Previous Middle East and Saudi Arabia project experience is highly preferred.<br>Key Responsibilities Manage procurement activities for civil and structural materials, equipment, and subcontract packages in accordance with project schedules and specifications. Review technical specifications, drawings, BOQs, and material requisitions to ensure accurate procurement planning. Prepare and issue RFQs, evaluate technical and commercial proposals, and participate in supplier negotiations. Coordinate with engineering, planning, construction, and commercial teams to identify procurement priorities and project requirements. Conduct technical bid evaluations and ensure compliance with project specifications, quality standards, and contractual requirements. Source and prequalify suppliers, manufacturers, and subcontractors for concrete, steel structures, precast elements, reinforcement, aggregates, and other civil works materials. Monitor procurement schedules and ensure timely delivery of materials and services to meet project milestones. Track procurement status, supplier performance, and delivery progress, and provide regular reports to project management. Review material submittals, technical datasheets, certifications, and compliance documentation prior to procurement approval. Support value engineering initiatives and identify opportunities for cost optimization without compromising quality and project requirements. Coordinate logistics, expediting activities, inspections, and material approval processes. Ensure procurement activities comply with company procedures, project policies, and contract requirements.

Work on landmark projects around the world and embrace opportunities to make an even bigger impact in the communities you care about.</p><p><strong>Quality Assurance & Compliance</strong></p><ul><li>Implement and monitor the project s Quality Management System (QMS) in line with client and consultant standards.</li><li>Review and approve Contractor s Quality Control procedures, ITPs, method statements, and material submissions.</li><li>Ensure compliance with project specifications, drawings, and international standards (e.g., ASTM, AASHTO, BS).</li><li>Conduct regular audits, inspections, and quality walkthroughs on-site.</li></ul><p><strong>Construction Supervision</strong></p><ul><li>Oversee quality aspects of roadworks, earthworks, drainage, utilities, pavement layers, asphalt works, and structures related to the highway.</li><li>Verify material testing results, laboratory reports, and ensure all tests are performed as per standards.</li><li>Monitor workmanship quality and highlight any non-conformities or deviations.</li></ul><p><strong>Documentation & Reporting</strong></p><ul><li>Maintain detailed and accurate quality records, NCRs, CARs, inspection logs, and test reports.</li><li>Prepare weekly and monthly QA/QC reports for internal and client review.</li><li>Follow up with the contractor to ensure timely closure of NCRs and corrective actions.</li></ul><p><strong>Coordination & Communication</strong></p><ul><li>Coordinate with REs, discipline engineers, the Contractor s QA/QC team, and the client regarding quality issues.</li><li>Provide technical support and guidance to site inspectors to enhance quality monitoring.</li><li>Participate in progress, technical, and quality meetings.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Bachelor s Degree in Civil Engineering or related discipline.</li><li>12+ years of experience in QA/QC for highways/road construction projects.</li><li>Prior experience working with engineering supervision consultants in KSA is highly preferred.</li><li>Strong knowledge of highway materials, QA/QC procedures, test requirements, and international standards.</li><li>Experience with large-scale infrastructure or expressway projects.</li><li>Strong report writing, communication, and coordination skills.</li></ul><p></p></section>
