We are seeking an experienced and highly motivated Senior Design Manager - Landscape & Public Realm to play a key role in shaping and delivering world-class landscape and public realm environments across Qiddiya's diverse portfolio of entertainment, leisure, cultural and mixed-use developments.<br><br>The successful candidate will combine exceptional design leadership, technical expertise and project delivery experience, with a proven ability to manage complex multidisciplinary projects from concept through to construction and operational readiness. About the Role:<br>BÖWE MENA is an award-winning architecture and design firm seeking a highly experienced Senior Design and Pre-Construction Project Manager to lead the design development, multidisciplinary coordination, and tender preparation of a major residential and commercial tower development in Riyadh. The ideal candidate will have substantial experience managing high-rise buildings, towers, and complex mixed-use developments, with demonstrated responsibility for leading projects from design development through the completion and formal issuance of coordinated tender documentation. Strong understanding of architectural, structural, MEP, façade, vertical transportation, fire and life safety, and landscape design interfaces. Strong ownership of deadlines, consultant deliverables, decision tracking, and issue closure.<br>Key Responsibilities: Lead the project from design development through coordinated tender package completion and issuance. Establish the project coordination structure, communication protocols, consultant responsibilities, and approval procedures. Coordinate architectural, structural, MEP, BIM, cost consultancy, and specialist design teams to maintain alignment across all disciplines. Prepare and maintain the design programme, deliverables schedule, project milestones, and short-term lookahead plans. Monitor consultant progress against approved schedules, identify delays, and agree practical recovery actions. Chair project and technical coordination meetings, issuing clear minutes with accountable owners and agreed deadlines. Maintain action, decision, RFI, interface, change, risk, and issue registers, ensuring timely follow-up and documented closure. Lead technical workshops to resolve design conflicts, information gaps, and constructability concerns. Monitor BIM coordination, clash detection, and issue resolution through the agreed common data environment. Coordinate compliance reviews with appointed consultants for applicable Saudi Building Code provisions, authority requirements, and project standards. Manage design changes and assess their impact on programme, cost, approvals, and other design disciplines. Coordinate with the quantity surveyor and cost consultant to maintain consistency between the design, specifications, schedules, and BOQ. Prepare weekly and monthly reports covering progress, outstanding decisions, key risks, recovery actions, and tender readiness. Develop and manage tender readiness checklists, ensuring all required documents are complete, reviewed, coordinated, and approved before issuance. Oversee the controlled issuance of tender documentation and support tender clarifications and addenda when required. Represent BÖWE MENA professionally in meetings with clients, consultants, and project stakeholders.<br>Required Qualifications & Skills:Bachelor’s degree in Architecture is preferred. Candidates with a Civil Engineering degree may be considered if they demonstrate substantial multidisciplinary design management experience on high-rise developments. Minimum 12 years of relevant professional experience, including at least 5 years in project management or design management. Proven experience managing high-rise residential, commercial, or mixed-use tower developments of comparable scale and complexity is essential. Demonstrated responsibility for taking at least one major development through design development and tender documentation. Strong ability to review and interpret architectural, structural, MEP, and specialist design documentation. Excellent understanding of design coordination, consultant deliverables, programme control, and tender preparation. Strong leadership, negotiation, documentation, and stakeholder management skills. Ability to manage competing priorities, resolve technical coordination issues, and maintain control of critical deadlines. Excellent verbal and written communication skills in English; Arabic proficiency is an advantage. Previous project experience in Saudi Arabia is strongly preferred. PMP or an equivalent project management qualification is preferred. Saudi Council of Engineers membership is preferred. In this pivotal role, you will oversee all quantity surveying functions for large-scale construction projects, providing strategic cost management, contract administration, and financial oversight. Tendering Manager – OHTL & Underground Cable (UGC) Projects<br>Location: Saudi Arabia Industry: Power Transmission / EPCDepartment: Tendering / Commercial Experience: 10+ Years Employment Type: Full-Time<br>About the Role<br>We are seeking an experienced Tendering Manager – OHTL & Underground Cable (UGC) Projects to lead the preparation, coordination, and submission of competitive and technically compliant tenders for Overhead Transmission Lines (OHTL) and Underground Cable (UGC) projects in Saudi Arabia. The successful candidate will have strong experience in EPC power transmission projects, tender strategy, techno-commercial estimation, bid management, contract requirements, and coordination with engineering, procurement, construction, and commercial teams. The role requires a strong understanding of the Saudi power transmission market, including projects involving Saudi Electricity Company (SEC) and other major utilities, developers, and EPC stakeholders.<br>Key Responsibilities<br>1. Tender Management Lead the complete tendering process from tender receipt through final bid submission and clarification stages. Review ITT/RFP documents, specifications, drawings, BOQs, schedules, commercial conditions, and contractual requirements. Develop and manage the overall tender strategy, bid plan, schedule, and submission requirements. Establish tender priorities, deliverables, responsibilities, and deadlines for all involved departments. Ensure tenders are submitted accurately, competitively, and within the required deadline. Manage multiple tenders simultaneously while maintaining quality and commercial discipline.<br>2. Technical & Commercial Bid Coordination Coordinate with engineering teams to develop technically compliant proposals for:High-voltage OHTL projects Underground transmission cable projects Substations and associated transmission works, where applicable Civil, structural, electrical, and installation scopes Coordinate with procurement and suppliers/subcontractors to obtain competitive quotations. Review technical offers, vendor quotations, exclusions, deviations, and compliance statements. Prepare and review BOQ, MTO, cost estimates, pricing summaries, and commercial evaluations. Ensure all direct and indirect costs are properly considered in the tender price.<br>3. Estimation & Pricing Lead the preparation of detailed EPC cost estimates and tender pricing. Analyze project quantities, construction methodology, resource requirements, productivity, equipment, manpower, materials, logistics, and subcontracting costs. Develop pricing for major OHTL and UGC components, including where applicable:Conductors and OPGWTowers and steel structures Foundations Insulators and fittings Earthing systems Cable systems and accessories Cable installation and jointing Cable trenching/duct banks Civil works Testing and commissioning Transportation and logistics Prepare cost comparison, price benchmarking, and commercial analysis. Saudi Market & Utility Requirements Maintain strong knowledge of the Saudi power transmission and EPC market. Demonstrate familiarity with SEC requirements, Saudi transmission projects, approved vendors, local content expectations, and applicable Saudi standards/specifications. Monitor market trends, competitor positioning, material prices, labor costs, and subcontractor rates. Develop and maintain a database of suppliers, subcontractors, and market rates relevant to OHTL and UGC projects. Support management in identifying upcoming transmission opportunities and developing bid strategies.<br>7. Bid Team Leadership Lead and coordinate multidisciplinary tender teams comprising:Estimation Engineering Procurement Construction Planning QA/QCHSEFinance Commercial/Contracts Assign responsibilities and ensure timely completion of tender deliverables. Review final technical and commercial submissions before management approval. Mentor and develop estimation/tendering engineers and commercial staff.<br>Required Qualifications Bachelor's degree in Electrical Engineering, Civil Engineering, Power Engineering, or a related engineering discipline.10+ years of relevant experience in tendering, estimation, proposals, or commercial management within the power transmission / EPC industry. Proven experience with OHTL and/or Underground Cable (UGC) projects. Strong experience in preparing and managing EPC tenders and techno-commercial proposals. Experience in the Saudi Arabian power transmission market is highly preferred. Experience dealing with SEC or major Saudi utilities/EPC contractors is strongly preferred. Strong knowledge of tendering, estimation, contract conditions, procurement, and project execution requirements.<br>Technical & Professional Skills Strong understanding of high-voltage transmission systems and EPC execution. Good knowledge of OHTL construction, including towers, foundations, conductors, OPGW, insulators, fittings, and associated works. Good knowledge of underground cable systems, installation, jointing, testing, trenching/ducting, and associated civil works. Strong cost estimation and pricing skills. Excellent understanding of BOQ/MTO analysis. Strong contractual and commercial awareness. Ability to analyze technical specifications, drawings, and tender documents.
