<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Parsons are looking for a seasoned Senior Project Manager: Station (MEP) to join their team! The Senior Project Manager: Station MEP (PMC) is a senior, client facing role responsible for managing the end to end design and build process of station MEP works on major rail/transit or complex infrastructure projects. This is a non operational position focused on project and design management, technical assurance, and contractor oversight on behalf of the client, ensuring that all MEP systems for stations (and associated ancillary buildings) are delivered safely, on time, within budget, and in full compliance with the employer s requirements, codes, and standards. The role requires approximately 15 years of experience in building or rail MEP (mechanical, electrical, public health, fire & life safety, ELV systems), including substantial experience in design management and construction supervision, ideally within a PMC, consulting engineer, or client organization.</p><p>What You'll Be Doing;</p><ul><li>Act as the primary PMC point of contact for all station MEP matters, representing the client in meetings with designers, contractors, authorities, and other stakeholders.</li><li>Ensure that the employer s requirements, contracts, and design briefs for station MEP systems are clearly communicated, understood, and implemented.</li><li>Provide independent, objective advice and recommendations to the client on technical, program, commercial, and risk issues related to station MEP works.</li><li>Manage and oversee the full MEP design lifecycle for stations: concept, schematic, detailed design, and IFC stages.</li><li>Review and comment on design submissions, drawings, calculations, models, and specifications for HVAC, power distribution, lighting, fire protection, plumbing and drainage, vertical transportation, ELV/BMS, and life safety systems.</li><li>Ensure design compliance with employer s requirements, project technical standards, local codes, international standards, fire and life safety regulations, and authority requirements.</li><li>Chair and coordinate design review meetings, value engineering and constructability workshops, and multi discipline coordination sessions (architecture, structure, rail systems, civil).</li><li>Oversee requirements management and traceability, design verification and validation, and close out of design review comments.</li><li>Ensure interfaces between MEP, architecture, structure, rail systems, and station operations are identified and resolved at design stage.</li><li>Support the preparation and review of technical sections of tender documents, scopes of work, and employer s requirements for station MEP packages.</li><li>Review and evaluate technical proposals, clarifications, and deviations from contractors and suppliers; provide recommendations to the client for award.</li><li>Assist in contract negotiations and post award technical clarifications with MEP contractors and key vendors.</li><li>From a PMC perspective, oversee and manage construction and installation activities for station MEP systems, ensuring alignment with approved designs, specifications, and quality standards.</li><li>Monitor contractor construction methodologies, sequencing, and resource planning for MEP works; challenge and improve where needed.</li><li>Coordinate resolution of site technical issues and RFIs in collaboration with design consultants and contractors.</li><li>Track and manage MEP interfaces with civil works, finishes, systems integration, and other trades to avoid clashes and rework.</li><li>Monitor compliance with project HSE requirements during MEP construction activities, and support the client s HSE objectives.</li><li>Review and approve, on behalf of the client, testing and commissioning strategies, plans, procedures, and integrated test schedules for station MEP systems.</li><li>Monitor execution of pre commissioning, functional performance tests, integrated systems testing, and life safety commissioning through reports and selective site attendance.</li><li>Review test results, non conformance reports, and snag lists; ensure timely rectification and closure by contractors.</li><li>Coordinate with operations, maintenance, and systems teams to ensure that MEP systems meet handover, operability, maintainability, and life cycle requirements.</li><li>Oversee completion and quality of as built documentation, O&M manuals, training materials, and handover deliverables.</li><li>Manage and track station MEP design and construction activities against the approved master schedule and key milestones.</li><li>Identify critical path activities and dependencies affecting MEP delivery; initiate recovery plans where schedule slippage occurs.</li><li>Monitor MEP related costs, variations, and potential claims; support the client in negotiation and resolution.</li><li>Maintain and regularly update risk registers for station MEP works, identifying mitigation measures and contingency plans.</li><li>Provide accurate, timely progress reports, dashboards, and presentations for the client s senior management and governance committees.</li><li>Coordinate with client internal departments (Operations, Maintenance, Safety, Security, IT, Commercial, etc.) to ensure MEP designs and installations meet operational and business requirements.</li><li>Interface with local authorities (e.g., civil defense, utility providers, building control) to support timely approvals, NOCs, inspections, and permits.</li><li>Facilitate coordination between multiple design consultants, contractors, systems integrators, and third parties involved in station delivery.</li><li>Lead and mentor a team of station MEP engineers and specialists working within the PMC team.</li><li>Promote a culture of quality, safety, and proactive risk management across all MEP related activities.</li><li>Ensure that robust quality assurance/quality control (QA/QC) processes are applied to MEP design and construction deliverables.</li><li>Support knowledge transfer, continuous improvement, and lessons learned across the program.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>What Required Skills You'll Bring;</p><ul><li>Bachelor s degree in Mechanical, Electrical, Building Services, or related Engineering discipline.</li><li>Master s degree in Engineering, Project Management, or related field is an advantage.</li><li>Professional engineering registration or chartership (CEng, PE) is highly desirable.</li><li>Project management certification ( PMP, PRINCE2) is an advantage.</li><li>Minimum 15 years experience in MEP engineering for major buildings (early career) AND rail/transit stations (current & essential), with substantial design and site supervision exposure.</li><li>Significant experience working within a PMC, client organization, or international consultancy on large, multi discipline infrastructure or transportation projects.</li><li>Demonstrated track record managing station or complex building MEP packages from design through testing and commissioning.</li><li>Strong experience coordinating multi discipline designs and managing contractors and vendors.</li><li>Prior experience on rail/metro stations or other complex, public use facilities (airports, hospitals, large commercial developments) is highly advantageous.</li><li>Deep technical understanding of station MEP systems: HVAC, power distribution, emergency power, lighting, public health, fire protection, fire alarm, BMS/SCADA, ELV systems, and life safety strategies.</li><li>Strong knowledge of relevant local codes, international standards, and fire and life safety regulations.</li><li>Proven ability to manage complex design and construction processes, with strong planning and organizational skills.</li><li>Excellent stakeholder management, communication, and negotiation skills in a multi cultural, multi discipline environment.</li><li>Strong analytical, problem solving, and decision making capabilities, with a focus on risk and issue management.</li><li>High level of professionalism, integrity, and client service orientation.</li><li>Proficiency with standard project management and office tools; <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Project Manager is responsible to the Programme Manager for defining, planning, managing, and delivering the projects to meet both customer and business requirements. The Job Holder will be responsible for managing all aspects of the design, construction, testing, commissioning, and handover of the project to cost, time, and quality. The key aspect of this role will focus on the delivery of projects, operating closely with and providing expert leadership to other functional areas to ensure that the total capability delivered is fit for purpose. The Job Holder will ensure that all aspects of the project are fully defined to ensure customer requirements are achieved in accordance with all business and commercial criteria, as well as company policies and procedures. In doing so the PM will develop and maintain project plans and budgets which will deliver to customer and business needs, ensuring that these plans are consistent with overall programme needs, and that specific deadlines and milestones are agreed and communicated to all parties involved. Role Purpose Ejad Tech is seeking a senior, client-facing Subject Matter Expert in AI and Emerging Technologies who can help shape demand, qualify opportunities, define solution direction, and support credible technical conversations with enterprise and government stakeholders in Saudi Arabia. The role is designed for the market reality in which many clients are still building awareness, need trusted guidance before they buy, and expect a technically credible advisor who can connect innovation ambition with practical implementation pathways. This position sits between traditional sales, technical architecture, and delivery assurance. It is intended for a professional who can engage executives, accompany leadership and sales teams in strategic meetings, translate emerging technology concepts into business value, frame feasible solution approaches, support indicative pricing and commercial shaping, and give clients confidence that proposed AI and emerging technology initiatives can move responsibly from idea to implementation. The role is not a pure delivery role and not a pure sales role. It is a forward-facing consulting and solution-shaping role focused on AI-first growth, emerging technology opportunity development, and strong continuity between what is proposed, what is sold, and what can realistically be delivered. Role Mandate The SME will serve as Ejad Tech’s technical and advisory front for AI and emerging technologies during client engagement, presales, executive awareness discussions, solution shaping, and selected transition-to-delivery activities. The role is expected to strengthen client confidence, improve technical credibility during pursuit stages, and help the business create demand in markets where customers may not yet have fully defined AI or emerging technology requirements. The successful candidate should be able to operate in the space between deep technologists and non-technical commercial stakeholders: strong enough to discuss architecture, integration, delivery implications, use-case feasibility, governance, and vendor options, while also being commercially aware enough to support opportunity qualification, sizing assumptions, solution packaging, and persuasive executive conversations. Key Responsibilities• Act as a senior, client-facing advisor on AI, Generative AI, machine learning, intelligent automation, and relevant emerging technologies for government and enterprise clients.• Accompany Sales, Business Development, and Executive Leadership in strategic client meetings, executive briefings, workshops, and awareness sessions to educate stakeholders, shape demand, and position practical technology opportunities.• Lead discovery, innovation, use-case, and solution-design workshops; translate business challenges into clear value cases, technology use cases, and phased implementation roadmaps.• Qualify AI and emerging-technology opportunities by assessing business value, feasibility, data readiness, integration needs, organizational readiness, delivery complexity, and key risks.• Define high-level solution scope, architecture, assumptions, dependencies, implementation approach, and commercial considerations; support proposals, RFPs, bids, presentations, demonstrations, and indicative pricing.• Recommend the appropriate solution approach, including consulting, PoCs, accelerators, partner technologies, platforms, custom development, or integrated solutions.• Design and assess AI-enabled solutions across Gen AI, LLM assistants, knowledge systems, NLP, intelligent search, automation, computer vision, analytics, and domain-specific AI use cases.• Shape integrated solutions that combine AI with data platforms, cloud, APIs, enterprise applications, IoT, digital twins, edge, XR, and other emerging technologies where relevant.• Guide PoCs, prototypes, pilots, and demonstrations, ensuring a clear and credible path from concept to secure, scalable production implementation.• Ensure proposed solutions consider Saudi regulatory and governance requirements, including SDAIA, NDMO, PDPL, privacy, cybersecurity, data governance, responsible AI, human oversight, and model risk.• Build trusted-advisor relationships with senior stakeholders and contribute market insights, reusable offerings, solution frameworks, accelerators, and thought-leadership assets.• Ensure continuity between presales and delivery by clarifying solution intent, architecture, assumptions, dependencies, governance requirements, and implementation risks; provide technical assurance without acting as the delivery owner. Candidate Profile The ideal candidate is not a pure salesperson and not a narrow specialist engineer. This role is intended for a market-facing consultant who combines strong technical literacy in AI and emerging technologies with solution architecture thinking, client engagement maturity, and enough commercial awareness to support opportunity development and presales confidence. The successful candidate should be comfortable speaking to C-level executives, business sponsors, architects, delivery leads, and partner vendors. The person should be able to simplify complex technologies without oversimplifying them, create confidence without overpromising, and shape practical next steps in environments where customers may still be forming their technology agenda. Required Experience• Bachelor’s degree in computer science, Artificial Intelligence, Data Science, Computer Engineering, Software Engineering, Information Technology, or a related field; a Master’s degree is preferred.• 8+ years of relevant experience across technology consulting, solution architecture, digital transformation, enterprise technology advisory, data and AI, or related domains.• Strong practical understanding of AI/ML, Generative AI, LLM-oriented solution patterns, AI-enabled automation, and modern enterprise technology architectures.• Demonstrated experience translating business needs into feasible technology use cases, solution concepts, and implementation approaches.• Experience participating in or shaping PoCs, prototypes, pilots, or production-oriented technology initiatives.• Strong understanding of enterprise integration, APIs, cloud environments, data platforms, cybersecurity, and solution scalability considerations.• Experience engaging clients in workshops, discovery sessions, assessments, presentations, or solution-definition activities.• Strong exposure to Saudi government entities, regulated sectors, or large enterprises is highly preferred.• Arabic communication skills are strongly preferred for client-facing effectiveness in the Saudi market. Monitor team performance against recruitment KPIs and service level agreements. Foster a high-performance culture focused on accountability, quality, and continuous improvement. Support capability development within the Talent Acquisition function through coaching and knowledge sharing.<br>Stakeholder Management Establish strong partnerships with senior leaders, department heads, and hiring managers. Ensure effective communication and alignment among all stakeholders throughout the hiring process.<br>Employer Branding & Talent Attraction Support the development and execution of employer branding initiatives. Enhance the overall candidate experience throughout the recruitment journey.<br>Recruitment Analytics & Reporting Track and analyze key recruitment metrics, including:Time-to-Fill Time-to-Hire Cost-per-Hire Source Effectiveness Offer Acceptance Rate Quality of Hire Prepare regular recruitment reports and dashboards for management. Stay informed about labor market trends, sourcing methodologies, and talent acquisition best practices.<br>Qualifications Bachelor's Degree in Human Resources, Business Administration, Psychology, or a related field. Master's Degree in Human Resources, Business Administration, or a related discipline is preferred. Professional certifications such as SHRM, CIPD, AIRS, Linked In Recruiter Certification, or equivalent are considered an advantage.<br>Experience Requirements Minimum 10 years of progressive experience in Talent Acquisition, Recruitment, Executive Search, or Human Resources. Minimum 1–3 years of proven supervisory or leadership experience managing Talent Acquisition teams. Demonstrated experience leading end-to-end recruitment activities within large and complex organizations. Experience recruiting across multiple functions and organizational levels, including leadership and specialized positions. Previous experience within retail, real estate, hospitality, entertainment, F&B, or diversified business groups is preferred.
