<p>JOB PURPOSE / OBJECTIVE </p><br><p>Lead, plan, and manage all mechanical commissioning activities across installation, testing, and system-readiness phases for mechanical, marine, propulsion, and drilling equipment on offshore jack-up rigs, to ensure full compliance with project specifications, class requirements (ABS/DNV), and offshore regulatory standards, ultimately delivering a safe, fully operational, and acceptance-ready rig for final handover and deployment. The position provides technical leadership to commissioning teams and acts as a primary interface between construction, engineering, vendors, and the client. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>Job Purpose</b> The Data Management Specialist is responsible for implementing, configuring, and supporting enterprise Data Management solutions, including Data Governance, Data Catalog, Metadata Management, Data Quality, and Data Classification. The role ensures successful onboarding of data assets into governance platforms, maintains metadata integrity, enables data quality monitoring, and supports compliance with organizational policies and regulatory frameworks such as SDAIA, NDMO, and PDPL. The specialist will work closely with business stakeholders, Data Stewards, Data Custodians, and technical teams to ensure effective implementation, operation, and continuous improvement of enterprise data management capabilities throughout the project lifecycle.</p><p>Key Responsibilities</p><ul><li><strong>Data Catalog & Metadata Management</strong> Implement, configure, and maintain enterprise Data Catalog solutions. Ensure all enterprise data assets are inventoried, classified, documented, and governed within the Data Catalog. Develop and maintain metadata models, taxonomies, business glossaries, and metadata standards. Configure metadata harvesting, lineage, and synchronization across enterprise data sources. Support business and technical teams in maintaining accurate metadata and improving data discoverability. Configure and manage workflows supporting metadata management and data classification. Ensure classification labels and metadata standards are consistently applied across data assets.</li><li><strong>Data Governance</strong> Configure and administer Data Governance tools, workflows, dashboards, and policy enforcement mechanisms. Support implementation of enterprise Data Governance policies, standards, and procedures. Collaborate with Data Owners, Data Stewards, and Custodians to operationalize governance processes. Monitor governance compliance and generate governance metrics and reports. Maintain governance documentation in accordance with organizational standards. Support implementation of data ownership, stewardship, and accountability models.</li><li><strong>Data Quality Management</strong> Conduct enterprise-wide data profiling and quality assessments using approved Data Quality platforms. Configure and administer Data Quality tools for profiling, validation, monitoring, and issue management. Design, implement, and maintain business and technical Data Quality rules. Develop automated Data Quality controls, monitoring jobs, alerts, and exception management processes. Monitor Data Quality KPIs and produce dashboards, scorecards, and management reports. Collaborate with business teams to implement remediation and cleansing initiatives. Support continuous improvement of enterprise Data Quality processes. Integrate Data Quality capabilities with Metadata Management and Data Governance platforms.</li><li><strong>Compliance & Regulatory Support</strong> Ensure compliance with SDAIA, NDMO, PDPL, and organizational data management standards. Support implementation of enterprise data classification requirements. Ensure governance controls align with applicable regulatory requirements. Assist in internal and external audits related to Data Governance and Data Quality.</li><li><strong>Stakeholder Engagement & Knowledge Transfer</strong> Work collaboratively with business and technical stakeholders throughout the project lifecycle. Deliver user enablement sessions and technical training on Data Governance and Data Quality tools. Support adoption of enterprise data management practices across business units. Prepare technical documentation, operating procedures, implementation guides, and knowledge transfer materials.</li></ul><p>Qualifications & Experience</p><ul><li><strong>Education</strong> Bachelor's degree in Computer Science, Information Management, Information Systems, Data Science, or a related discipline.</li><li><strong>Experience</strong> Minimum 5 years of hands-on implementation experience in one or more of the following: Data Governance, Data Quality, Metadata Management, Data Catalog, Data Privacy, Enterprise Data Management initiatives. Experience implementing enterprise Data Governance and Data Quality solutions across large organizations. Experience supporting enterprise data governance operating models and regulatory compliance initiatives.</li><li><strong>Mandatory Skills</strong> Strong Arabic and English communication skills (written and verbal). Strong understanding of enterprise Data Management principles. Experience with Metadata Management and Data Catalog implementation. Strong understanding of Data Governance frameworks. Knowledge of Data Quality methodologies and implementation. Experience with data profiling, cleansing, monitoring, and remediation. Understanding of data lineage and metadata management. Excellent analytical and problem-solving skills. Strong documentation and stakeholder management skills.
