Job Purpose The Risk & BCM Lead is a senior individual contributor role within the Governance, Risk & Compliance (GRC) function, supporting the development, implementation, and continuous operation of enterprise risk management and business continuity programs across the Group and its business verticals. The role provides day-to-day technical coordination for risk assessments, risk registers, treatment plans, business impact analyses, continuity plans, exercises, and management reporting. The role requires a strong risk and continuity professional with the ability to work closely with functions, vertical focal points, risk champions, BCM coordinators, and external advisors to promote consistent application of Group standards.<br>Key Responsibilities1. Enterprise Risk Management Execute the approved ERM framework, policy, methodology, risk taxonomy, and risk appetite under the direction of the Risk & BCM Director. Facilitate enterprise, functional, project, and vertical risk assessments, and maintain risk registers, treatment plans, KRIs, controls, and action records. Review and constructively challenge risk ratings, treatment adequacy, action ownership, and target dates, escalating material or overdue matters as needed. Monitor incidents, emerging risks, and control weaknesses, and prepare practical analysis and recommendations for management.2. Business Continuity & Operational Resilience Execute the BCM framework, policy, standards, and lifecycle requirements in alignment with ISO 22301 principles and Group expectations. Combining strategic focus, strong knowledge of the Saudi learning environment, and hands-on execution, it will build internal capability, shape impactful learning experiences, and position Qiddiya at the forefront of learning and performance.<br><br>Requirements<br><br>Key Responsibilities:<br><br>Learning Architecture & Pathways<br><br> Design and implement Qiddiya's learning architecture, including frameworks, pathways, curricula, standards, and development journeys across priority capability areas Translate strategic priorities into practical learning roadmaps and interventions that support current performance and future workforce readiness Ensure learning pathways are relevant to Qiddiya's functions, assets, and subsidiaries, and linked to measurable improvements in capability, performance, and business outcomes<br><br>Learning Governance, Policy & Standards<br><br> Establish and continuously improve learning governance, policies, standards, operating procedures, and decision rights across Qiddiya Ensure learning practices align with Saudi regulatory requirements, internal policies, enterprise risk expectations, and quality standards Define reporting and effectiveness measures to track adoption, application, capability growth, stakeholder value, and return on learning investment<br><br>Digital & In-Person Learning Ecosystem<br><br> Lead the growth, adoption, and integration of Qiddiya's learning ecosystem, including Success Factors, Sana, and future digital learning solutions Create blended learning experiences that combines digital, in-person, social, experiential, and performance-based learning Partner with internal stakeholders, providers, academic institutions, and professional bodies to improve access, personalization, learner experience, and insight through technology and data<br><br>Leadership of the Learning Organization<br><br> Design and lead the future learning organization, including learning business partnership, digital learning, operations, design, and enabling capabilities Build a resilient, service-oriented, commercially aware learning team that partners effectively with the business and delivers with pace and quality<br><br>Key Requirements:<br><br>Experience:<br><br> Minimum of 15 years of experience in Learning & Development, with at least 8 years in a leadership or managerial role Proven success designing and delivering enterprise learning in complex, fast-paced environments, ideally with regional or global scope including the Middle East Strong understanding of the Saudi learning environment, including relevant regulatory, governance, workforce development, and compliance expectations Strong experience managing internal stakeholders, external providers, budgets, business cases, and learning investment decisions Digitally fluent, with a strong understanding of learning technologies, experience working with Success Factors and Sana preferred Experience building internal capability and managing external partnerships Demonstrated use of learning analytics and data to improve outcomes and show impact<br><br>Educational Qualifications:<br><br> Bachelor's degree in Human Resources, Education, Psychology, Business Administration or related field Master's degree (e.g. Organization Psychology, Organization Behavior) or relevant advanced HR certifications (e.g. CIPD, ATD, SHRM) preferred<br><br>Skills & Competencies:<br><br> Deep understanding of learning science, adult development principles, and performance-based learning approaches Strategic thinker with commercial acumen and a clear link between learning and business goals Proven ability to communicate, engage and influence all levels of the organization including senior leaders, driving buy-in and fostering a culture of ownership Thrives in a fast-moving, rapidly evolving environment, continuously improving processes Ability to work independently, lead multiple projects, and drive initiatives to deadline in a fast-paced environment Skilled at balancing strategy and delivery, with a hands-on approach when needed Brings external perspective and a forward-looking, market-aware mindset Embodies Qiddiya's culture of Play and high performance<br><br>Why Join Us?<br><br> Build a Real Legacy....an Actual City: Imagine being part of a team that's not just shaping an organization, but helping to build a unique city from the ground up.
