Job Purpose<br><br>The Sales & Leasing Performance Unit (PU) within Qiddiya is responsible for developing best practice sales and leasing standards and expertise within the organization. Strategic objectives include ensuring the development of sales and leasing best practices to support the Sales & Leasing Operations team within the organization, ensuring consistency across projects, supporting the ongoing training & development of sales and leasing team members, and providing guidance and support as it relates to implementation of procedures and tools.<br><br>The Sales & Leasing PU develops and manages policies and procedures, standardized documents and templates, sales and leasing tools, and sales and leasing operations. The unit will also develop and manage an online training academy that will have sales and leasing curriculum as its core function. The unit will further develop and manage the sales and leasing customer journey to support the requirements for sales and leasing of each of the asset class development Business Units, including CRM, digital tool requirements and experience center requirements and ongoing management of the Sales and Leasing operations. The Sales & Leasing PU team will also have a team dedicated to supporting the Asset Class operational Sales and Leasing teams on an ongoing basis to ensure that centralized business requirements for the operation units are met, strategies and support provided, and all business units are informed of sales and leasing progressions.<br><br>The Senior Manager for Residential, Office, Retail, and Land plays a critical role in leading and coordinating the strategic enablement and support of the sales and leasing efforts across these asset classes. <p><h4>Job Description</h4>
<p>The Cluster Construction Manager (E2) is responsible for leading and overseeing multiple large-scale infrastructure and city development projects, ensuring they are delivered safely, on time, within budget, and in compliance with client objectives, standards, and regulations. The role involves managing all phases of construction, coordinating with stakeholders, supervising contractors and consultants, enforcing HSE standards, and maintaining strong control over project planning, risk management, contracts, and reporting systems. With over 20 years of experience, the position also focuses on strategic leadership, organizational development, performance monitoring, and driving continuous improvement while supporting client capability building and adherence to international best practices.</p>
<p>The major responsibility is to ensure that the projects are managed safely, effectively, efficiently and completed on time and within budget in accordance with the objectives of Client.</p>
<ul>
<li>Manage and oversee all phases of construction projects, from planning and design to execution and completion.</li>
<li>Ensure that all the contractors and supervision consultants, for different projects, are following the correct processes and procedures as set in the PMM processes and procedures and as well establish and maintain risk registers for all the projects.</li>
<li>Assess the capability of Client’s existing project management and construction management staff and recommend appropriate roles and responsibilities.</li>
<li>Development and rectification of department operating structure including organizational chart, roles, responsibilities as well as tools to be deployed such as software applying international best practice.</li>
<li>Develop and implement project plans, including budgets, schedules, and resource allocation.</li>
<li>Coordinate and collaborate with architects, engineers, contractors, and other stakeholders to ensure project requirements are met.</li>
<li>Monitor and track project progress, identifying and resolving any issues or delays that may arise.</li>
<li>Ensure compliance with all relevant regulations, codes, and standards.</li>
<li>Manage and negotiate contracts with suppliers, subcontractors, and vendors. Maintain overall responsibility for construction contractor and subcontractor adherence to their respective contracts.</li>
<li>Provide regular updates and reports to senior management on project status, risks, and opportunities.</li>
<li>Lead and supervise a team of construction professionals, providing guidance, mentoring, and support.</li>
<li>Implement and enforce safety protocols and procedures to ensure a safe working environment.</li>
<li>Support Client in preparing scope of work for construction RFPs.</li>
<li>Support Client in preparing scope of works for site supervision contracts.</li>
<li>Ensure that project execution plans submitted by contractors are properly reviewed and cover all health, safety, and environmental aspects.</li>
<li>Lead health, safety, security, and environmental incident investigations. Update health, safety, security, and environmental data into the monthly reports.</li>
<li>Review resource allocation to new projects to ensure sufficient resources are allocated from both the contractor and supervision consultant.</li>
<li>Report project progress, highlight concerns, provide recommendations, and implement any agreed mitigation measures.</li>
<li>Monitor project progress against schedule and cost plan and advise Client of any concerns.</li>
<li>Review contractors and supervision consultants monthly reports.</li>
<li>Prepare and issue project monthly dashboards and reports at the project level.</li>
<li>Implement the project EDMS, ensuring that all project documentation complies with Client’s document management system.</li>
<li>Ensure the timely and accurate data input to the PMIS at project level.</li>
<li>Follow up the implementation of agreed action plans and escalate issues to higher management.</li>
<li>Review supervision consultant recommendations for recovery plans, contractor claims, or extension of time.</li>
<li>Ensure the submission of monthly invoices by the contractor, develop and update the project cash flow forecast, and prepare estimates for variations.</li>
<li>Implement a system for tracking labor efficiency based on achievement of installed quantities against the durations included in the project master schedule. The system shall be capable of generating periodic status reports.</li>
<li>Be informed of the relevant quality, environmental, safety, and occupational health policies, manuals, and procedures within the company and ensure continued compliance with these requirements while employed.</li>
<li>Perform other duties as assigned by the line manager or supervisor.</li>
