Job Purpose<br><br>Hanmi Global is seeking a highly qualified Road Inspector to join our program management and PMCM team in Saudi Arabia. In this role, you will carry out field inspection and quality surveillance of roadworks and highway infrastructure construction for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.<br><br>Key Responsibilities<br><br>You will monitor contractor compliance with approved design drawings, technical specifications, safety standards, and quality control procedures for roads, pavements, and associated infrastructure, ensuring works are constructed to the required standards and supporting the successful delivery of the overall development program.<br><br> Conduct daily field inspections of road and highway construction activities — subgrade, subbase, base course, asphalt paving, kerbs and channels, drainage, road markings, and signage — to verify compliance with approved drawings and technical specifications Monitor and verify the contractor's material sampling and testing procedures for soil, aggregate, and asphalt in accordance with approved standards (e.g., ASTM, AASHTO, or applicable Saudi standards) Review and verify survey and setting-out data for roadworks to confirm alignment, levels, and geometrics conform to the approved design Identify and report non-conformances, defects, and deviations from specifications; follow up on corrective actions and ensure timely close-out of NCRs Maintain accurate daily inspection records, site diaries, photographs, and inspection checklists; prepare daily and weekly quality and progress reports Witness testing of materials (e.g., compaction, asphalt core, density tests) and review test results against approved acceptance criteria Coordinate with the contractor's site engineers, QA/QC personnel, and survey teams to resolve field issues and ensure works proceed per approved method statements and Inspection and Test Plans (ITPs) Monitor compliance with approved traffic management plans and HSE requirements during roadworks Verify as-built records and support close-out documentation for completed road sections and associated infrastructure Liaise with Resident Engineers and the design team on technical queries, drawing clarifications, and design changes affecting roadworks Review contractor submittals related to road construction, including method statements, material submittals, and ITPs<br><br>Minimum Qualifications<br><br> Bachelor's Degree in Civil Engineering or a related discipline from a recognized university Minimum 7 years of relevant experience in road/highway construction inspection, quality control, or site supervision, preferably within a PMC/PMCM environment or major infrastructure development program Sound knowledge of road and highway construction standards and specifications (e.g., AASHTO, ASTM, or applicable Saudi standards) Working knowledge of materials testing procedures and acceptance criteria for soil, aggregate, and asphalt Proficiency in reading and interpreting engineering drawings, specifications, and survey/setting-out data Familiarity with QA/QC systems, Inspection and Test Plans (ITPs), and non-conformance (NCR) management processes Good command of English, written and spoken; The role ensures that all civil and structural works are executed in accordance with approved designs, contract requirements, project specifications, applicable codes and standards, quality requirements, HSE regulations, and project schedules.<br><br>The Inspector acts as the Client’s site representative for monitoring Contractor activities, verifying construction quality, identifying deficiencies, and supporting the PMCM team in delivering projects safely, on time, within budget, and to the required quality standards.<br><br>Key Responsibilities<br><br>Construction Inspection & Supervision<br><br>• Conduct daily inspections of civil and structural construction activities.<br><br>• Verify compliance of works with approved shop drawings, specifications, method statements, and contract requirements.<br><br>• Monitor site activities including but not limited:<br><br>• Earthworks and excavation<br><br>• Foundations and substructures<br><br>• Reinforced concrete works<br><br>• Structural steel erection<br><br>• Masonry and architectural concrete works<br><br>• Roads, pavements, and external works<br><br>• Utility and infrastructure work<br><br>• Ensure works are executed using approved materials, equipment, and construction methodologies.<br><br>• Witness inspections, testing, and quality control activities in accordance with approved Inspection and Test Plans (ITPs).<br><br>Quality Assurance & Quality Control<br><br>• Review and verify Inspection Requests (IRs) submitted by Contractors.<br><br>• Ensure compliance with Quality Management Systems and PMCM procedures.<br><br>• Monitor material deliveries and verify compliance with approved material submittals.<br><br>• Witness laboratory and field-testing activities.<br><br>• Identify non-conforming works and recommend corrective actions.<br><br>• Assist in the issuance and close-out of Non-Conformance Reports (NCRs), Site Observation Reports (SORs), and Corrective Action Requests (CARs).<br><br>• Verify rectification and completion of defective works.<br><br>Contract Compliance<br><br>• Monitor Contractor compliance with contract requirements and approved construction schedules.<br><br>• Assist Engineers in recording delays, deviations, variations, and potential claims.<br><br>• Verify quantities and progress of completed works for reporting purposes.<br><br>• Maintain records supporting project payment certifications and progress assessments.<br><br>Health, Safety & Environmental Compliance<br><br>• Monitor field activities for compliance with approved HSE plans and procedures.<br><br>• Identify unsafe practices, conditions, and environmental violations.<br><br>• Report on safety concerns to the Resident Engineer and HSE team.<br><br>• Support implementation of project safety initiatives and regulatory requirements.<br><br>Coordination & Stakeholder Management<br><br>• Coordinate with PMCM Engineers, Contractors, Design Consultants, Stakeholders, and Client representatives.<br><br>• Attend construction progress meetings and technical coordination meetings as required.<br><br>• Assist in resolving site construction issues and interface conflicts.<br><br>• Provide technical feedback regarding constructability and workmanship matters.<br><br>Documentation & Reporting<br><br>• Prepare daily inspection reports documenting site activities, progress, quality observations, and safety concerns.<br><br>• Maintain inspection records, photographs, testing records, and project documentation.<br><br>• Record Contractor manpower, equipment deployment, and construction progress.<br><br>• Support preparation of weekly and monthly project reports.<br><br>Testing, Commissioning & Handover<br><br>• Participate in pre-commissioning and final inspection activities.<br><br>• Verify completion of punch-list items and outstanding work.<br><br>• Support substantial completion, taking-over, and project closeout activities.<br><br>• Ensure as-built documentation reflects completed construction works.<br><br><br><br>Qualifications<br><br>• Bachelor's Degree or Diploma in Civil Engineering, Structural Engineering, or related discipline.<br><br>• Professional certification or membership in SCE is mandatory.<br><br>• Valid certification for construction inspection activities is an advantage.<br><br>• Minimum 8 years of relevant experience in construction supervision and inspection.<br><br>• Aviation experience is preferred.<br><br>• Experience on large-scale PMCM, infrastructure, transportation, building, mixed-use, industrial, or utility projects. Aviation projects are highly desirable.<br><br>• Previous experience working for Engineering Consultants, PMCM Consultants, or Supervision Consultants preferred.<br><br>• GCC/KSA experience is highly desirable.<br><br>• Familiarity with local building codes, international architectural quality standards, and fire-rated assembly requirements.<br><br>• Proficiency in document control platforms (Aconex), CAD software (Auto CAD), and MS Office.<br><br>• Strong eye for detail, quality control mindset<br><br>• Good written and verbal communication skills in English; Arabic language skills are a plus.

Key Responsibilities:<br>I&C Installation Inspection Inspect installation of field instruments, transmitters, switches, gauges, control valves, analyzers and related equipment. Inspect instrument tubing, impulse lines, manifolds and fittings. Inspect cable trays, conduits, junction boxes and instrument marshalling cabinets. Verify installation, tagging, orientation, accessibility and identification of instruments. Inspect instrument and control cables, including routing, termination, glanding and earthing. Inspect installation of PLC/DCS/ESD panels, cabinets and associated equipment. Verify installation against approved IFC drawings, P&IDs, instrument index and cable schedules.<br>Quality Control & ITPPerform inspections in accordance with approved ITPs, checklists and method statements. Conduct Hold Point, Witness Point and surveillance inspections as required. Verify that construction activities comply with approved project specifications and procedures. Review inspection requests (IRs) and verify readiness before inspection. Raise and follow up NCRs, observations and punch items where required. Verify corrective actions and close-out of quality findings.<br>Testing & Calibration Witness and verify calibration of pressure, temperature, flow and level instruments. Inspect continuity, insulation resistance and loop testing. Witness instrument loop checks from field devices to DCS/PLC/ESD systems. Verify functional testing of control valves, actuators and associated accessories. Witness testing of alarms, interlocks, trips and shutdown systems where applicable. Verify calibration certificates and test records.<br>Documentation:Review inspection and test records for completeness and compliance. Maintain inspection reports, calibration records, test certificates and checklists. Verify As-Built drawings and red-line markups. Maintain I&C quality dossiers and turnover documentation. Support preparation of Mechanical Completion and Commissioning dossiers. Ensure traceability of instruments and equipment through tagging and documentation.<br>CCGT-Specific Responsibilities The Inspector may be required to cover I&C installations associated with:Gas Turbine and Generator systems HRSG systems Steam Turbine and Generator DCS / PLC / ESD systems Gas and steam systems Water Treatment and Demineralization Cooling Water systems Condensate and Feedwater systems Fuel Gas systems Electrical protection/control interfaces Plant auxiliary systems Fire & Gas systems CEMS / environmental monitoring systems Balance of Plant (BOP) instrumentation.<br>Standards & Requirements Ensure compliance with applicable:Project specifications and Employer/Owner requirements Approved IFC drawings and P&IDsInstrument Datasheets and Instrument Index ITPs and Method Statements IEC standards ISA standards API standards where applicable NFPA requirements where applicable NEC/local electrical requirements where applicable Manufacturer/vendor requirements EPC Contractor QA/QC procedures<br>Coordination:Coordinate daily with I&C construction engineers, supervisors and subcontractors. Interface with EPC QA/QC Engineers and Owner/PMC inspectors. Coordinate with commissioning and pre-commissioning teams. Participate in quality meetings and inspection coordination meetings. Support resolution of technical and quality issues at site. Ensure timely inspection and release of completed works.<br>Minimum Qualifications Diploma or Bachelor's degree in Instrumentation, Control Engineering, Electronics, 2. Electrical Engineering, or related discipline. Typically 5–8 years of relevant QA/QC experience, preferably in power generation or CCGT projects. Experience in large-scale power plant construction is highly desirable. Strong knowledge of instrumentation installation, calibration, loop checking and control systems. Experience working with EPC contractors and Owner/PMC inspection teams.<br>Required Competencies Strong knowledge of I&C construction and inspection activities. Ability to read and interpret P&IDs, Instrument Datasheets, Loop Diagrams, Wiring Diagrams, Cable Schedules and Hook-up Drawings. Knowledge of DCS, PLC and ESD systems. Knowledge of instrument calibration and testing. Strong NCR and punch-list management skills. Good understanding of QA/QC documentation and turnover requirements. Strong communication and coordination skills. Ability to work effectively in a fast-paced construction environment. Good knowledge of MS Office and relevant QA/QC systems.
