<p>Role Summary</p><p>Leadership of the complete execution of a major infrastructure contract for the management of traffic flow at a 24/7 site as part of a large-scale project, which includes several intersections equipped with traffic lights and controlled access gates. The project manager will bear full responsibility for operational performance, contractual compliance, and the relationship with the main contractor/consortium, as well as managing a field workforce of multiple suppliers exceeding 30 personnel.</p><p>Main Responsibilities:</p><p>Operations and Implementation</p><ul><li>Management of traffic operations at the site through shared intersections and access gates, ensuring continuous coverage with three suppliers without interruption.</li><li>Approval and monitoring of the supply schedule and resource allocation, ensuring compliance with Saudi labor regulations (including working hours restrictions).</li><li>Supervision of the deployment and maintenance of traffic control devices (signals, panels, barriers, energy systems, and barriers).</li></ul><p>Contractual and Commercial Aspects</p><ul><li>Management of the scope of the contract and its deliverables and payment certificates (milestones), ensuring compliance of quantities and items with the site agreement.</li><li>Preparation of change order requests and extension requests and correspondence with the main contractor and defending them in a documented manner based on evidence.</li></ul><p>Labor Management and Stakeholders</p><ul><li>Representation of the company as the primary point of contact with the project manager and the contractor’s implementation manager, and the project management office at the site, and the representatives of the consultancy.</li><li>Attendance at progress meetings and safety committees and coordination sessions, ensuring approvals are secured in a timely manner for traffic management plans (TMP) and method statements.</li></ul><p>Safety and Health Compliance</p><ul><li>Enforcement of project-specific safety requirements, adherence to traffic management plans, and safe working practices for workers in traffic environments.</li><li>Maintaining compliance with incident reporting and investigation procedures and implementing corrective actions.</li></ul><p>Individual Management and Reporting</p><ul><li>Leadership of the associated engineers and site supervisors and managing attendance systems and additional work and compliance and performance evaluation.</li><li>Providing daily, weekly, and monthly operational reports supported by documented evidence and performance indicators.</li></ul><p><br></p><p><br></p> </div><h2 class="h5">Skills</h2>
<div data-jb-field="skills"><ul><li>Bachelor's degree in Civil Engineering (preferably specializing in transportation / roads / traffic)</li><li><b>10 years minimum experience</b> post-graduation.</li><li>Membership in the Saudi Council of Engineers is mandatory.</li><li>Fluency in Arabic and English (writing and speaking).</li><li>Valid Saudi driving license; residency permit required for non-Saudis.</li><li>Design, implementation, and field verification of traffic management plans (TMP) according to the standards of the Ministry of Transport and the General Authority for Roads and project specifications.</li><li>Management of the contract scope and preparation of deliverables and compliance with the required documentation.</li><li>Management of the workforce in multiple supplier operations related to labor housing.</li><li>Preparation of reports based on data (Excel / performance indicator dashboards), and compliance with management tools for field operations is an added advantage.</li><li>Decision-making under operational pressure within strict safety limits.</li></ul></div>
