The role covers financial planning, project cost control, cash flow management, banking facilities, and regulatory compliance, providing management with accurate reporting and financial insight to support pricing, tendering, and investment decisions.<br>Key Duties & Responsibilities<br>Financial Planning & Budgeting• Prepare the annual budget and financial plans in coordination with department heads, and monitor performance against budget with variance analysis and corrective recommendations.• Build financial models and cash flow forecasts for new projects and tenders, supporting presales and management in pricing and margin decisions.<br>Project Accounting & Cost Control• Oversee project cost accounting across parallel projects: cost allocation, work-in-progress (WIP), revenue recognition per completion, and project profitability analysis.• Monitor project budgets versus actuals, flag deviations early, and review subcontractor and supplier payment certificates against contract terms.• Manage invoicing and progress payment certificates to customers, and follow up on collections including government-entity payments via the Etimad platform.<br>Cash Flow, Banking & Facilities• Manage daily cash flow and liquidity planning across projects to secure supplier payments, payroll, and project commitments.• Manage banking relationships and credit facilities: letters of guarantee (bid, performance, advance payment), letters of credit, and project financing arrangements.• Optimize working capital: receivables, payables, retention balances, and advance payments.<br>Accounting, Reporting & Compliance• Supervise the accounting team and ensure accurate, timely closing of monthly and annual accounts in line with IFRS.• Prepare monthly management reports and financial statements with analysis of profitability by project and business line.• Ensure full compliance with ZATCA requirements: VAT, Zakat, withholding tax, and e-invoicing (Fatoora), plus GOSI and other regulatory filings.• Coordinate external audits and implement internal controls, policies, and approval matrices.<br>Systems & Team Management• Lead and develop the finance and accounting team, and manage the ERP financial modules, driving automation of invoicing, cost tracking, and reporting.• Support procurement with supplier payment terms and evaluate financial exposure in major purchase and subcontract agreements.<br>Qualifications & Experience• Bachelor's degree in Accounting or Finance; SOCPA membership required; CPA / CMA / ACCA is a strong advantage.• 8+ years of accounting and finance experience, including 3+ years in a managerial role, preferably in contracting, ICT projects, or engineering services companies.• Proven experience in project accounting, WIP, cost control, and government-sector receivables in Saudi Arabia.• Hands-on experience with banking facilities and letters of guarantee in a projects environment.<br>Skills & Competencies• Strong command of IFRS, Saudi tax and Zakat regulations, and e-invoicing requirements.• Proficiency in ERP systems and advanced Excel;
