Context
<br><p><span>We are seeking an experienced Technical Manager to lead the governance of technical standards, design assurance, and engineering processes for a major railway program. The role ensures that multidisciplinary designs meet applicable rail standards, regulatory requirements, and project objectives across safety, quality, cost, and schedule. You will establish, maintain, and audit the technical management system, drive continuous improvement, and coordinate design assurance across all engineering disciplines and delivery partners.</span></p><br><br>
Missions/Main Duties
<br><ul><li>Own and maintain the project’s technical standards, specifications, and engineering management plans, ensuring alignment with national/international rail standards, regulatory obligations, and client requirements.</li><li>Develop, implement, and continuously improve the technical review process, stage gate criteria, and design assurance workflows across concept, preliminary, detailed, and IFC stages.</li><li>Manage deviations, waivers, and concessions, ensuring robust justification, risk assessment, and approvals.</li><li>Lead multidisciplinary design reviews (track, civil, structures, geotechnical, systems, OLE, power, signaling/telecoms, rolling stock interface, stations, MEP, RAMS) to assure completeness, consistency, constructability, operability, and maintainability.</li><li>Drive requirements management, verification and validation (V&V), and configuration control, ensuring traceability from system requirements to design outputs and test evidence.</li><li>Coordinate technical interfaces and integration across packages, contractors, suppliers, and operations/maintenance stakeholders.</li><li>Ensure compliance with safety legislation and rail-specific safety management frameworks (e.g., CSM-RA or equivalent), including hazard identification, risk</li><li>Act as the principal point of contact for technical standards with the client, independent validators, authorities, and certification bodies.</li><li>Prepare and present technical review findings, design assurance reports, technical risk registers, and recommendations to governance boards.</li><li>Facilitate cross-functional workshops to resolve complex technical issues and drive decision-making.</li></ul>
Profile/Skills
<br><ul><li>Bachelor’s degree in Engineering (Civil, Electrical, Mechanical, Systems, or related). Job Summary:The Aluminum Draftsman is responsible for preparing detailed shop drawings, fabrication drawings, and installation drawings for aluminum systems including façades, curtain walls, windows, doors, skylights, louvers, and other architectural aluminum works. <ul><li><p>Develop, implement, and maintain the MEP Quality Management System in line with ISO 9001 and project requirements</p></li><li><p>Prepare and control project quality plans, procedures, ITPs, and checklists for all MEP disciplines</p></li><li><p>Ensure effective document control and quality records management</p></li></ul><ul><li><p>Oversee QA/QC activities for HVAC, plumbing, firefighting, electrical, ELV, and associated MEP systems</p></li><li><p>Review and approve method statements, material submittals, and technical documentation</p></li><li><p>Ensure inspections and tests are carried out as per approved Inspection & Test Plans (ITPs)</p></li></ul><ul><li><p>Coordinate and witness inspections, testing, and commissioning activities with consultants and clients</p></li><li><p>Manage non-conformance reports (NCRs), corrective actions, and preventive actions</p></li><li><p>Conduct internal quality audits and site quality inspections</p></li></ul><ul><li><p>Ensure compliance with contract specifications, drawings, authority requirements, and international standards</p></li><li><p>Monitor adherence to approved codes and standards (ASHRAE, NFPA, IEC, BS, local regulations)</p></li><li><p>Support authority approvals and final certification processes</p></li></ul><ul><li><p>Coordinate QA/QC matters with project managers, construction managers, engineers, and subcontractors</p></li><li><p>Act as the main point of contact for consultants and clients on MEP quality-related issues</p></li><li><p>Lead quality meetings and provide guidance on quality expectations</p></li></ul><ul><li><p>Ensure timely preparation and submission of as-built drawings, test reports, and O&M manuals</p></li><li><p>Support final inspections, snag clearance, and system handover</p></li><li><p>Maintain quality records for final acceptance and project closeout</p></li></ul><ul><li><p>Provide training and awareness sessions on quality procedures and standards</p></li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li><p>Bachelor’s Degree in Mechanical or Electrical Engineering</p></li><li><p>15–18 years of experience in QA/QC for MEP construction</p></li><li><p>Strong knowledge of MEP systems, testing, commissioning, and quality standards</p></li></ul><ul><li><p>In-depth knowledge of QA/QC systems and ISO standards</p></li><li><p>Excellent documentation, reporting, and audit skills</p></li><li><p>Strong communication, coordination, and leadership abilities</p></li></ul>
