> • 8+ years in a project or program management capacity with delivery accountability.<br> • Experience managing multiple concurrent software delivery projects in enterprise environments.<br> • Preference for candidates with prior experience working with or delivering into stc or similar large telecom/government accounts in KSA.<br> Technical Knowledge • Working knowledge of SDLC methodologies — Agile, Scrum, and Waterfall.<br> • General understanding of CI/CD and DevOps practices .<br> • Exposure to enterprise platforms such as CRM, ERP, integration/middleware, mobile, or digital experience solutions .<br> • Comfort with RAID management and governance reporting .<br> Certifications (Preferred, Not Mandatory) • PMP or equivalent project management certification is preferred.<br> • PgMP, PRINCE2, SAFe, or CSM are a plus.<br> Skills & Competencies • Strong stakeholder management and executive communication in Arabic and English .<br> • Practical commercial awareness and early risk identification.<br> • Structured thinker able to translate complex program data into decision-ready summaries.<br> • Collaborative, mentoring-oriented leadership style across Delivery, Sales, Presales, and Finance.<br> Why Join Us • Lead flagship engagements with top-tier KSA telecom, government, and enterprise clients.<br> • Collaborative PMO culture built on governance discipline and delivery excellence .<br> • Clear growth path into senior PMO and portfolio leadership roles.<br> Reports To: Head of PMO Function: Program & Delivery Management</span> </div><h2 data-automation-id="subHeaderPreferredCandidate" class="h5">
