This role exists to lead, manage, and coordinate all mechanical and electrical engineering design activities across ECEC's Riyadh HQ and Cairo Offshore operations, ensuring the delivery of technically rigorous, code-compliant MEP design solutions across all project work stages (CD, SD, DD, IFT, IFC) to achieve client satisfaction, commercial performance, and the highest professional engineering standards. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.<br><br>Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.<br><br>Job Summary<br><br>Provide transportation recommendation for City Master plan, taking into account public transportation in residential areas, material handling and goods movement for industrial area, rail freight, and port related traffic.<br><br>Major Responsibilities<br><br>Applying traffic management, principles, techniques, and analysis. Responsibility includes the review, consultation and revision of contractors Traffic Management Plans and Contractor/Industry applications. Extensive experience of traffic safety and undertake various technical aspects of traffic safety engineering work. Directs routine traffic engineering and design assignments requiring the application of engineering practices in accordance with Local (RC), National (MOT), International (FHWA) standards where applicable. Supervises and leads traffic engineering studies. Assists in preparing and updating specifications of traffic field devices. Must have experience with Traffic Impact Studies (TIS) at district and city level, traffic modeling, signal coordination and optimization, signal capacity analysis, Intelligent Transportation System (ITS), and MOT regulations within the GCC region. Must have developed district and city level transportation plans Knowledge and experience of using international standards such as AASHTO - Green Book, HCM, HSM, MUTCD, ITE, and FHWA guidelines. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Position Overview Act as the primary point of contact for customers, manage service appointments (including pre arrival preparation), create accurate job orders, coordinate with internal teams, and ensure timely and quality service delivery while maintaining high customer satisfaction. The Service Advisor also owns the communication and coordination for Vehicle Off Road (VOR) cases, ensuring priority handling, safety, and transparency throughout the repair journey. Key Responsibilities 1. Appointment Management & Pre-Arrival Preparation Set up and manage service and mobile appointments in line with Lucid standards and Service ( Appt-Preparation ). Confirm bookings and reschedule as needed; ensure workshop capacity and technician skill availability are considered. Perform pre-arrival checks for upcoming appointments (e.g., 48 hours before visit): Review appointment details, customer concerns, and vehicle history. Coordinate with Parts Advisor to verify parts availability, create pre-picks, or trigger special orders; record ATP/ETA in the work order. Flag constraints (e.g., parts backorder, capacity issues) to Workshop Supervisor / Service Manager and adjust promise times if required. Confirm customer attendance, transportation needs, and any special instructions (e.g., contactless, valet, mobile vs. in-shop). For vehicles already reported as VOR (from Roadside / Customer Care): Ensure the appointment / work order is clearly marked as VOR and prioritized in the schedule. Coordinate with Roadside / towing provider and driver for drop-off timing and location. 2. Customer Interaction & Vehicle Intake Greet customers professionally, capture language preference, contact details, and preferred communication method (call/SMS/WhatsApp/email as per policy). Perform or coordinate a walk-around inspection at check-in (with concierge / technical advisor where applicable): Record exterior/interior condition, SoC, warning lights, and kilometrage. Capture photos/videos and upload to the work order system. Switch data sharing on Validate and document customer concerns (following Three C s logic: Concern/Condition). Obtain customer approval for the initial work scope and diagnostic plan, including any diagnostic charges. Job Creation, Coding & Internal Coordination Create work orders in CRM / Salesforce with complete and accurate details: Customer and vehicle data (VIN, kilometrage, plates). Detailed concerns and symptoms. Job codes, op codes, pay types (warranty, goodwill, internal, customer-pay) according to Lucid standards. KEY RESPONSIBILITIESLead daily site activities, organise work fronts, and supervise subcontractors, foremen, and site teams. Plan work sequences and verify the availability of approved drawings, materials, manpower, access, and suitable site conditions. Coordinate deliveries, storage, installation readiness, FF&E interfaces, and protection of completed works. Prepare short-term work plans and progress reports covering quantities, manpower, productivity, constraints, and recovery actions. Monitor material usage, minimise waste and rework, and manage snagging and final handover. Record approved site changes and provide verified information for as-built drawings and handover documents. Monitor safety and occupational health requirements within the assigned scope, brief workers on task-related risks, and enforce appropriate PPE, housekeeping, safe access, and safe working practices. Identify hazards, stop unsafe activities, and report issues to project management for corrective action. REQUIRED QUALIFICATIONS AND EXPERIENCEBachelor’s degree in Architecture or Architectural Engineering. At least 5 years of architectural site execution and finishing experience, including at least 3 years within Saudi Arabia. Proven hands-on experience in high-end finishes and interior fit-out on large-scale hospitality, commercial, and residential projects. Ability to supervise subcontractors and site teams and manage activities through inspection and completion. Strong practical knowledge of finishing materials, installation methods, gypsum systems, joinery, stonework, waterproofing, and workmanship standards used in Saudi Arabia. Experience supervising façade, glazing, and aluminium installation and coordinating specialist subcontractors. Ability to interpret architectural, structural, and MEP drawings and resolve site interfaces. Ability to independently inspect materials and workmanship, identify defects, and follow corrective actions through to closure. Experience with consultant inspections, mock-ups, snagging, and handover. Working knowledge of FF&E installation and coordination. Familiarity with Saudi Building Code requirements and specifications relevant to the architectural scope.
