Inspect piping materials, fabrication, installation, welding, and testing activities to ensure compliance with approved procedures and quality requirements. Conduct visual inspections and witness hydrostatic, pneumatic, welding, and other required tests. Review drawings, Inspection and Test Plans (ITPs), method statements, welding procedures, and quality documentation. Ensure compliance with applicable codes and standards, including ASME B31.3, ASME B31.4, ASME B31.8, ASME Section V & IX, API 620, API 650, and AWS D1.1. Conduct and review welding inspection activities in accordance with applicable certification requirements. Review and verify Non-Destructive Testing (NDT) programs, procedures, and inspection results. Strategic Operations & Asset Management</p> <ul> <li> <p> <b>Network Integrity & Operations</b> </p> <ul> <li>Oversee daily operations of the road network, including thousands of lane-kilometers of urban and arterial roads, ramps, bridges, and intersections.</li> <li>Manage the operational performance of underground tunnel networks (vehicular and service tunnels) and multi-story/surface car parks.</li> <li>Ensure high levels of availability, safety, and user experience across all transport and parking assets.</li> </ul> </li> <li> <p> <b>Asset Lifecycle Strategy</b> </p> <ul> <li>Develop and implement long-term asset management plans for road pavements, tunnel structures, and parking facilities.</li> <li>Define lifecycle strategies for resurfacing, structural renewal, waterproofing, and rehabilitation to maximize asset lifespan.</li> <li>Use data from inspections, condition assessments, and performance monitoring to prioritize investments and interventions.</li> </ul> </li> <li> <p> <b>Preventative Maintenance & Reliability</b> </p> <ul> <li>Implement data-driven, preventive maintenance programs for roads (resurfacing, marking, drainage), tunnels (structural checks, systems testing), and car parks (structural health, equipment maintenance).</li> <li>Minimize emergency repairs by establishing predictive maintenance regimes based on asset condition, usage, and environmental factors.</li> <li>Coordinate with Facilities Management and maintenance vendors to ensure timely and effective execution of maintenance schedules.</li> </ul> </li> </ul> <p>2. Technical SME Leadership Roads, Tunnels & Car Parks</p> <ul> <li> <p> <b>Tunnel Safety & Systems Governance</b> </p> <ul> <li>Serve as the technical authority for tunnel safety and systems, including mechanical ventilation, fire detection and suppression, emergency lighting, evacuation systems, and structural monitoring.</li> <li>Establish and enforce tunnel operating procedures, safety protocols, and inspection regimes in accordance with international standards.</li> <li>Coordinate with HSE and Civil Defense / Fire Authorities on compliance, drills, and emergency preparedness.</li> </ul> </li> <li> <p> <b>Parking Technology & Operations Strategy</b> </p> <ul> <li>Define and drive the strategy for smart car parks, including:<ul> <li>Parking Guidance Systems (<span>PGS<span> <span> <span>PGS</span> </span> </span> </span>)</li> <li>Digital ticketing and integrated payment platforms</li> <li>Electric Vehicle (<span>EV<span> <span> <span>EV</span> </span> </span> </span>) charging infrastructure</li> <li>License Plate Recognition (<span>LPR<span> <span> <span>LPR</span> </span> </span> </span>) and access control systems</li> </ul> </li> <li>Oversee operational policies for parking allocation, pricing (if applicable), and circulation to maximize efficiency and user convenience.</li> </ul> </li> <li> <p> <b>Traffic Engineering & Network Optimization</b> </p> <ul> <li>Review and provide input on civil and traffic engineering designs, upgrades, and modifications to optimize traffic flow and reduce congestion.</li> <li>Ensure design changes consider pedestrian safety, public transport interfaces, emergency access, and multimodal connectivity.</li> <li>Collaborate with planning and transport authorities on speed control, junction design, signage strategy, and traffic-calming measures.</li> </ul> </li> </ul> <p> </p> Qualifications & Experience <p><br></p>
