<b>Job Description</b>Overview<p>This is a Quality Assurance and Quality Control (QA/QC) position responsible for overseeing quality management systems, contract compliance, inspections, testing activities, and adherence to international construction standards across high-rise residential, commercial, mixed-use, hospitality, and building infrastructure projects. The role requires strong technical expertise in building construction, leadership in quality systems implementation, and the ability to effectively coordinate with contractors, consultants, suppliers, and project stakeholders to ensure successful project delivery.</p><br>Your role<ul><li><p>Understands the requirements of construction contracts, specifications, Requests for Proposal (RFP), and Tender Documents related to building and high-rise construction projects.</p><br></li><li><p>Prepares clear and concise quality reports, inspection reports, audit findings, non-conformance reports (NCRs), corrective action reports (CARs), and technical correspondence.</p><br></li><li><p>Monitors QA/QC aspects of civil, structural, architectural, and MEP construction activities to ensure compliance with project specifications, approved shop drawings, codes, and standards.</p><br></li><li><p>Reviews and evaluates contractor and subcontractor Quality Management Systems (QMS), Inspection and Test Plans (ITPs), Method Statements, and Quality Control Procedures.</p><br></li><li><p>Conducts surveillance inspections and audits to verify compliance with project requirements, ISO standards, and approved quality procedures.</p><br></li><li><p>Reviews material submittals, technical data sheets, samples, mock-ups, and supplier qualifications for compliance with project specifications.</p><br></li><li><p>Ensures that incoming materials, construction works, and completed installations conform to approved standards and project requirements.</p><br></li><li><p>Reviews and interprets drawings, specifications, BOQs, method statements, IFC drawings, technical standards, and applicable local authority regulations.</p><br></li><li><p>Conducts and documents inspections for structural concrete works, reinforcement installation, steel structures, waterproofing, façade systems, architectural finishes, MEP installations, and fit-out works.</p><br></li><li><p>Coordinates with consultants, contractors, testing laboratories, and suppliers to ensure timely inspections and approvals.</p><br></li><li><p>Monitors implementation of corrective and preventive actions associated with quality deficiencies and non-conformance reports.</p><br></li><li><p>Leads internal and external quality audits and assesses contractor compliance with project quality requirements and ISO 9001 standards.</p><br></li><li><p>Participates in project meetings and provides updates regarding quality performance, quality issues, risks, and mitigation plans.</p><br></li><li><p>Monitors The successful candidate will be responsible for monitoring the installation, inspection, testing, commissioning, and handover of mechanical systems, ensuring compliance with approved design documents, specifications, applicable codes and standards, project requirements, and aviation operational requirements.<br><br>The role requires strong site supervision and coordination skills, with the ability to manage interfaces between mechanical works, architectural, structural, electrical, ICT, ELV, fire protection, and other specialist systems while maintaining the required quality, safety, and technical standards.<br><br>Key Responsibilities<br><br>• Supervise and monitor the Contractor’s mechanical installation works to ensure compliance with approved drawings, specifications, method statements, ITPs, and project requirements.<br><br>• Conduct regular site inspections and verify that mechanical works are executed in accordance with approved documentation and applicable standards.<br><br>• Review and monitor installation of mechanical systems, equipment, materials, and associated works.<br><br>• Identify construction issues, technical discrepancies, and interface conflicts and coordinate their timely resolution.<br><br>• Monitor site progress and provide regular updates on mechanical works, key activities, risks, and constraints.<br><br>• Supervise mechanical systems including but not limited to HVAC, plumbing, and firefighting system also coordinating seamless integration of mechanical system with project BMS.<br><br>• Verify equipment installation, alignment, access, maintainability, and compliance with approved requirements.<br><br>• Review shop drawings, material submittals, technical submissions, method statements, RFIs, inspection requests, and other Contractor submissions.<br><br>• Coordinate mechanical works with architectural, structural, electrical, ICT, ELV, fire and life safety, and specialist systems.<br><br>• Review and monitor builders’ work requirements, penetrations, sleeves, equipment bases, shafts, access requirements, and service routes.<br><br>• Ensure appropriate coordination of mechanical systems within congested areas and critical facilities.<br><br>• Support the resolution of technical queries and design/construction interfaces with the Designer and Contractor.<br><br>• Monitor the Contractor’s compliance with approved quality procedures, ITPs, inspection requirements, and project specifications.<br><br>• Witness inspections, testing, and factory/site acceptance activities as required.<br><br>• Identify non-conforming works and support the issuance and close-out of NCRs, observations, and corrective actions.<br><br>• Verify that approved materials and equipment are used and properly installed.<br><br>• Maintain appropriate records of inspections, testing, approvals, and site observations.<br><br>• Monitor and witness testing and commissioning of mechanical systems and equipment.<br><br>• Review testing and commissioning procedures, plans, and results.<br><br>• Review O&M manuals, as-built drawings, warranties, test certificates, and other handover documentation.<br><br>• Support snagging, final inspections, completion activities, and handover of mechanical systems.<br><br>• Coordinate mechanical works within airside and landside.<br><br>• Ensure construction activities do not adversely affect existing operations.<br><br>• Support ORAT activities related to mechanical systems, equipment, maintainability, and operational readiness.<br><br>• Participate in progress, technical, coordination, and construction meetings.<br><br>• Prepare site inspection reports, progress updates, technical observations, and other required PMC documentation.<br><br>• Coordinate with the PMC Project Manager, MEP team, QA/QC, HSE, planning, commercial, and other discipline teams.<br><br>• Monitor outstanding technical and construction issues and follow up on their timely resolution.<br><br><br><br>Qualifications<br><br>• Bachelor’s degree in mechanical engineering or related discipline.<br><br>• 10+ years of relevant experience in mechanical construction supervision, preferably within major building, infrastructure, or aviation projects.<br><br>• Proven experience in airport/aviation projects is highly preferred.<br><br>• Experience in PMC, consultancy, Client representative, or construction supervision roles.<br><br>• Strong knowledge of HVAC, plumbing, firefighting, mechanical equipment, and associated building services.<br><br>• Experience in testing, commissioning, snagging, handover, and close-out of mechanical systems.<br><br>• Experience reviewing technical submissions, shop drawings, material submittals, method statements, ITPs, and RFIs.<br><br>• Good knowledge of applicable international standards, codes, specifications, and project requirements.<br><br>• Experience working in multidisciplinary and technically complex project environments.<br><br>• Knowledge of airport operational, safety, and security requirements is an advantage.<br><br>• Experience with ORAT, operational readiness, or airport transition activities is preferred.<br><br>• Proficiency in Revit, CAD software (Auto CAD), document control systems (Aconex), and MS Office.<br><br>• Excellent written and verbal communication skills in English; Arabic language skills are a plus.<br><br>• Excellent communication, coordination, reporting, and problem-solving skills.<br><br>• Ability to manage multiple contractors, interfaces, and priorities within a demanding project environment.<br><br>• Excellent analytical and problem-solving skills with a detail-oriented approach<br><br>• Understanding of sustainable construction practices and their application within project delivery.<br><br>• Project Management Professional (PMP) certification is a plus.<br><br>• Ability to work efficiently in a fast-paced, dynamic environment.

The Proposal Engineer is responsible for preparing accurate and competitive cost estimates for project bids. This role involves analyzing project scope requirements, coordinating with various departments as required, and ensuring that all technical and financial aspects of the proposal are aligned with client specifications and industry standards. The Proposal Engineer will be embedded in the Engineering Operations team and will co-ordinate with the Kent proposals group as required to ensure Kent procedures and Governance is adhered to.
