Job Purpose:<br>The Accounting & Tax Unit Head is responsible for managing the Company’s accounting operations and statutory tax and Zakat compliance. The role oversees the integrity of the general ledger, monthly and year-end closing, complex IFRS accounting entries, financial statement preparation and consolidation, while ensuring accurate treatment and timely compliance for Zakat, VAT, Withholding Tax (WHT), Real Estate Transaction Tax (RETT), E-Invoicing and other applicable ZATCA requirements. The role coordinates with internal teams, external and internal auditors, tax advisors and regulatory authorities, and supports management with reliable financial and tax reporting.<br>Key Responsibilities:<br>A. Accounting Operations & Financial Reporting Manage and supervise day-to-day accounting operations, including the general ledger and the accounting activities of AP, AR and treasury, ensuring transactions are accurately and timely recorded. Lead the monthly, quarterly and year-end closing process, including review of journals, reconciliations, accruals, provisions and other closing entries. Review complex accounting entries, including IFRS revenue recognition and cost recognition, loan interest accruals, management fee amortization and other significant accounting estimates. Review accounting entries recorded by accountants and ensure appropriate supporting documentation, approvals and account classification. Prepare and finalize quarterly and annual standalone and consolidated financial statements for the Company and its subsidiaries in accordance with applicable accounting standards and regulatory requirements. Prepare the initial English and Arabic drafts of the financial statements and support the preparation of quarterly regulatory announcements and related reporting requirements. Perform and review quarterly financial statement analysis and key ratios to support management assessment of financial performance, liquidity and profitability. Calculate and review Expected Credit Loss (ECL) on receivables and ensure appropriate accounting treatment and disclosures. Coordinate with the AR team to analyze sales and ensure revenue is reported, recorded and recognized accurately and in the correct accounting period. Ensure accurate and timely issuance and accounting of customer invoices and support follow-up of receivables and collections. Provide ad hoc accounting and financial reports and analysis requested by Finance leadership and management.<br>B. Tax, Zakat, VAT & Regulatory Compliance Manage all Zakat and tax matters, assessments, audits, inquiries and correspondence with ZATCA and other relevant authorities. Ensure accurate Zakat, VAT, WHT and RETT treatment across revenue, expense, asset and other transactions in compliance with Saudi tax regulations. Prepare, review and submit VAT and WHT returns and other applicable statutory tax filings within required deadlines. Manage RETT registrations, exemptions/refunds and related requirements applicable to real estate transactions and development activities. Review AP, AR, treasury and other accounting postings to ensure appropriate VAT and tax treatment and correct tax coding. Monitor E-Invoicing compliance and ensure invoices and related processes meet ZATCA requirements. Reconcile VAT input and output balances to the general ledger and statutory returns and resolve identified differences on a timely basis. Manage VAT refund processes and other recoverable tax positions to support working capital and cash flow efficiency. Manage Zakat and tax appeals and coordinate responses to authority requirements with external tax advisors where required. Conduct ongoing Zakat and tax risk assessments for existing and future projects and transactions, identifying exposures and recommending appropriate mitigation actions. Determine and review the tax and Zakat position of the Company and its subsidiaries for quarterly and annual financial reporting and year-end procedures. PURPOSE OF JOB:The key responsibility of this role is to support FAB Capital by:Ensuring compliance with related rules and regulations, Group policies and international best practice;Providing adequate timely advice to the Board of Directors, management and various lines of Business; and Liaising with and reporting key information and metrics to Group Head Office.<br>JOB CONTEXT/DIMENSIONSChief Compliance Officer FAB Capital must be able to build and maintain productive business relationships across the regions and must have the ability to work cross-functionally to effectively deliver added value to the Business. <br>TASKS<br>Advise the Board of Directors, Senior Management and line of Business on all Compliance matters. Advise the Board of Directors, senior management and business on compliance laws, rules and standards on a country, region and international level. Keeping the Board of Directors, senior management and business informed about any recent changes to regulations/laws. Establish a Compliance program for FAB Capital including a reporting and governance framework. Establish a compliance program based on the risk profile of FAB. The program shall define the role and responsibilities of the board of directors, the senior management and all employees with respect to AML / CFT risks. The compliance program should have appropriate coverage across businesses and act in coordination with risk management and FAB Head Office. Providing guidance and educating staff. Assist senior management in educating staff on compliance management and develop a training program. Train employees and enhance their understanding of Due Diligence, KYC principles, money laundering and terrorist financing risks, trends and preventive methods. Establish policies and procedures, compliance manuals, internal codes of conduct and practice guidelines. Identifying, measuring and assessing Compliance risks. Identify, document and assess compliance risks faced by FAB Capital. Measure compliance risks posed by all departments and lines of business of the entity. Assess the appropriateness of FAB’s compliance procedures and guidelines. Follow-up on any identified deficiencies and formulate proposals for remediation. Adequately manage conflicts of interest and Chinese walls. Compliance monitoring, testing and reporting. Perform sufficient and representative compliance testing to monitor, test and submit reports on quality and appropriateness of controls in place to manage risk. Identify and assess the main compliance risks facing the entity and develop corrective plans in case of any shortcomings. Report the outcome of the compliance testing to stakeholders as per the FAB’s policy and local regulations. The Head of Compliance should report to local Senior Management and FAB Head Office on a regular basis to discuss FAB’s compliance risk profile and present compliance reports. If required, reporting all AML concerns to the local MRLO for analysis and potential reporting of STR’s to the local Financial Intelligence Unit. Assisting in development of new products and new business practices. Review all new product/instrument from a regulatory compliance perspective. Ensure any compliance risk posed by the development of new products or changes in business practice is captured and mitigated. Assist senior management in opening new business units/branches/offices in new jurisdictions. Raise concerns with appropriate business units, committees and head office in case of high risk of non-compliance. Manage and resolve all Compliance related findings from Regulatory and Internal Audit reviews. Statutory responsibilities and liaison. Perform statutory duties as required by the relevant regulators. Liaise with external stakeholders such as regulators. Manage regulatory inspections. Provide adequate and timely key information metrics to both local management and Head Office Compliance in UAE. Keep abreast of related rules, regulations and best practices pertaining to FAB Capital, assess its impact on the Company, and update the business functions to take the necessary steps accordingly. Execute other Compliance related duties as directed by local management or FAB Head Office. Complete all training and other request in a timely manner. Perform the role of nominated Money Laundering Reporting Officer for FAB Capital, a role regulated by the Saudi Capital Markets Authority. Manage the creation, implementation and monitoring of a Financial Crime Compliance framework pertaining to FAB Capital, and with respect to the business lines seeking to do business through the entity, working with Group Financial Crime Compliance to ensure application of the Group Program and consistency with Group Policy Act as nominated Money Laundering Reporting Officer (MLRO) for FAB Capital, ensuring that the specific Financial Crime Compliance, Counter-Terrorist Financing and Anti-Money Laundering precepts of the Saudi regulatory authorities and CMA in particular are met, and that all regulated activities within the MLRO role are undertaken Build and maintain productive relationships with partners across FAB, especially with respect to the FAB MLRO and Group Financial Crime Compliance team, to ensure the adoption of Group best practices within FAB Capital and at all levels of the organization Monitor global, regional and local financial crime compliance trends and themes, and advise business management with a view to building best-in-class financial crime prevention capabilities Advise on the rollout and implementation of Group-wide Financial Crime Compliance policies and procedures, developing bespoke policies for FAB Capital as required.<br>AUTHORITIES<br>Manage the Compliance and AML function for FAB Capital. The role is responsible for building strong working relationships with maintenance personnel, control room operators, field operators, and plant managers while ensuring safe operations through effective work permit management and strict compliance with NGHC EH&S standards.<br>Key Responsibilities:<br>Operations Management Lead a team of 15–20 control room operators and field operators.
